According to the Soc Trang Provincial Planning for the period 2021 - 2030, with a vision to 2050, the scope and planning boundaries of Soc Trang province include the entire mainland territory of Soc Trang province and the sea space determined according to the 2012 Law on the Sea of Vietnam, Decree No. 40/2016/ND-CP dated May 15, 2016 of the Government detailing the implementation of a number of articles of the Law on Marine and Island Resources and Environment.

Notably, the plan aims to strive for Soc Trang to be one of the fairly developed provinces in the Mekong Delta by 2030; with developed industry, trade, services, modern and sustainable agriculture; forming an offshore seaport at Tran De estuary and having a synchronous and gradually modern infrastructure system; having an urban system developing in a green, smart and sustainable direction; having enough capacity to adapt to climate change. National defense, security, order and social safety are ensured, people have a prosperous, civilized and happy life.
The average growth rate of gross regional domestic product (GRDP) is 8.5% per year; GRDP per capita (current price) is about 124 million VND.
The proportion in GRDP of the agriculture, forestry and fishery sector is about 27%; industry - construction is about 35%; services are about 30%; product taxes minus product subsidies are about 8%.
Reduce the poverty rate by an average of 2 - 3%/year; of which, reduce the poverty rate of Khmer households by 3 - 4%/year.
Organizing 04 socio-economic regions
According to the Planning, 04 socio-economic regions are organized including:
Coastal area: This area includes the entire mainland area of Soc Trang city with the mainland and the sea space of Vinh Chau town and Tran De district. This is the dynamic area, the center of development, spreading; developing the coastal economy in a comprehensive, multi-sector, multi-field direction including: urban - industry - trade, logistics services - tourism - agriculture, fisheries associated with the marine economy, seaports.
Hau River Delta: This region includes the entire area of Chau Thanh district, Ke Sach district and Long Phu district. Developing the economy of the Hau River Delta region in the direction of focusing on the fields of high efficiency agriculture, industry, urban areas and services.
Inland area: This area includes the entire area of Nga Nam town, Thanh Tri district, My Tu district and My Xuyen district. Developing the inland economy in the direction of exploiting favorable conditions for agricultural production associated with industry, urban areas and services (raw materials for processing industry).
Cu Lao Dung Area: This area only includes Cu Lao Dung district; the main development orientation is tourism combined with urban, commercial, service and agricultural models. This is a special area, a key tourist area of the province with the vision of becoming a high-class resort and a livable place for people inside and outside the province.
The total product in Soc Trang province (GRDP) in 2022 at 2010 comparative prices is estimated at 38,509 billion VND, an increase of 7.71% compared to 2021, of which the agriculture, forestry and fishery sector increased by 4.07%; the industry and construction sector increased by 11.13%; the service sector increased by 11.56%... The economic structure has shifted towards a decrease in the proportion of agriculture, forestry and fishery, an increase in the proportion of industry, construction and services. The average GRDP per capita at current prices in 2022 is estimated at 54,857 thousand VND (an increase of 6.9 million VND compared to 2021).
The average population of Soc Trang province in 2022 is estimated at 1,197,823, of which the urban population accounts for 33.87%. The number of employed workers is 595,937, accounting for 97.94% of the total workforce, of which the number of workers in the agriculture, forestry and fishery sector is 273,646; the industry and construction sector is 128,487, an increase of 9.16%; the service sector is 193,804, an increase of 8.94%. According to the results of the 2022 population living standards survey, the average income per person/month at current prices reached 3.8 million VND, an increase of 600,000 VND compared to 2021.
