Deputy Minister of Education and Training Pham Ngoc Thuong said that Circular 29 was issued to better manage extra teaching and learning activities, and for schools to further improve the quality of formal teaching. The widespread situation of extra teaching and learning not only wastes time and money of parents, but also affects the comprehensive development of students and the teacher-student relationship.
“Managing extra teaching and learning activities is for the benefit of students, teachers and a good education system” – the Deputy Minister discussed at the inspection session of the Ministry of Education and Training on the implementation of Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning (Circular 29) in Ho Chi Minh City on March 21.
According to the Deputy Minister, the widespread existence and increase of extra teaching and learning is due to the fact that the conditions for organizing formal teaching and learning have not met the requirements of school regulations, the number of students is large, the quality between schools is not uniform, the assessment and evaluation is not appropriate, the test questions are too difficult for students, the pressure of scores; the coordination between family, school and society has not been done well, etc.
"The consequences of widespread extra teaching and learning are huge" - the Deputy Minister emphasized and raised the question, for a long time we have considered extra teaching and learning as a natural part of education without slowing down to see what extra teaching and learning have brought over time, has it brought about a series of achievement diseases, and as a result, affected the comprehensive development of students?
“If we continue to rely on teachers and extra classes, students will gradually lose their ability to learn and explore on their own. Students will stay in their small comfort zone, and when they step out into society, they will be confused and become unsafe,” the Deputy Minister worried.
To effectively manage extra teaching and learning, the Deputy Minister said that it is necessary to synchronize solutions, including innovation in teaching methods and educational goals. Teachers should not only teach knowledge but also methods, aiming to teach students to self-study. The happiest thing for teachers is that in the shortest time, students do not have to depend on them.
In addition, to manage extra teaching and learning, it is necessary to continue to do well in communication, so that society can see the consequences of extra teaching and learning as well as implement professional solutions such as ensuring regular school hours, teachers arousing students' self-study spirit, innovating testing, evaluation, exam questions in the program, innovating admission methods...
"Do not let children go to centers to learn additional core curriculum. If this happens, it is the responsibility of the management staff and teachers" - Deputy Minister Pham Ngoc Thuong said and emphasized to the education management staff: "We must correctly assess the harm and see the waste of the widespread situation of extra teaching and learning, to soon end this with determination and consensus throughout the entire system, determined to implement with the highest goal of being for the students, for the true quality of education, preserving the image and dignity of the education sector".
