Continuing the program of the 5th extraordinary session of the 15th National Assembly, today, January 16, the Provincial National Assembly Delegation participated in the discussion at group 19 on a number of related contents.
Regarding the supplement to the medium-term public investment plan of the central budget for the period 2021-2025 from the general reserve source corresponding to the increased central budget revenue in 2022, delegate Ha Sy Dong, member of the National Assembly's Finance and Budget Committee, Permanent Vice Chairman of the Provincial People's Committee agreed with the content submitted by the Government (in which, for Quang Tri province: The coastal road project through Cua Tung and Cua Viet bridges with a medium-term plan submitted to supplement 600 billion VND according to the Government's expected announcement in Official Dispatch No. 1303/TTg-KTTH dated December 6, 2023).

However, it is proposed that the National Assembly consider and direct the settlement of a number of issues related to the medium-term public investment capital being implemented in Quang Tri province as follows: Clause 6, Article 4 of Resolution 93/2023/QH15 of the National Assembly stipulates: “For the remaining uncollected advance amount, the central budget shall not allocate additional funds for repayment. The Government shall direct ministries, central and local agencies to review and take responsibility for balancing the total capital of the medium-term public investment plan, the central budget capital for the period 2021-2025 that has been assigned or the local budget capital to recover all the unrecovered advance capital”.
In the context of medium-term resources being allocated from the beginning of the period, the local budgets of some provinces are still facing many difficulties. It is proposed that the National Assembly allow the review and flexible balancing of central budget capital (central support, national target programs) in accordance with the practical conditions of each locality to promptly repay central budget advances in accordance with regulations.
Specifically, for Quang Tri province, there is currently an amount of 15,466 billion VND advanced from the 61 poor districts program that has not been repaid. In the context of difficult local budgets (expected revenue shortfall of more than 300 billion VND in 2023), the central budget medium-term plan has been assigned by the Prime Minister with a detailed list of projects, requesting the National Assembly to allow repayment from the central budget development investment capital plan to implement the national target program on sustainable poverty reduction. During the program implementation process, the province will continue to seek and integrate capital sources to ensure effective implementation of the program's objectives for the 2021-2025 period.
Regarding the Coastal Road project through Cua Tung and Cua Viet bridges with a large total investment (600 billion VND) and an implementation period of only 2 years (2024-2025), the National Assembly is requested to direct the Government to promptly submit to competent authorities to assign additional plans for 2024 for early implementation, ensuring disbursement of investment resources and completion of the project according to the approved schedule.
The medium-term public investment plan using central budget capital for the 2021-2025 period was assigned by the National Assembly in the third quarter of 2021. After nearly 3 years of implementation, in order to ensure that it is consistent with the practical situation and the feasibility of the plan, it is proposed that the National Assembly direct the Government to promptly submit to competent authorities to adjust the medium-term public investment plan of the units and localities that have been reviewed, ensuring a full legal basis for implementation.
At the discussion, delegates Hoang Duc Thang, Deputy Head of the Provincial National Assembly Delegation; Ha Sy Dong, Member of the National Assembly's Finance and Budget Committee, Permanent Vice Chairman of the Provincial People's Committee also gave their opinions on the draft resolution on a number of specific mechanisms and policies to implement national target programs.
