(To Quoc) - In order for cultural heritage to truly become a resource that both promotes value and contributes to sustainable economic, social and environmental development, according to researchers, it is necessary to promote decentralization, create mechanisms to promote public-private cooperation, and create resources for the management, protection and promotion of cultural heritage values.


At the Conference - Workshop "65 years of protecting and promoting the value of cultural heritage" organized by the Department of Cultural Heritage (Ministry of Culture, Sports and Tourism), generations of officials working in cultural heritage conservation, experts and scientists from the National Cultural Heritage Council, the Vietnam Cultural Heritage Association, research institutes, leaders of the Department of Culture, Sports and Tourism, and the Department of Culture and Information of provinces and cities shared the view that, in the new context, many synchronous policies are needed for heritage to become a resource for socio-economic development.

Achievements come with challenges

Decree No. 65/SL dated November 23, 1945 was the first Decree of our State, laying the foundation for the cause of preserving national cultural heritage. The Decree was issued at a time when the country was still facing numerous difficulties with ignorance, famine, and foreign invaders, which further demonstrated President Ho Chi Minh's far-sighted vision for the cause of protecting cultural heritage.

In order for cultural heritage to truly become a resource that both promotes value and contributes to sustainable economic, social and environmental development, according to researchers, it is necessary to promote decentralization and delegation of authority, create mechanisms to promote public-private cooperation, and create resources for the management, protection and promotion of cultural heritage values.

Over the past 65 years, since Decree No. 65/SL was signed by President Ho Chi Minh, along with the process of building and defending the Fatherland, the cause of protecting and promoting the value of cultural heritage has increasingly received attention and importance from our Party, State and People, leaving many marks and achievements.

Currently, nationwide, there are more than 40,000 relics and nearly 70,000 intangible cultural heritages inventoried, including: 34 heritages listed by the United Nations Educational, Scientific and Cultural Organization (UNESCO) (including 08 World Cultural and Natural Heritages, 16 intangible cultural heritages listed by UNESCO and 10 documentary heritages listed by UNESCO's Memory of the World Program); 138 special national relics ranked by the Prime Minister, 3,653 national relics, 11,232 provincial relics, 589 intangible cultural heritages included in the List of national intangible cultural heritages; There are 294 artifacts and groups of artifacts recognized by the Prime Minister as national treasures, of which 161 artifacts and groups of artifacts are preserved, displayed and promoted in museums.

Nationwide, there are 203 museums, including 127 public museums and 76 non-public museums, preserving and displaying over 4 million documents and artifacts, including many collections and artifacts that are especially rare. Through 3 rounds of conferring the title of artisan according to Decree No. 62/2014/ND-CP, 131 artisans were conferred the title of "People's Artisan" and 1,619 artisans were conferred the title of "Meritorious Artisan".

Internationally, Vietnam has affirmed itself as one of the member countries actively participating in UNESCO Conventions (ratifying 4 out of 6 UNESCO Conventions), contributing experience as well as demonstrating efforts to preserve the cultural heritage of humanity.

Cultural heritage has been contributing significantly to the economic and social development of localities and to the overall development of the country.

However, Director of the Department of Cultural Heritage Le Thi Thu Hien said that, in addition to the outstanding achievements, on the path of development, we need to identify some difficulties and challenges to overcome together. The policy mechanism for the management, protection and promotion of cultural heritage values ​​needs to be improved; social awareness of cultural heritage needs to be further enhanced to be truly uniform, profound and comprehensive, especially in harmoniously handling the relationship between conservation and development; investment funding for the protection and promotion of cultural heritage values ​​needs to be increased to meet practical needs.

Sharing the same view, Mr. Nguyen Quoc Hung, former Deputy Director of the Department of Cultural Heritage, said that the country's economic development creates resources for relic restoration but also causes many impacts on the integrity of the relics due to the rapid urbanization, industrialization, modernization, etc. processes.

The relationship between conservation and development is leaning more towards development to meet immediate benefits than heritage conservation for long-term, sustainable development purposes. In some places, uncontrolled development, lack of concern for protecting relics leads to encroachment; some places do not survey relics before implementing construction projects and supervise during construction to propose appropriate solutions when discovering relics, so many relics have been destroyed, only a few relics have been discovered and saved by "firefighting" to serve the purpose of construction and development...

In some localities, when there is funding, they have invested in renovating a series of relics in a situation where there is a lack of project staff with certificates to practice relic restoration, skilled construction workers, and experience in relic restoration. Therefore, some relic restoration projects do not meet the requirements, leading to relics being renovated, large and beautiful but not retaining the original elements of the relics.

Mr. Nguyen Quoc Hung also pointed out shortcomings such as the management apparatus, especially at the local level, each place has different models of relic management, the team of highly specialized staff at relic management units in the localities is still thin and not used properly in positions requiring high expertise. The training and recruitment of successors is not continuous, leading to a shortage of successor staff.

The issuance of legal documents still has overlaps between ministries and branches, causing the implementation of cultural relic management work and the implementation of plans and projects for relic restoration to go through many stages and procedures, causing the implementation of plans and projects for relic restoration to be very slow, or not in accordance with the provisions of the Law on Cultural Heritage.

Therefore, it is necessary to have a strategy to build people, build the personality of modern Vietnamese people.
