Cultural identity is constantly nurtured, supplemented and spread throughout history to become a unique spiritual asset, creating the strength to unite the community and to distinguish the difference between one place name and another.
Ninh Binh is an ancient land, inhabited by people since very early times, from prehistoric times tens of thousands of years ago. Ninh Binh culture is located in the space of the Red River Delta civilization in general, with the influence of the Ma River Delta culture, absorbing external factors.
Here, there are both ancient cultural areas and "young" areas where people have recently gathered, such as Kim Son and Tam Diep, where the open land environment and the dynamic lifestyle of the sea-encroaching residents create the identity of the land and people here.
Ninh Binh residents have two main ethnic groups, Kinh and Muong, who have stood shoulder to shoulder to build and protect their homeland since the beginning of history. Each ethnic group has its own traditional cultural identity and customs, but they all have in common the nature of being diligent in labor, brave in fighting against natural disasters and invaders, attached to and loving the homeland and country, simple, honest, sincere and with integrity.
That process has accumulated and sublimated many cultural values, creating the character of Ninh Binh people: "Even if not fragrant, it is still jasmine/Even if not elegant, it is still a person of Trang An". Ninh Binh land, the starting point of the three dynasties Dinh - Tien Le - Ly with historical marks such as: unifying the country, resisting the Song - pacifying the Cham and the origin of the process of establishing the capital in Thang Long, Hanoi.
Due to its strategic location from North to South, this land has witnessed many heroic historical events of the nation, the historical traces of which are still left in communal houses, pagodas, temples, shrines, each mountain and river. This is also a strategic land to gather troops to regain Thang Long of the Tay Son dynasty, and was the base for the Tran dynasty to defeat the Yuan-Mongol invaders...
During the resistance war against France and the US, Ninh Binh people were present everywhere, fighting on the front lines full of hardships and fierceness, resiliently and heroically achieving many glorious feats, contributing with the whole country to victory and national unification.
In the general flow of rich, diverse and unique Vietnamese culture, Ninh Binh culture fully inherits the traditional cultural values of the nation, bearing the unique characteristics of the historic Hoa Lu ancient capital.

Building the cultural heritage brand of Ninh Binh province is an important task to preserve and promote the good traditional values of our ancestors, so that cultural heritage can spread and converge, creating a resource to help shape the identity of Ninh Binh associated with building a local brand.
Ninh Binh has many outstanding, rich, diverse cultural heritage values, bearing the identity of the ancient capital. This is the potential to turn heritage into "assets", at the same time building and promoting the unique cultural heritage values of Ninh Binh, with regional, national and international influence.
Building the cultural heritage brand of Ninh Binh province with the goal of affirming and enhancing the value of cultural heritage, positioning Ninh Binh in the country and the world, not only as a land blessed by nature with many unique and beautiful landscapes but also as the land of the ancient capital Hoa Lu with a thousand years of history, a sacred land with talented people, diverse culture, friendly and hospitable people.
Ninh Binh is proud to be the first capital of Vietnam in the 10th century, the birthplace of Dai Co Viet State, the land associated with the careers of 6 kings of the three dynasties Dinh - Tien Le - Ly with heroic historical marks of the nation.
Many historical and cultural relics and scenic spots have become attractive tourist destinations, having important significance in economic development such as: Hoa Lu Ancient Capital, Tam Coc - Bich Dong, Non Nuoc Mountain, Bai Dinh Pagoda, Phat Diem Stone Church, Van Long Wetland Nature Reserve, Trang An World Cultural and Natural Heritage Complex...
Cultural and artistic values in Ninh Binh are also very rich, in which the most prominent are the arts of Cheo singing, Xam singing, Van singing, Drum dancing; folk songs and dances of the Muong ethnic group... which have been passed down, preserved and promoted by the people, affirming the everlasting value and strong vitality of traditional art forms imbued with the national folk cultural identity.

Comrade Nguyen Manh Cuong : In 2017, the Standing Committee of Ninh Binh Provincial Party Committee issued Resolution No. 10-NQ/TU on building and developing Ninh Binh culture and people to 2020, with a vision to 2030 to meet the requirements of integration and sustainable development.
The Resolution emphasizes that building and developing Ninh Binh culture and people to meet the requirements of integration and sustainable development is an important, regular, persistent, and long-term task of the entire political system under the leadership of Party committees at all levels, management and operation of authorities at all levels, with the people as the creative subjects and the intellectuals as the core. The determination to build Ninh Binh culture and people is both a resource and a driving force for the economic, cultural and social development of the locality.
In recent times, together with other sectors, localities and units, the Department of Culture and Sports has also made many efforts to implement the province's projects and plans on cultural development such as: Project on building cultural products to promote the cultural and historical values of Hoa Lu Ancient Capital to serve tourism development in the period of 2021 - 2025 and the following years; Project "Preserving and promoting the historical, cultural and fine traditional values of the people and land of Hoa Lu Ancient Capital, period 2021-2030"; Project "Preserving and promoting the value of intangible cultural heritage of the practice of worshipping the Mother Goddess of the Three Palaces of the Vietnamese people in Ninh Binh province"; Project "Restoring, preserving and promoting the art of Xam singing in Ninh Binh province"; The plan to inventory cultural heritage in the province.... initially achieved good results, culture has improved, arousing community awareness to preserve and promote cultural heritage in the province.
The work of preserving and promoting the value of cultural heritage in the province has received attention and investment, achieving remarkable results.
