National Assembly deputies propose fundamental solutions to address the declining birth rate

Kinhtedothi - On October 26, discussing in groups the results of implementing the socio-economic development plan, some National Assembly deputies expressed concern that Vietnam has passed the golden population period, while the birth rate in some areas is still low.


Concerns about the consequences of an aging population

On October 26, discussing in groups the results of the implementation of the socio-economic development plan for 2024; the expected socio-economic development plan for 2025, National Assembly delegate Pham Duc An (Hanoi delegation) said that Vietnam has now passed the golden population period. In urban areas, the birth rate has decreased relatively large because families do not have enough economic conditions, housing, and income, so they do not dare to have children.

Warning about the current aging population in some countries, National Assembly delegate Pham Duc An suggested that the Government have fundamental, long-term solutions to comprehensively resolve this issue.

Also concerned about the declining birth rate, National Assembly delegate Tran Thi Nhi Ha (Hanoi delegation) said that currently some regions such as Hanoi, Ho Chi Minh City, and the Southwest have low birth rates. This is an issue that needs attention, suggesting that the Government should assess the specific level in each locality to have appropriate solutions, otherwise it will suffer from population aging like some countries in the world.

"The perspective to change the birth rate needs to change from family planning policy to population and development. Families must be encouraged to have enough children," said delegate Tran Thi Nhi Ha.

In addition, according to the delegate, it is necessary to pay attention to population quality, improve malnutrition, obesity, overweight, and school-age diseases. Improving health from children to the elderly to achieve this requires an important strategy stated in the Government's report.

Don't count the number of hospital beds, count the quality instead.

At the group discussion session, delegates were also concerned about the implementation of public health care targets. National Assembly delegate Nguyen Anh Tri (Hanoi delegation) suggested that the goals and tasks for 2025 should focus on improving the quality of medical examination and treatment, not the number of hospital beds per 10,000 people.

"The general trend in the world is not towards the number of hospital beds but towards how to provide good health care for the people so that they do not need to go to the hospital" - National Assembly delegate Nguyen Anh Tri said. Therefore, the delegate proposed to replace the hospital bed quota with the digital transformation quota in the health sector to aim to make Vietnam a country with advanced health care in the world.

Agreeing with delegate Nguyen Anh Tri on the issue of digital transformation in healthcare, not counting the number of hospital beds per 10,000 people but taking into account the quality of medical examination and treatment, delegate Tran Thi Nhi Ha said: "The number of hospital beds per 10,000 people is no longer suitable at the present time, we must pay attention to the quality of treatment and use high technology, advanced medical technology to shorten the treatment time and hospital stay of patients".

According to delegate Tran Thi Nhi Ha, the issue of digital transformation needs to be more practical and have practical solutions. For example, the issue of remote medical examination and treatment, reducing the burden on upper-level facilities and enhancing the capacity of lower-level facilities. In this area, there needs to be specific regulations and payment mechanisms for health insurance as well as family medicine examination and treatment.

Along with that is the connection between hospitals in the area regarding test results and clinical examinations. The Ministry of Health needs to issue standards for connection and data between medical examination and treatment facilities to save costs for medical facilities as well as patients...

Regarding the shortage of drugs and medical supplies at public health facilities in recent times, delegate Tran Thi Nhi Ha suggested that the Government and the Ministry of Health need to objectively assess the causes and current situation; at the same time, have drastic solutions in the coming time to serve the people; as well as ensure the rights of patients with health insurance to receive medical examination and treatment.
