That was the request of Deputy Minister of Transport Nguyen Duy Lam at the conference to review the work in 2024 and deploy tasks in 2025 of the Vietnam Expressway Administration held on the afternoon of December 20.
Continue to complete the network of rest stops on the North-South expressway in the East
Speaking at the conference, Deputy Minister of Transport Nguyen Duy Lam said that over the past two years, the Vietnam Expressway Administration has both stabilized its organization and facilities after its establishment and performed its advisory duties for the Ministry of Transport in managing investment in expressway construction.
In particular, the Vietnam Expressway Administration has coordinated with relevant units to advise and develop legal documents. In particular, the Road Law has been submitted to the National Assembly and approved. The new point in this Road Law is that there is a separate chapter on expressways.
At the same time, coordinate with advisory agencies to draft Decrees and circulars guiding the implementation of the Road Law, as well as advise the Ministry of Transport to adjust and promulgate standards on highways, technical norms and unit prices. According to Deputy Minister Lam, this is important, meeting the requirements of the Government and the National Assembly.
In the management of construction investment, the leaders of the Ministry of Transport highly appreciated the coordination of the Department with specialized agencies and localities to complete tasks and meet requirements on time and quality.
"As the agency assigned to sign contracts for BOT projects, the Department has proactively received opinions and completed consultations with the Ministry of Transport to submit to the Government to handle difficulties and problems related to BOT projects," Deputy Minister Lam assessed.
Regarding the task of building a network of highway rest stops, the leaders of the Ministry of Transport requested that the Vietnam Expressway Administration should resolutely follow up and soon complete site clearance work and hand it over to investors for implementation.
At the same time, Deputy Minister Lam requested the Department to continue to coordinate to complete the network of rest stops on the Eastern North-South Expressway, serving traffic management and operation.
Receiving the direction of the Ministry of Transport's leaders, Mr. Lam Van Hoang, Director of the Vietnam Expressway Administration, emphasized that in the coming time, he will effectively carry out assigned tasks and overcome existing limitations.
3,034km of highways to be put into operation by 2025
Previously, reporting at the conference, Mr. Nguyen Viet Huy, Deputy Director of the Vietnam Expressway Administration, said that in order to achieve the goals of the Resolution of the 13th National Party Congress and the direction of the Government, the Administration has coordinated to review and report to the Minister the results of implementing the goal of completing 3,000km of expressway by 2025.
To date, 2,021km have been completed, with 1,013km remaining under construction, including 325km in 7 projects that need to resolve difficulties in sand sources and site clearance. This brings the total number of highways put into operation to about 3,034km.
According to Mr. Huy, in 2024, the Department advised the Ministry of Transport to approve the investment in the Dau Giay Tan Phu Expressway project. This is the first PPP project in the country to be implemented under the new PPP Law. At the same time, it coordinates with specialized departments and agencies in the process of advising on investment policies and reporting on feasibility studies for expressway projects.
For projects in which the local authority is the competent authority/managing agency, the Department has consulted and submitted to the competent authority for approval of the investment policy of 2 projects and completed the appraisal of the Technical Research Report of 4 projects, as well as coordinated and supported the locality to complete investment procedures for 8 expressway projects.
Particularly for expressway projects for which the Ministry of Transport is the competent authority/managing agency, the Department has conducted appraisals on construction in the post-basic design phase for 3 projects including Lo Te - Rach Soi, Cho Moi - Bac Kan, My An - Cao Lanh. At the same time, it has resolved issues related to some adjusted items of 2 projects under construction, Khanh Hoa - Buon Ma Thuot and Chon Thanh - Duc Hoa.
This agency has also conducted appraisal of the construction phase after the basic design for the two Cao Lanh - An Huu projects (component 2) and the sub-project using State capital to support the construction of works and infrastructure systems in Component 3 of the investment in the construction of the ring road under the public-private partnership method in the Hanoi Capital region for approval by investors and the Project Management Board, meeting the construction schedule as directed by the Prime Minister.
Currently, the Vietnam Expressway Administration is appraising the construction and completing the appraisal of the construction design to be implemented after the basic design of 2 projects, which are some sections of the Dong Dang - Tra Linh Expressway Construction Investment Project (phase 1) and the Ninh Binh - Nam Dinh - Hai Phong Expressway project through Ninh Binh province under the PPP form so that localities can promptly implement.
The Deputy Director of the Vietnam Expressway Administration informed that the Administration is advising on contract management for the North-South Expressway component projects in the East, phase 2017-2020, invested under the PPP method, BOT contract including Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao.
At the same time, coordinate with the Department of Construction Investment Management to promptly handle problems arising during the investment and construction process. Up to now, the Nha Trang - Cam Lam and Cam Lam - Vinh Hao component projects have been completed and put into operation and collected tolls, while the Dien Chau - Bai Vot project has been completed and put into operation in 2024.
In order to complete the legal basis when handling difficulties and problems of BOT projects, recently, Mr. Huy said, the Department has coordinated with the advisory body of the Ministry of Planning and Investment to research and complete the revised PPP Law and it was approved by the National Assembly at the 8th Session.
In particular, regulations on the use of state capital for payment upon contract termination have been added (specifically, regulations on additional state capital during the exploitation phase will be completed during the process of developing the Project).
Based on the revised PPP Law and the results of negotiations with investors and credit institutions, this agency is currently synthesizing and completing the Project, expected to submit it to the Ministry's leaders for approval, report to the Politburo for comments in March 2025, and submit it to the National Assembly for consideration and issuance of a Resolution for implementation.
According to the North-South Expressway rest stop network in the East approved by the Ministry of Transport, 36 stations were updated on the basis of stations that have been put into operation and stations under previous investment projects.
With component projects on the North-South Eastern Expressway in the 2017-2020 period (phase 1) and the 2021-2025 period (phase 2), there are 21 rest stops that have not been invested in.
Carrying out the task of building a network of rest stops, Mr. Huy informed that up to now, 8 rest stops have completed selecting investors and signing project contracts, and investors continue to complete the design work.
Currently, 522/8 rest stops have submitted design documents. The Vietnam Expressway Administration has assessed the construction as a basis for investors to approve the project. However, 3/8 stations have land issues so investors have not completed the design documents for approval.
The investors and the Project Management Board are continuing to coordinate with localities to speed up the progress of the site clearance work. The Ministry of Transport has sent a telegram to localities to continue to coordinate, remove difficulties and obstacles, speed up site clearance compensation, and soon hand over the project.
The remaining 1,324 rest stops have been approved by the Project Management Boards and bids will be opened in December 2024.
"The Project Management Boards and the Department will make every effort to shorten the time to select investors, expected to be completed in January 2025 if all goes well. Similar to the 8 stations currently under construction, we will negotiate and request the winning investors to shorten the construction progress, striving to basically complete essential public service works when the component projects on the expressway are put into operation," Mr. Huy emphasized.
