Decree No. 45/2021/ND-CP of the Government on the establishment, organization and operation of the Cooperative Development Support Fund takes effect from May 15, 2021. Within a maximum of 3 years from the effective date of the Decree, cooperative funds must review and reorganize. However, to date, the reorganization of the organization and operation of established funds and newly established funds in provinces and cities without funds is very slow.
Of the 50 funds established before the Decree came into effect, to date, only 11 provinces and cities have decided to adjust the establishment decision of the Provincial People's Committee or dissolve it to establish a fund according to the Decree; 39 provinces and cities have not yet reorganized the fund's operations according to the Decree's provisions. Of the 13 provinces and cities that had not established a fund before the Decree No. 45/2021/ND-CP came into effect, to date, only 1 province has established a fund, the remaining 12 provinces and cities have not yet established one.

Based on the current implementation status of Decree 45/2021/ND-CP, the conference discussed and proposed a number of key tasks and solutions in the coming time such as: The Cooperative Unions of provinces and cities assigned specific tasks to each unit and individual to implement the plan to implement the decree, specify the deadline for completing each task; strengthen urging, inspection and supervision to ensure the correct progress, goals, requirements, and quality assurance.
For provinces and cities that have decided to establish or reorganize, urgently develop and complete the charter, regulations, processes, and provisions on organization and management of activities, submit them to competent authorities for consideration and promulgation or promulgate them according to their authority, and soon put the fund into operation under the new mechanism. For localities that have not yet been established, it is necessary to proactively, actively, and urgently advise and propose to the People's Committee of the province or city to soon issue a decision on new establishment or reorganize activities, and supplement charter capital.
Participating in the discussion at the conference, Chairman of the Ha Tinh Cooperative Union Nguyen Ngoc Hung reported on the performance of the Ha Tinh Cooperative Development Support Fund; analyzed some difficulties, obstacles and causes of fund conversion according to Decree 45/2021/ND-CP in Ha Tinh. At the same time, he proposed that the Vietnam Cooperative Development Support Fund entrust capital to the Ha Tinh Cooperative Development Support Fund in the context of capital shortage; support the common accounting and credit software system to operate synchronously from the central to local levels.

The Cooperative Development Support Fund under the Ha Tinh Cooperative Union was established on February 5, 2009. In November 2009, the fund began operating with a budget capital of 1 billion VND. Annually, the charter capital increases from 2-5 billion VND, the total charter capital of the fund currently reaches more than 39.2 billion VND. Since its inception, the fund has provided loans to 274 projects with a turnover of nearly VND 97 billion. Concluding the conference, President of the Vietnam Cooperative Alliance Cao Xuan Thu Van acknowledged and accepted the recommendations and proposals of the localities. At the same time, she affirmed that Decree 45/2021/ND-CP is very important for the development, growth and effectiveness of the Cooperative Development Support Fund. Therefore, she suggested that localities need to be proactive and determined in all stages of establishing and organizing the operation of the Cooperative Development Support Fund; advising the Party Committee and the government to supplement sufficient charter capital for the fund's operations.
