According to the report of the Department of Finance, as of March 10, 2025, the progress of land use fee collection reached VND 8,041 billion, only 2.2% of the assigned estimate, while the annual target is VND 374.7 billion. The main reason is that the real estate market has not recovered, and some localities have not accelerated the implementation of land auction plans.
Identified as key areas that need to accelerate land auction progress, since the beginning of 2025, the People's Committee of Bac Kan city and Ba Be district have actively accelerated the progress of projects, completed the submission to competent authorities for approval of the land use planning phase, land use plan for 2025, auction process and promptly resolved problems, ensuring the completion of the assigned land use fee estimate.
Bac Kan Tax Department directs regional tax units to proactively advise the People's Committees of districts and cities to focus on implementing synchronous solutions, promoting the progress and quality of real estate projects to conduct land auctions in the area. Review land use to increase revenue from land use purpose conversion; implement decisions on exemption and reduction of land use fees signed and issued in previous years, proactively resolve arising issues under the responsibility of the unit.
The Provincial People's Committee has also directed districts and cities to focus on accelerating the progress of land auction dossiers and procedures, and quickly carry out procedures for changing land use purposes. Relevant sectors have advised the Provincial People's Committee to accelerate the progress of appraisal and determination of specific land prices to collect land use fees for land plots and projects under the land price approval authority of the Provincial People's Committee; guide the People's Committees of districts and cities to remove difficulties, accelerate the progress of auctions and collection of land use fees for land plots and projects under the authority of the district-level People's Committees; and at the same time, be more proactive in coordinating and enhancing dialogue with businesses and investors to optimize support policies and increase investment attraction in the real estate sector.../.
