Improving the quality of planning, management and implementation; focusing on building synchronous and modern infrastructure, associated with building urban framework infrastructure are the key tasks that the province is resolutely implementing to bring Vinh Phuc a long step forward on the path of industrialization, modernization and sustainable development.
In recent years, Vinh Phuc has always been considered one of the leading provinces in the country in planning work with the motto "Planning is always one step ahead". In particular, implementing the Resolution of the 17th Provincial Party Congress, over the past 2 years, planning management and implementation have received practical attention and achieved many important results.
The Provincial People's Committee has strengthened the direction of the work of establishing and managing the state on planning; directed the review, correction and strict handling of violations related to the management and implementation of planning; organized the review and inspection of the responsibilities of the Department of Construction, the Department of Planning and Investment, the Department of Natural Resources and Environment, 9/9 district-level People's Committees and 136/136 commune-level People's Committees, and reviewed the responsibilities of related organizations and individuals.
Regarding the approval and adjustment of planning, from 2021 to present, the Provincial People's Committee has newly approved and adjusted 6 general planning projects for towns and type V urban areas; 6 urban zoning plans, 1 functional area zoning plan; 51 detailed planning projects at a scale of 1/500...
Regarding the work of planning the province for the period 2021-2030, with a vision to 2050, hundreds of meetings have been held to collect opinions from central ministries, branches, neighboring provinces and cities in the region... Up to now, the provincial planning has completed 7/9 steps and is being submitted to the Provincial Appraisal Council.
The transport infrastructure has been gradually completed with a total road length of more than 7,100 km. A number of large and key transport projects have been implemented, proposed for investment and completed, becoming urban highlights with a relatively modern, synchronous scale and high connectivity and linkage between localities in the province and with other provinces and cities, contributing to the expansion of urban space, gradually forming the urban infrastructure framework of Vinh Phuc.
Regarding power infrastructure, the power grid system has been invested and completed with 42.8 km of double-circuit 500kV power grid; 53.1 km of 220kV power grid; 15 110kV lines with a total length of 125km, fully meeting the electricity needs for daily life and production in the area.
Regarding commercial infrastructure, along with the market infrastructure system, commercial centers have been invested to meet people's needs; in the period of 2020-2023, the province has accelerated the completion of logistics infrastructure and wholesale market infrastructure.
Currently, the Vinh Phuc ICD Logistics Center Phase 1 has been completed (an international smart logistics center) and is preparing to come into operation, expected to solve the problem of smooth logistics, reduce costs for businesses, increase the competitiveness of the supply chain and develop human resources for Vinh Phuc and neighboring provinces. In addition, Tho Tang wholesale market has also come into operation, contributing to promoting service development in the province.
Regarding clean water supply infrastructure, centralized clean water plants are operating and investing in the area with a capacity of about 356,000 m3/day. There are currently 3 investment projects to build water supply plants being invested in the form of direct investment including Song Hong, Song Lo and Phuc Binh... with a total water supply capacity in urban areas of 134,500 m3/day. The proportion of urban population covered by water supply services from the centralized water supply system is about 77.5% (Vinh Yen city and Phuc Yen city alone reach 94%).
The province is also strongly directing the provision of clean water to rural communes. It is expected that in 2023, the provision of water to communes facing difficulties in water sources will be completed, ensuring the rate of clean rural water for communes building advanced and exemplary new rural areas.
Wastewater drainage infrastructure, especially ODA projects on water resources and flood management, have been accelerated. Many rivers and canals have been cleared, wastewater water bodies in residential areas have been dredged, and rural wastewater drainage systems have been invested in. The power grid system from high voltage to medium voltage and low voltage has been invested synchronously and effectively, meeting the needs of the province.
Network infrastructure and postal services in the province currently have 12 postal enterprises operating. Revenue from the postal and telecommunications sector in 2022 is estimated at 2,600 billion VND.
The province currently has 5 telephone service providers and 5 Internet service providers in terms of network infrastructure and telecommunications services. Enterprises have focused on investing in service quality. The province has 2,888 mobile information transmission and reception stations, 100% coverage of 3G and 4G mobile coverage in the province, and has tested broadcasting of 2 Viettel 5G stations.
A shared, integrated platform for Vinh Phuc province has been established, currently connected to the National Centralized Payment Gateway and is ready to connect to databases of central ministries and branches.
The medical infrastructure has been invested in new construction, renovation and repair to improve the quality of infrastructure serving patients. Many large medical projects have been invested in and built to meet the needs of medical examination and treatment of the people such as the Provincial General Hospital, the Provincial Maternity and Pediatrics Hospital. Some district-level medical projects have been and are being invested in such as the Medical Centers of Tam Dao, Vinh Tuong, Song Lo, Yen Lac, Lap Thach, Phuc Yen districts, etc.
Education infrastructure has been invested in and improved. Vinh Phuc Specialized High School has been completed and put into use. The province has allocated budget to invest in building 6 new high-quality secondary schools, spending thousands of billions of VND to renovate and repair schools to ensure they meet national standards as prescribed; building reading spaces in schools...
By the end of 2022, the province had 517 tourist accommodation establishments with 8,697 rooms and 2,945 employees. The province had 10 units operating in the tourism service business; of which 5 units had licenses to operate international tourism services with the main tourist markets coming from Japan and Korea.
With such telling figures, it can be confidently affirmed that Vinh Phuc reaching the finish line as a developed industrial province by 2025 is only a matter of time. Going higher and further, the goal of Vinh Phuc city in the future is also getting closer.
