Digitizing records and results of administrative procedure (AP) settlement is one of the key and important tasks in building a digital government, contributing to the gradual formation of an electronic data management warehouse of organizations and individuals on the public service portal. Thereby, helping to improve the efficiency of public service provision by state administrative agencies, creating the most favorable conditions for organizations and individuals to perform AP quickly and conveniently.
Along with promoting the implementation of online public services throughout the process, in recent times, the Department of Transport has actively digitized records and results of administrative procedure settlement to speed up the progress of administrative procedure settlement for people, improve the efficiency of state management and contribute to building and updating the electronic data warehouse of organizations and individuals on the provincial Public Service Portal.
On average, each day, the "one-stop" department of the Department of Transport at the Provincial Public Administration Service Center receives about 140 administrative procedure files, 100% of which are digitized by officers and civil servants in accordance with regulations.
Comrade Ha Thi Minh Nguyet, an officer of the Department of Transport assigned to guide and receive administrative procedures at the Provincial Public Administration Service Center, said: “When receiving documents from organizations and citizens, we check and photocopy each type of document, convert it into an electronic copy and use the personal digital signature to sign on the electronic copy. The documents are then extracted from data, digitized result codes are issued and the digitized results are saved in the electronic data management warehouse.
With the digitization of administrative procedure records, immediately after receiving and digitizing the records, officers can send them to specialized departments to proceed with the next steps of handling procedures without having to wait until the end of the day to bring the documents back as before. Thanks to that, the time to handle administrative procedures for organizations and citizens is faster. In addition, digitized records also help improve management efficiency, limiting loss and damage.
To ensure the implementation of the task of digitizing records and results of administrative procedures, the Department of Transport has fully equipped with equipment and machinery; the staff guiding and receiving records have all participated in training in digitalizing records. Understanding the importance and benefits of digitizing records and results of administrative procedures, each assigned staff always tries to perform their tasks well.
Recognizing the benefits of digitizing records and results of administrative procedure settlement, in May 2021, the Provincial People's Committee issued Plan No. 131 on "Digitizing results of administrative procedures under the jurisdiction of state administrative agencies in the province".
Implementing the direction of the Provincial People's Committee, all levels, sectors and localities have urgently equipped equipment and organized training for "one-stop" staff on digitalization of administrative procedure results. In the first 6 months of the year, the whole province received more than 204 thousand administrative procedure records, the rate of digitization of records and results of administrative procedure settlement reached 79.63%; the rate of records with electronic results reached 70.95%.
According to the assessment at the National Public Service Portal, the digitization index of Vinh Phuc's records reached 11.1 points, 1.8 points higher than the national average. Although initial results have been achieved, the digitization rate of records and results of administrative procedure settlement in the province have not met the targets set out in Plan No. 131 of the Provincial People's Committee; the reuse of digitized results of administrative procedure settlement is still low.
The reason is that some units and localities have not been resolute in directing the digitization of records and results of administrative procedure settlement; supporting tools for digitization have not been guaranteed, many units do not have enough digital signatures, some district and commune level units have not ensured the digital signing of settlement results (only scan paper copies). In addition, organizations and citizens are not yet in the habit of using electronic copies to submit online public service records...
To continue to accelerate the progress of digitizing records and results of administrative procedure settlement, recently, the Provincial People's Committee has issued a plan to implement the Project "Implementing the mechanism of assigning enterprises providing public postal services to undertake guidance, receiving, digitizing records, and returning results of administrative procedures in the province, phase 1".
In addition, the province directs agencies and units receiving and handling administrative procedures, and People's Committees of districts and cities to strictly comply with the exploitation and use of results of handling administrative procedures on the province's administrative procedure handling information system, ensuring that people and businesses do not need to re-provide results that have been digitized on the system.
At the same time, upgrade information technology equipment to serve the goal of digital transformation and handling administrative procedures, focusing on digitizing the components of records and results of handling administrative procedures; strengthen training, coaching, and fostering to improve the capacity, skills and awareness of cadres, civil servants, and public employees on the work of receiving, handling administrative procedures and reusing the results of handling administrative procedures on the Provincial Public Service Portal.
Promote propaganda, dissemination and guidance for citizens to submit applications online on the Provincial Public Service Portal to be able to reuse the results of previous digitized administrative procedures.
