2025 is the year of acceleration, breakthrough to the finish line, striving to achieve the highest results in the goals and targets of the socio-economic plan, state budget finance (NSNN) for the entire term. Right from the first days of the year, Quang Ninh Customs has promoted import and export activities and measures to increase budget revenue, striving to complete the tasks of 2025 with the theme "Breakthrough in economic development, creating momentum for the new term".
Motivation from 2024
Looking back at 2024, Quang Ninh Customs has successfully completed all assigned political tasks, especially in terms of budget revenue targets.
According to Mr. Ngo Xuan Hiep, Head of Cam Pha Port Customs Branch, 2024 is a special year for the Branch when this unit receives the task of collecting the state budget with the highest assigned target ever of 6,868 billion VND. This revenue accounts for more than 60% of the total revenue of the entire Quang Ninh Customs sector in 2024. Therefore, right from the time of receiving the task, the Party Committee of Cam Pha Port Customs Branch has clearly identified all difficulties and advantages to develop solutions and has successfully completed the revenue target of over 7,300 billion VND, exceeding the plan.
The basic advantage of the Branch to promote import-export activities is the potential from traditional goods and traditional enterprises. For many years, the Vietnam National Coal - Mineral Industries Group has advocated increasing coal imports through Cam Pha port, specifically the Con Ong and Hon Net areas. The ship anchoring points in this area have always been dredged by TKV, and can receive cargo ships with a capacity of 70,000-80,000 tons. The Hon Mieu transshipment area can receive cargo ships with a capacity of over 10,000 tons. In addition, Quang Ninh province has not yet collected infrastructure fees at the Cam Pha floating port area. These are basic advantages for the Cam Pha Port Customs Branch to collect budget revenue from coal imported through this area.
Mong Cai Border Gate Customs Branch has also successfully completed the task of collecting state budget revenue in 2024 with over VND 2,270 billion, an increase of 42% of the assigned target. To achieve these impressive figures, the unit has implemented many effective solutions to collect state budget revenue and prevent revenue loss, while focusing on supporting and accompanying businesses.
The state budget revenue exceeding the assigned plan of Cam Pha Port Customs Branch and Mong Cai International Border Gate Customs Branch has made an important contribution to the state budget revenue of Quang Ninh Customs Department in 2024.
Accordingly, in 2024, the total import-export turnover through border gates in Quang Ninh province will reach 18.2 billion USD, an increase of 17% over the same period in 2023. The above results help Quang Ninh enter the group of 10 provinces and cities with the highest total import-export turnover in the country in 2024. Of which, the export value will reach 7.6 billion USD, and the import value will reach 10.6 billion USD. The main export items are: Coal, clinker, cement, wood chips... The main import items include: Petroleum, coal, machinery and equipment, groceries...
Also in 2024, the Quang Ninh Provincial Customs Department attracted 2,046 enterprises to participate in customs procedures through the area, an increase of 30% compared to 2023. Procedures were carried out for 168,920 declarations, an increase of 20% compared to 2023. With good growth in import-export turnover, in 2024, budget revenue from import-export activities in Quang Ninh province recorded a major breakthrough with a revenue of more than 18,038 billion VND, equivalent to more than 140% of the target assigned by the Ministry of Finance; exceeding 100% of the target of 17,000 billion VND after the additional adjustment assigned by the People's Committee of Quang Ninh province.
Efforts to achieve budget targets
The achievements in 2024 are the driving force for the Quang Ninh Customs sector to enter 2025 with the determination to complete higher tasks in a more difficult context. In 2025, the Quang Ninh Customs Department sets a target of collecting over VND 17,800 billion in state budget revenue.
According to information from the General Department of Customs, one of the major causes of the revenue decline is the implementation of Decree No. 26/2023/ND-CP and 17 decrees stipulating special preferential tax schedules for the period 2022-2027. Accordingly, the average tax rate of the entire tax schedule will gradually decrease over the years: from 14.8% in 2022 to 8.4% in 2025 and is expected to be only 7.5% in 2027. Notably, the weighted average import tax rate in 2023 reached 2.12%, but decreased to 1.61% in 2024. It is expected that in 2025, revenue will continue to decrease by about VND 14,000 billion from FTA commitments.
In Quang Ninh, Mr. Trinh Van Nhuan, Deputy Director of Quang Ninh Customs Department, commented that the Department's state budget revenue from import-export activities in 2025 is facing many challenges in the context of objective factors.
For example, imported coal is one of the traditional commodities that contributes greatly to the state budget revenue of Quang Ninh and is showing a decreasing trend. This obstacle has been revealed since the last months of 2024, affecting the state budget revenue through the locality. Specifically, the amount of imported coal from the Australian market is facing difficulties due to competition from China, forcing TKV to switch to importing from Indonesia, Africa and Russia; while the Russian exchange rate is at a high level. The price of imported coal on the market fluctuates continuously along with high shipping rates, along with the impact of extreme weather conditions, causing the amount of imported coal to gradually decrease.
On the other hand, shipping rates are increasing due to the continued instability of the world political situation, the rerouting of shipping lines leads to a shortage of capacity, and port congestion is increasing. Meanwhile, Vietnam's import and export activities to large markets such as the US, EU, etc. are all dependent on foreign shipping lines, causing many difficulties for businesses.
To complete the estimated target, Quang Ninh Customs has shown great determination in collecting over 17,800 billion VND assigned. The unit has launched an emulation movement since the beginning of 2025 with key tasks such as improving the quality of administrative procedure reform, modernizing customs, strongly supporting and accompanying businesses, improving the business environment, and enhancing competitiveness.
At Mong Cai International Border Gate Customs Branch, state management of customs has been promoted, with a focus on reforming administrative procedures, especially reviewing and reducing the number of items subject to specialized inspection. These efforts have created the most favorable conditions for import and export activities.
Attracting new businesses is carried out in parallel with solutions to “retain” old businesses. The Department has established specialized teams and groups, under the direct leadership of civil servants, to guide and support new businesses in carrying out customs procedures. Civil servants also proactively approach businesses, meet and seek information to promptly provide support solutions.
Mr. Nguyen Van Duong, Deputy Head of the Department, said: From the beginning of the year, the Department has implemented a series of activities to innovate support forms, attract businesses to participate in import and export through the area, effectively maintain business support teams, and increase interaction to support businesses via email, phone, and fanpage.
The Department also assigns civil servants to be in charge of different groups of goods, from FDI enterprises, importing mining machinery and equipment, means of transport, electronic components, to agricultural, forestry, aquatic and seafood products and processing enterprises. The goal is to improve the level of customs law compliance of enterprises, reduce the inspection rate and optimize the time for customs clearance of goods.
At the Hoanh Mo Border Gate Customs Branch, Mr. Nguyen Hoang Tuan, Branch Director, said that the state budget revenue from the beginning of 2025 to January 24, 2025 had reached over 5.64 billion VND. The Branch continues to promote activities to support import-export enterprises through the area, while attracting new enterprises; continue to improve the service quality of the team, resolutely and persistently implement solutions to fight against bureaucracy, corruption, waste, and negativity.
The unit will also strongly implement solutions to prevent revenue loss through managing import-export activities, strictly controlling the area, proactively combating, preventing and promptly handling acts of smuggling, trade fraud, illegal transportation of goods and drugs across the border. During the Lunar New Year 2025, the unit has also arranged forces to be on duty during Tet, ready to serve 24/7 for import-export activities across the border to take place safely and smoothly.
Determined to complete the state budget revenue in 2025, Quang Ninh Provincial Customs Department is promoting administrative procedure reform, customs modernization, supporting and accompanying businesses, creating favorable conditions for stable and developing import-export activities; striving to increase the total import-export turnover of goods by at least 5% compared to 2024.
In particular, the Provincial Customs Department focuses on promoting the application of information technology, effectively implementing the National Single Window Mechanism, the ASEAN Single Window Mechanism as well as providing online public services throughout the process. Operating the VNACCS/VCIS system stably 24/7 and the network infrastructure, application programs operate effectively and smoothly; deploying the Digital Border Gate model at road border gates according to the Customs sector's roadmap.
Mr. Trinh Van Nhuan, Deputy Director of Quang Ninh Customs Department emphasized: In 2025, Quang Ninh Customs Department will continue to implement administrative reforms and policies to attract more businesses to declare in the area. At the same time, the Department will also actively review the proposal to reduce the number of export and import goods subject to specialized inspection, ensuring the goal of implementing administrative procedure reform, meeting the requirements of state management of customs; advising and proposing to localities on solutions to develop import and export activities, contributing to creating a breakthrough in economic development, maintaining the economic growth momentum of Quang Ninh province.
According to the report of Quang Ninh Customs Department, from the beginning of 2025 to January 22, 2025, the units have processed 11,290 declarations of all types, with a turnover of 1.3 billion USD; cleared 44,845 vehicles, waiting for clearance at border gates is 296 vehicles; increased by 25% in declarations, increased by 17% in turnover, increased by 34% in the number of vehicles cleared compared to the same period last year. Regarding the amount of revenue paid to the state budget: reached 1,209 billion VND, increased by 36% over the same period last year, reaching 07% of the target of 17,800 billion VND assigned by the Government, Provincial Party Committee, People's Council, Provincial People's Committee...
Along with performing professional tasks, Quang Ninh Customs also focuses on perfecting the streamlined organization, building a disciplined, united, effective and efficient staff, contributing to the socio-economic development of the province and successfully implementing Digital Customs and Smart Customs according to the Customs Development Strategy to 2030.
