Investing in building more than 32,700 houses in 2023

Khanh Hoa Provincial People's Committee has just issued a decision approving the housing development plan for 2023 in the province.

The general goal of housing development in 2023 is to improve the quality and living conditions of all population groups; create momentum for sustainable urban and rural development towards industrialization and modernization; mobilize investment capital from the budget and capital from economic and social sectors to participate in housing development.

At the same time, effectively exploit land potential; promote the development of the real estate market, proactively stabilize the market according to the law of supply and demand, contributing to the synchronous completion of the structure of the socialist-oriented market economy.

Prioritize the development of social housing for officials, civil servants, and public employees; housing for workers; housing for students and other policy beneficiaries who have difficulty in purchasing or renting housing, or renting to purchase in accordance with specific local conditions, in order to gradually improve people's housing.

Develop commercial housing according to approved planning, at the same time review, build, develop new urban areas that are synchronous, civilized, modern, and complete housing projects for use. In addition, implement renovation and redevelopment of existing urban and residential areas, contributing to improving the quality of life of residents...

According to the plan, in 2023, the total floor area of housing construction that needs investment is 2,452,081 ^square meters, equivalent to 32,743 apartments.

Of which, commercial housing is expected to increase by about 800,322m2 of floor ^space , equivalent to 8,892 units; social housing by about 555,166m2 ^of floor space, equivalent to 14,464 units; and resettlement housing by about 29,800m2 of floor ^space , equivalent to 497 units.

As for housing for households and individuals, it is expected that ^{the area of the} floor will be about 1,066,793m2, equivalent to 8,890 units. The number of public housing units is not expected to increase because they are applying for a new construction policy.

The proportion of apartment building construction in housing development projects in Nha Trang City (type I urban area) and Cam Ranh City (type III urban area) reaches about 40% of the total housing area of the project with the area of apartment buildings. The proportion of social housing for rent reaches at least 20% of the social housing area in the project for rent.

In addition, the average housing area of the whole province is about ^25.2m2 /person (urban areas reach ^26.9m2 /person; rural areas reach ^{23.9m2/person). Strive to achieve a minimum housing area of 9.2m2} ^/ person by 2023.

Strive to achieve a rate of 97.9% for solid and semi-solid housing, reduce the rate of non-solid housing and prevent the emergence of more simple housing.

To implement the above plan, the total investment capital for housing in the province is expected to be over VND19,815 billion. Of which, commercial housing is over VND7,358 billion; social housing is over VND3,719 billion; resettlement housing is VND237.45 billion; and self-built housing is over VND8,500 billion.

It is expected that there will be capital sources for housing development in the province, including commercial housing development using socialized capital from enterprises, credit institutions, etc.; self-built individual housing by households using capital accumulated from households' income.

Investment capital for social housing construction mainly comes from socialized capital sources of enterprises, preferential credit organizations, social policy banks, etc.
