However, the number of products rated 5 stars – the highest-ranked national product in Hanoi 's OCOP rating system – remains very small. To promote the development of 5-star OCOP products, Hanoi is implementing various solutions to support businesses.

Many difficulties
According to Nguyen Dinh Hoa, Deputy Director of the Hanoi Department of Agriculture and Environment, by the end of 2024, the whole country had nearly 15,000 OCOP products, of which Hanoi had 3,317 certified products (accounting for 22.1% of the total number of products nationwide). However, Hanoi only had 6 products certified with 5 stars. This is a very modest number compared to the potential and advantages of the capital city.
Striving for a 5-star OCOP product rating is extremely difficult for businesses due to numerous obstacles. According to Phan Thi Thuan, Director of My Duc Silk and Mulberry Company Limited (Phung Xa commune, My Duc district), in early 2023, the company's "Hand-woven silk quilt" was recognized as a 5-star product by the Central OCOP Product Evaluation and Classification Council. In addition, several other products, such as silk scarves, lotus silk scarves, silk scarves with embossed lotus patterns, and lotus silk wedding pillows, have been evaluated and classified as 4-star by the city.
“Over the years, we have strived to upgrade our 4-star product to a 5-star rating, but we haven't been able to complete the process yet. The reason is that the 5-star product review process requires very detailed information about regional specificity, community impact, product story, etc. Our product lacks sufficient supporting documentation, so it hasn't been considered,” said Ms. Phan Thi Thuan.
Also facing difficulties in evaluating and ranking 5-star products, Mr. Dao Cong Truong, Director of Ba Vi Golden Cow Dairy Joint Stock Company (Ba Vi district), said that as the region with the largest dairy cow herd in Hanoi, the company has linked with dairy farmers to ensure a stable supply of raw materials for processing. Currently, the company has more than 20 types of dairy products supplied to the market, such as pasteurized cow's milk, yogurt, milk cakes, etc. Many of these products have been evaluated, ranked, and recognized as 4-star OCOP by the Hanoi People's Committee. The desire to upgrade products to 5 stars means the company must meet national standards and approach international standards (ISO, HACCP, GMP...). Meanwhile, businesses often lack a team of specialized technicians and consultants, making the process of completing the documentation and meeting the standards very challenging.
As the owner of 4-star OCOP processed agricultural products, Ms. Nguyen Thi Mai, Director of Vinh Ha Food Joint Stock Company (Hong Thai commune, Phu Xuyen district), informed that the company's raw material area has not yet been assigned a planting area code. Furthermore, the product packaging design is not yet truly attractive, and the company hopes to receive advice and guidance on preparing the application to be evaluated as a 5-star product.
Removing obstacles for the subject
According to Ngo Van Ngon, Deputy Head of the Office in charge of the Hanoi City New Rural Development Program Coordination Office, implementing Program No. 04-CTr/TU of the Hanoi City Party Committee on “Promoting the effective implementation of the National Target Program for New Rural Development associated with restructuring the agricultural sector and developing the rural economy , improving the material and spiritual lives of farmers in the 2021-2025 period”, the city has set a target of having 3% of products participating in the OCOP 5-star evaluation and ranking by 2025. Therefore, the city needs to focus on reviewing and supporting entities with products that have achieved 4 stars and potential 5 stars to upgrade quality and complete dossiers for submission to the central government for evaluation and recognition, in order to ensure the set goal is achieved.
In 2025, Hanoi aims to submit at least 30 more 5-star OCOP products to the central government for evaluation and recognition. To overcome difficulties and create breakthroughs in the development of 5-star OCOP products, the Hanoi City New Rural Development Program Coordination Office organized a conference to advise, support, and guide OCOP entities in building 5-star product dossiers to meet the set criteria.
According to Nguyen Dinh Hoa, Deputy Director of the Hanoi Department of Agriculture and Environment, Hanoi will provide financial support to businesses for consulting and assistance in developing packaging, labels, and documentation to help them perfect their products. With these efforts, it is hoped that Hanoi will not only lead the country in the number of 5-star OCOP products but also in product quality.
According to Deputy Head of the OCOP Department (Central Office for New Rural Development Coordination), Dang Quy Nhan, the scoring of 5-star OCOP products shows that most businesses are still weak in completing the necessary documentation for their products. Furthermore, packaging and labeling do not meet export standards, such as: lack of professional design, materials not suitable for long-term preservation and international transport; lack of international barcodes and codes, and incomplete label information in various languages. Businesses also have limited marketing and branding capabilities. Many businesses only sell locally and lack strategies to bring their products to the national or international market; they lack websites, e-commerce platforms, and media channels, resulting in limited product recognition…
"By identifying these difficulties, Hanoi city and the central government will provide support to businesses to overcome limitations and promote the development of 5-star OCOP products," said Mr. Dang Quy Nhan.
