(GLO)- In recent years, Pleiku City (Gia Lai Province) has focused on investing in building an urban drainage system to limit localized flooding during the rainy season. However, the city still has many locations that are flooded when there is heavy rain, requiring early solutions.
Worrying about flooding in the rainy season
Living in alley 64 Nguyen Thai Hoc (group 3, Hoi Thuong ward), almost every year, Ms. Vo Thi Kim Cuc (87 years old) witnesses water flooding into her house when there is heavy rain. She said: Because the alley is steep, when it rains heavily, water from the upper areas flows down and floods into the houses of households in low-lying areas like hers. Each time like that, it takes her several days to clean up.
Mr. Nguyen Tien Sy - Party Cell Secretary and Head of Group 3 (Hoi Thuong Ward) said: In alley 64 Nguyen Thai Hoc, there are 7 houses next to Ba Thu stream that are often flooded during the rainy season. Previously, the stream bed was wide so the water drained quickly. In 2020, the city installed a drainage culvert at the stream. However, because the culvert was placed higher than the floor of the houses, the water could not drain in time. Every time it rained heavily, some houses were flooded up to 1.7 m.

Similarly, many households in alley 39 Ly Nam De (group 6, Tra Ba ward) have houses lower than the street level, so every time it rains heavily, water floods in. Ms. Nguyen Thi Thu Thao (39/27 Ly Nam De) confided: “Ly Nam De street does not have a drainage system, so every time it rains heavily, water flows into the alley and then into people's houses. The more rain, the worse the smell. My family and other households have raised the ground and built cement curbs, but water still floods into the yard.”
In Phu Dong Ward, many households in Group 2 are also worried every time it rains heavily. Chairman of the Ward People's Committee Vo Trung Hung informed: The area behind Hung Vuong Street has a small ditch flowing from behind the Sacred Heart Church to Hoi Phu Stream (section of Nguyen Viet Xuan Bridge). For the past 4 years, every time it rains heavily, water has flooded into the houses, damaging the belongings of 42 households. The City People's Committee is looking for solutions to overcome this situation.
Not only does water flood into houses, landslides in the suburbs of Pleiku City are also a concern every rainy season. Pointing to the ditch next to her house, Ms. Nguyen Thi Nhanh (village 3, Dien Phu commune) lamented: “This ditch is nearly 200 meters long because my family and Mr. Tran Van Khanh donated land to make a drainage area. The city has also built an embankment nearly 20 meters long to limit landslides on the ditch. However, Truong Sa Street passing in front of the house does not have a drainage system, so every time it rains, water from the road flows into the ditch, causing it to erode and give off a foul smell. We recommend that the city build an embankment for the remaining section of the ditch to ensure drainage and avoid landslides.”
Regarding this issue, Ms. Dang Thi Binh - Party Cell Secretary and Head of Village 3 (Dien Phu Commune) said: The wishes of the two households mentioned above are very reasonable. The village recommends that the city soon build embankments to limit landslides and environmental pollution.

At Group 6 (Thong Nhat Ward), after the heavy rain on May 26 and 28, the road section at the beginning of alley 36 Le Dai Hanh suffered serious landslides. Ms. Nguyen Thi Tham was upset: “The construction unit of Le Dai Hanh Street did not open the manhole on the road, causing rainwater to flow into the alley, causing landslides. The People's Committee of Thong Nhat Ward has fixed the problem by embanking the road with stone cages, but only temporarily.”
Mr. Luong Kim Trong - Head of Group 6 - said: In addition to the landslide at alley 36 Le Dai Hanh, most of the other alleys of Group 6 are also often flooded and muddy during the rainy season. The reason is that Group 6 is included in the Project "Detailed planning for urban area construction on 17/3 Street", so it is not possible to carry out construction, repair of houses, roads, and drainage. We suggest that the city pay attention to building embankments to prevent landslides at alley 36 Le Dai Hanh; at the same time, for the Project "Detailed planning for urban area construction on 17/3 Street" which has been in place for more than 20 years but has not been implemented, it should be cleared so that people can improve infrastructure and limit muddiness during the rainy season.
Proactively prevent local flooding
Regarding the solution to overcome the flooding situation in alley 64 Nguyen Thai Hoc, Mr. Nguyen Tien Sy added: “Households whose houses are lower than the drainage culvert located at Ba Thu stream are inevitably flooded during the rainy season. Therefore, when there is weather forecast information about storms and rains, we notify all households; at the same time, check and guide households to prepare response plans. In addition, the ward also sends disaster prevention and control forces to stand by with the monitoring team to support households in dealing with flooding. In the long term, the team recommends that the ward People's Committee study the plan to mobilize generous donors to support households in raising their houses to avoid flooding during the rainy season."
Meanwhile, Mr. Pham Toan Vinh - Chairman of Thong Nhat Ward People's Committee said: The terrain of most areas of the ward is low-lying, so every time it rains, water from the higher areas of Yen The, Dong Da, Hoa Lu wards flows down, causing flooding on some roads in the area. From 2017 to now, the ward has allocated budget and mobilized other resources to completely handle 7 locations that are frequently flooded during heavy rains. For residential areas located in the Project "Detailed planning for urban area construction on 17/3 Street", the ward has deployed graded soil to raise some roads to limit mud. Particularly at the landslide point at alley 36 Le Dai Hanh recently, the ward coordinated with the construction unit of Le Dai Hanh Street to build a stone embankment and proposed the city to invest in building a solid embankment at this landslide point.

According to Mr. Pham The Tam - Head of the Urban Management Department of Pleiku City, in recent times, the city has devoted a lot of resources to investing, upgrading and synchronizing the drainage system. In the period of 2022-2023 alone, the city will upgrade and expand 14 traffic works (including upgrading the drainage system) with a total investment of 146,216 billion VND. Every year, before the rainy season, the Urban Management Department dredging the drainage system on the roads; cleaning, renovating and expanding water intake gates. However, in the area, there are still many locations that are often flooded in the rainy season on the following roads: Phan Dinh Phung, Nguyen Huu Huan, Le Duan, Vo Nguyen Giap, Pham Van Dong, Ly Nam De, Cach Mang Thang Tam, alley 03 Ba Trieu, alley 11 Nguyen Viet Xuan, alley 64 Nguyen Thai Hoc...
The reason is that the drainage system on some roads is not synchronously invested; some roads have small water intakes, so when it rains heavily, the water accumulates and cannot drain in time; some alleys adjacent to Hoi Phu stream are located at low positions, when the stream water level rises, it causes flooding (alley 03 Ba Trieu, alley 11 Nguyen Viet Xuan and area of group 2, Phu Dong ward). In addition, some people throw garbage on the street, do not collect it at the right time or leave garbage at the water intake, so when it rains heavily, it causes congestion.

Also according to the Head of the Urban Management Department of Pleiku City, the City People's Committee has assigned the City Construction Investment Project Management Board to implement the project to expand the downstream ditch of alley 64 Nguyen Thai Hoc, during the construction process, pay attention to dredging, cleaning up garbage and debris, and clearing the flow; speed up the construction progress of Quyet Tien bridge (downstream of the drainage ditch of alley 64 Nguyen Thai Hoc) to ensure that the flow is not blocked and the upstream area is not flooded; assign the People's Committee of Dien Phu commune to preside over and coordinate with relevant units to inspect and advise on a plan to upgrade the drainage ditch located between the land of two households Nguyen Thi Nhanh and Tran Van Khanh; Tra Ba ward People's Committee to preside over and coordinate with relevant units to inspect and advise the City People's Committee on a plan to handle the drainage system of alley 39 Ly Nam De; assign the Urban Management Department to survey and propose a plan to thoroughly handle the landslide at alley 36 Le Dai Hanh...
In the long term, the People's Committee of Pleiku City assigned specialized agencies to advise on investment in completing the drainage system on the roads; quickly complete planning projects in the Hoi Phu stream area as a basis for investment in completing the traffic and drainage infrastructure in the Hoi Phu stream bridge area; urgently complete documents, quickly implement the Drainage and Wastewater Treatment Project (Phase 1) of Pleiku City to handle local flooding; assign the People's Committees of communes and wards to strengthen propaganda and mobilize people not to litter, to dispose of garbage at the right time and place. In addition, the City People's Committee requested the Road Management Area III (Vietnam Road Administration) to inspect and adjust water intake gates on the following roads: Le Duan, Vo Nguyen Giap, etc.
