Kien Giang Provincial People's Committee authorized the Department of Agriculture and Environment to directly carry out a number of procedures in the environmental field.

According to the decision, the Department of Agriculture and Environment of Kien Giang province directly organizes the appraisal of environmental impact assessment reports and environmental restoration plans in mineral exploitation (including investment projects under the authority of the Provincial People's Committee to appraise environmental impact assessment reports and investment projects under the authority of the Ministry of Agriculture and Environment to appraise environmental impact assessment reports that have been delegated to the Provincial People's Committee) to submit to the Provincial People's Committee for approval.

The Department shall post consultation reports on environmental impact assessment on the electronic information page, except for information classified as state secrets or business secrets as prescribed by law; send documents to seek opinions from state agencies managing irrigation works as prescribed; publicly disclose on the electronic information portal the list of appraisal councils and the decision approving the appraisal results of environmental impact assessment reports of investment projects, except for investment projects classified as state secrets.

Organize activities of appraisal, inspection, issuance of environmental licenses, issuance of changes in environmental licenses, issuance of adjustments to environmental licenses, re-issuance of environmental licenses (including establishing an appraisal council or inspection team, signing documents notifying appraisal results) for projects and facilities subject to environmental licenses, the authority to issue environmental licenses of the Provincial People's Committee; projects and facilities subject to environmental licenses, the authority to issue environmental licenses of the Ministry of Agriculture and Environment has been delegated to the Provincial People's Committee and projects and facilities whose appraisal results of environmental impact assessment reports have been approved by the Ministry of Agriculture and Environment according to the provisions of law at the time before the effective date of Decree No. 05/2025/ND-CP dated January 6, 2025 of the Government and falling into one of the cases specified in Clause 4, Article 5 of Decree No. 05/2025/ND-CP; Publicly disclose the content of the report proposing the issuance of an environmental license on the electronic information portal, except for information classified as state secrets or business secrets as prescribed by law; send consultation documents to relevant agencies, organizations and units as prescribed; consider submitting to the Provincial People's Committee for licensing as prescribed.

Issue a decision to assign officers, civil servants, and experts (if necessary) to inspect the actual trial operation of waste treatment facilities of investment projects and facilities that have been granted environmental licenses by the Provincial People's Committee; conduct measurements, collect and analyze samples of waste discharged into the environment; sign the notice of trial operation inspection results.
