Leading the trend to teach key professions

Gia Vien is a locality with a strong economic shift, the proportion of industrial sectors reaching over 80% at present. From 2008 to June 2022, in the district, there are 392 projects with a total area of ​​agricultural land recovered of 988.6 hectares for purposes such as: building industrial parks, industrial clusters, economic, urban areas, building public infrastructure works... Land recovery has caused tens of thousands of workers to lose their jobs and be underemployed, mainly rural workers. This situation forces them to find other jobs or change careers.

Mr. Dinh Van Thoa, Chairman of Gia Van Commune People's Committee, said: Currently, there are 8 enterprises operating in Gia Van Industrial Cluster. With the commitment to create jobs for workers whose land is subject to land acquisition, up to now, enterprises are creating jobs for about 700 workers in Gia Van Commune. In addition, many workers work in other fields, such as in satellite garment factories, tourism services, restaurants, etc. Therefore, basically in Gia Van, there is no situation of workers of working age and ability to work but lacking jobs. With jobs and stable income, people actively participate in contributing working days and funds to build, complete, and improve cultural institutions according to new rural standards and they are the beneficiaries to improve their spiritual life. In addition, mutual support activities, helping each other to do business, reduce poverty, repay gratitude, etc. are also effectively implemented.

Ms. Vu Thi Duoc, Vice Chairman of Gia Vien District People's Committee affirmed: Anticipating the employment trend to choose a profession to teach rural workers, that is the way Gia Vien district has implemented in recent years. Thanks to that, the rate of rural workers with jobs and stable income is always high, contributing significantly to ensuring social security in the area. In the period of 2020-2025, in the orientation of socio-economic development, Gia Vien district still considers vocational training as a key solution to create jobs and increase income for workers.

However, vocational training must change to keep up with the development trend of new rural communes. Accordingly, the district continues to do a good job of forecasting labor supply and demand to coordinate with vocational training institutions to have vocational training plans suitable for the labor market. Strive to increase the rate of trained workers in the last year of the 2020-2025 term to over 70%; the total number of local workers working in industrial parks and clusters in the area must reach over 19,000 people. The important goal that Gia Vien district is aiming for in this new period is not only to connect and ensure employment for workers but also to focus on gradually increasing the rate of trained workers, bringing quality workers to work, taking on key positions in large enterprises in the area.

"Pulling" businesses into vocational training

Currently, the Nang Dong private sedge enterprise (Kim Son district) is attracting thousands of workers, mainly satellite workers, spread across Kim Son, Yen Khanh, Yen Mo districts, Tam Diep city... and some neighboring provinces. The monthly salary for regular workers is over 5 million VND/person. The main job of these workers is making handicraft products from sedge.

Mr. Do Nhu Phong, Director of the Nang Dong Private Sedge Enterprise, said: The enterprise was established in 1991 with the production and business type of exporting sedge handicrafts. Currently, the enterprise's products are present in many countries around the world. Each year, the enterprise sends 250-300 containers of goods to these markets. "The handicraft market is very meticulous and has fierce competition. The requirement for each product is to demonstrate high technique and sophistication, so the workers are required to be truly skilled, skillful and careful. Each batch of goods in the new contract has a different design. To do this, the enterprise must constantly update techniques, keep up with new trends to adapt and ensure quality and design for each batch of goods. Thus, vocational training for workers is a task that the enterprise must perform regularly and continuously" - Mr. Do Nhu Phong affirmed.

Ms. Tran Thi Thu Hang, Head of the Department of Labor, War Invalids and Social Affairs of Kim Son district, said: Kim Son is a purely agricultural district, people live mainly on agriculture. Therefore, vocational training for rural workers is identified as a breakthrough in building new rural areas. Through training, it has contributed to improving cultivation and animal husbandry techniques, modern and effective agricultural practices and creating sustainable livelihoods for people in rural areas.

Since 2012, the units have provided vocational training and joint training for over 10,000 rural workers. Particularly, production and business establishments in communes and towns in the area have organized vocational training for over 5,000 rural workers, committed to creating jobs and consuming products for workers. The funding for vocational training for rural workers from supporting enterprises, production and business establishments is over 4.5 billion VND. Among them, many enterprises have actively participated in vocational training and job creation for workers, such as: Ba Lan Private Enterprise, Quang Phong sedge mats, Kim Son sedge mats..., with the profession of weaving sedge and duckweed; Thuy Dung Enterprise with the profession of industrial sewing...

Thanks to the active and proactive participation of enterprises, job creation for workers after vocational training has reached over 90%, with an income of 3-5 million VND/person/month, contributing to improving the quality of life for rural workers. Not only that, this labor force continues to be trained and improved in skills every year to keep up with changes in technology and technology trends in the market.

Will change to suit

Vocational training and job creation for rural workers is a major policy of the Party and the State, thereby contributing to ensuring social security. Many major decisions of the Party and the State on vocational training for rural workers have been implemented by our province and have achieved remarkable results. Over the past 10 years (2012-2023), Ninh Binh province has provided vocational training for tens of thousands of rural youth, after training 100% of the youth have jobs; vocational training for over 5 thousand workers who are farmers directly involved in agricultural production.

With the knowledge gained from training, farmers have boldly applied science and technology to production, 80% of farmers after vocational training have a good income, 10% of farmers after vocational training have changed their jobs; localities and units have organized vocational training for over 170 thousand workers. Through vocational training activities, the rate of rural workers who have received training has been increased, the professional qualifications of workers have been improved, contributing to creating more jobs with stable income for workers. Workers have innovated their ways of doing business, expanded production and business or found new jobs with higher income, gradually improving the quality of life and actively contributing to building local infrastructure according to new rural criteria.

Mr. Nguyen Huu Tuyen, Deputy Director of the Department of Labor, War Invalids and Social Affairs, said: The ultimate goal of vocational training for rural workers is to improve the quality of human resources, enhance the competitiveness of agricultural products, handicrafts, small-scale industries and new occupations in rural areas. Currently, vocational training for rural workers faces many challenges, such as changes in the 4.0 industrial revolution; changes in recruitment needs... Therefore, localities are forced to make appropriate and effective changes.

Currently, Ninh Binh province is implementing vocational training activities according to the National Target Program for Sustainable Poverty Reduction; the National Target Program for New Rural Development and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. In order to make vocational training effective and suitable for the new situation, in the coming time, the Department of Labor, War Invalids and Social Affairs will continue to advise the Provincial People's Committee to issue appropriate policies to innovate and create strong changes in scale along with the quality and effectiveness of vocational education at each level. Thereby, creating a breakthrough in improving the quality of human resources, especially human resources in rural areas, meeting the needs of economic restructuring in localities.

Training methods will also be diversified to suit the trainees. In addition to orientation and choosing suitable careers, it is important to equip workers with information technology knowledge, helping them to interact directly in accessing job opportunities and finding a place in the market...
