Conference Overview

At the Conference, comrade Le Chi Huong, member of the Party Executive Committee of the Bloc, Deputy Head of the Organization Board of the Party Committee of the Central Agencies Bloc, disseminated the contents of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo and related documents of the Central Committee and the Party Committee of the Bloc.

Accordingly, the work of preparing and organizing the 14th Party Congress at all levels in the Party Committee of the Central Agencies Bloc for the 2025-2030 term must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations and Party secretaries at all levels; implementing the motto of innovation, creativity and development on the basis of inheritance and stability; ensuring the organization of the congress is safe, economical, practical, effective, without ostentation, resolutely fighting waste and negativity.

At the Conference, Comrade Pham Duc Long, Party Secretary, Deputy Minister of Information and Communications, said: The congresses of Party cells and Party committees at all levels in the Party Committee will be held from the beginning of 2025. This is a broad political activity for the entire Party, people and army. The congress is taking place in the context of the country having gone through 40 years of renovation, 35 years of implementing the Platform for national construction in the transitional period to socialism, the first 5 years of implementing the Socio-Economic Development Strategy 2021 - 2030 with very proud achievements; and our country is entering a new stage of development with opportunities, fortunes and challenges intertwined.

It can be said that, implementing the Politburo's Directive, this term's congress has many new points, focusing on rectifying and strongly innovating personnel work and personnel preparation work; improving the quality of document preparation; specifying regulations on the term of office for cadres recommended to run for higher positions, etc.

Based on Directive 35 and guiding documents, Party Secretary and Deputy Minister of Information and Communications Pham Duc Long requested that subordinate Party committees focus on studying, unifying awareness, closely following and continuing to organize and disseminate Directive 35-CT/TW of the Politburo, guiding documents of the Central Committee, Plans and instructions of the Standing Committee of the Party Committee of the Bloc; plans of the Party Committee of the Ministry of Information and Communications.

The Secretary of the Party Committee of the Ministry of Information and Communications also noted a number of contents related to the preparation and organization of Party cell and Party congresses at all levels in the entire Party. Specifically:

Carry out the preparation and organization of the congress for the 2025-2030 term in accordance with the Party's regulations and principles; Prepare well the congress documents; organize thorough and in-depth discussions, and contribute specific and effective opinions on the viewpoints, goals, policies, and major orientations stated in the draft documents of the 14th National Party Congress and documents of the congresses of higher-level Party committees. It is especially necessary to thoroughly grasp and concretize the content of the article by General Secretary and President To Lam on "Digital transformation - An important driving force for developing productive forces, perfecting production relations to bring the country into a new era" into the political tasks of Party committees at all levels related to the sectors and fields of state management of the Ministry.

Ensuring that the personnel work of Party committees at all levels must be under the direct leadership of Party committees, promoting democracy, promoting the role and responsibility of the leadership collective and the head; attaching importance to quality, quantity and reasonable structure; strictly implementing the principles and regulations of the Party and the laws of the State on personnel preparation and election work; and finally, Delegates attending the Party Congress at higher levels must be comrades with steadfast political will, steadfast revolutionary ideals, exemplary in moral qualities, lifestyle and working capacity, representing the wisdom of the Party Committee to participate and contribute to the contents of the Congress.

At the conference, the Party Committee Standing Committee deployed Plan No. 14-KH/DU of the Ministry's Party Committee to subordinate Party Committees to continue to thoroughly grasp, concretize, and develop their own Congress plans; lead and direct the preparation and successful organization of Party cell and Party Committee congresses at all levels in the Party Committee./.
