Concluding the conference, Secretary of the Provincial Party Committee Doan Minh Huan emphasized: The Party Congresses at all levels for the 2025-2030 term, leading up to the 14th National Party Congress, are important political events for the Party, the country and the Provincial Party Committee, and at the same time, a broad political activity. Directive No. 35 of the Politburo places very high requirements on the preparation and organization of the congress; ensuring continuity, stability, innovation, creativity and development; promoting democracy while upholding the principles, discipline and order of the Party. Therefore, immediately after this conference, it is recommended that Party committees and organizations at all levels base on the practical situation of localities, agencies and units to direct the development of plans and guide the Congresses at their level to ensure the time and requirements set out; At the same time, urgently disseminate and deploy to Party committees at all levels, subordinate Party organizations, and cadres and Party members in the Party Committee, creating unity from the province to the grassroots level.

The Provincial Party Secretary emphasized: Congresses at all levels must be led and directed by Party committees at all levels to be seriously and methodically implemented, in accordance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations and heads of Party committees at all levels; ensuring safety, practicality, efficiency, no formality, resolutely fighting waste and negativity. Continue to improve the leadership capacity, governance, and fighting strength of Party organizations and Party members; consolidate and strengthen the great national unity bloc and the trust of cadres, Party members and People in the Party. The Provincial Party Standing Committee will select and direct the organization of model congresses, and at the same time pilot the election of Party committee secretaries at provincial congresses for 1 grassroots Party Committee and 1 district Party Committee to gain experience in directing congresses at all levels in the entire Provincial Party Committee.

Regarding the congress documents, the Provincial Party Secretary suggested: Party committees at all levels focus on leading and directing the drafting of congress documents that must be methodical, elaborate, honestly, objectively, comprehensively, and deeply assessing the situation and results achieved in the 2020-2025 term, especially the key and breakthrough tasks; clearly pointing out advantages, disadvantages, causes, especially subjective causes; drawing profound lessons in leadership, direction and implementation; at the same time clearly defining the directions, goals, tasks, and solutions for the 2025-2030 term that are close to the actual situation and have high scientific and feasible nature. Political reports must balance and harmonize the content of Party building, building the political system with socio-economic development, ensuring national defense and security. Review reports of Party committees must be combative, promoting the spirit of self-criticism and criticism; Correctly, objectively, comprehensively and honestly assess the results of leadership, direction and implementation in the past term; clearly identify the causes, especially subjective causes, of limitations, shortcomings and weaknesses and clearly identify the responsibilities of the collective and individuals; at the same time, it is necessary to propose plans, roadmaps and effective measures to correct and overcome them in the coming term. Regarding the draft resolution, the Congress must closely follow the political report, clearly identify the basic and important contents for the Congress to discuss and decide.

Regarding personnel work for the 2025-2030 term, it is necessary to ensure the direct and comprehensive leadership of Party committees and standing committees of Party committees at all levels, promoting the role and responsibility of the collective leadership and the head according to regulations. Ensure the succession, innovation and continuous development of the staff; promote and attach importance to quality, have reasonable quantity and structure, strengthen in important and key positions, areas and fields. The new Party committee must be exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity and prestige; truly be a center of solidarity, purity, strength, unity of will and action; have steadfast political mettle, vision, innovative thinking, closely attached to the people; have leadership capacity and high fighting strength, meeting the requirements of tasks in the new development stage to successfully implement the resolutions of Party Congresses at all levels.

The Provincial Party Secretary noted: Personnel preparation work must be carried out strictly, in accordance with the principles and regulations of the Party and the laws of the State; ensuring strictness, democracy, science, objectivity, impartiality, transparency, with high solidarity and unity; closely linked with the work of planning and preparing personnel for leadership of Party, State, Fatherland Front and socio-political organizations for the next term. Focus on discovering, selecting and introducing outstanding cadres in terms of political mettle, qualities, ethics, who have practical experience, achievements, results, and work products; and paying attention to young cadres, female cadres, and cadres of ethnic minorities; strictly and effectively implementing screening so as not to "miss" those who are truly virtuous and talented; resolutely not to "slip" into the new term's Party Committee those who: have unstable political mettle; Declining qualities, ethics, capacity, prestige, poor sense of organization and discipline, loss of solidarity; avoidance, shirking, fear of responsibility, not daring to do; showing signs of political opportunism, ambition for power...

Strive to achieve a rate of female Party Committee members of 15% or more and have female cadres in the Standing Committee; strive for a rate of young cadres (under 42 years old for provincial and district levels; under 40 years old for commune levels) of 10% or more (for the entire term); innovate at least 1/3 of the total number of Party Committee members during the term, implement a 3-age structure in Party Committees at all levels and strive to implement it in the Standing Committee, Standing Party Committees...
