Hoa Binh Power Company upgraded the capacity of Mai Chau 110 kV transformer station.

Specifically, implementing the tasks assigned in Resolution No. 44/NQ-CP dated April 5, 2024 of the Government on the regular Government meeting in March 2024 and the Government's online conference with localities, the Ministry of Industry and Trade requests heads of units to urgently organize the implementation of a number of tasks; in which, one of the key tasks is to ensure adequate supply of electricity and gasoline for production, business and consumption.

Accordingly, the Minister of Industry and Trade requested the Electricity Regulatory Authority, the Electricity and Renewable Energy Authority, the Industry Authority, the Domestic Market Department, the Oil, Gas and Coal Department to urgently complete and submit to competent authorities to promulgate mechanisms and policies for direct electricity trading between power generation units and large electricity users, encourage the development of rooftop solar power, gas power, wind power, biomass power and electricity produced from waste in accordance with the conclusions of the Government Standing Committee in Notices No. 112/TB-VPCP dated March 22, 2024 and 129/TB-VPCP dated March 29, 2024 of the Government Office; submit to the Prime Minister to issue a Decision replacing Decision No. 28/2014/QD-TTg on the structure of retail electricity prices in accordance with the Government's direction in Resolution No. 20/NQ-CP dated February 5, 2024.

In addition, the units shall strengthen the dissemination, dissemination and monitoring, urging and inspection of the implementation of the State's policies and regulations on electricity saving, economical and efficient use of energy according to Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister. In addition, they shall be fully responsible to the Government, the Prime Minister and the law for the drastic and effective implementation of the Plan for the implementation of the VIII Power Plan to firmly ensure sufficient electricity supply for the country and regions according to the annual electricity demand forecast, preside over and coordinate with localities to urgently synthesize and complete the list of power source projects according to the requirements of the Plan, submit to the Prime Minister for consideration and approval before April 30, 2024; in which priority is given to the development of biomass power projects and electricity generated from waste.

In particular, proactively develop plans to ensure sufficient electricity supply for production and business, and use electricity economically and effectively. Closely monitor market developments, supply sources, and demand for goods, especially food, foodstuffs, energy, and other essential goods to promptly have plans to manage and regulate production or propose to competent authorities measures to ensure supply-demand balance and stabilize market prices. At the same time, take early and remote measures according to authority and regulations to ensure adequate supply of electricity and gasoline to serve production, business, and consumption of people and businesses, and absolutely avoid power shortages, shortages, and interruptions in gasoline supply in any situation.

In the plan, the Minister of Industry and Trade requested units under the Ministry to thoroughly grasp and effectively implement tasks and solutions for socio-economic development according to the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, and the Government, especially Resolution No. 01/NQ-CP on the Socio-Economic Development Plan and State Budget Estimates for 2024 and Resolution No. 02/NQ-CP on key tasks and solutions, Resolutions of the regular Government meetings, directives, telegrams, and directions of the Prime Minister.

Units closely monitor developments in the international and regional situation, policy adjustments of major economies, related countries, partners, especially monetary, fiscal, trade, investment policies, etc.; analyze and forecast to promptly have appropriate and effective management and policy responses. Urgently issue and effectively implement the Plan to implement approved national sectoral plans. Restore and promote industrial growth momentum in localities and key economic regions.

At the same time, develop and submit to competent authorities for promulgation or promulgate under their authority documents detailing and guiding the implementation of the Laws and Resolutions passed at the 6th Session and the 5th Extraordinary Session of the 15th National Assembly; complete the Government's dossiers, documents and submissions to the National Assembly Standing Committee, the 7th Session, the 15th National Assembly in accordance with the Prime Minister's direction, ensuring quality and within the prescribed time limit. At the same time, proactively work and closely coordinate with the National Assembly agencies in the process of receiving, explaining and completing dossiers, documents and reports.

The Minister of Industry and Trade requested the General Department of Market Management to strengthen market management, combat smuggling, trade fraud, and fraud of goods origin. The Department of Trade Remedies promptly investigates and handles trade defense lawsuits against goods imported into Vietnam according to regulations, protecting domestic manufacturing industries, in accordance with international commitments.

The Minister also noted that the Trade Promotion Agency, the Import-Export Department, the Multilateral Trade Policy Department, and the Foreign Market Departments take the lead and coordinate with the Ministry of Foreign Affairs, relevant ministries and agencies to support businesses to effectively utilize commitments in signed free trade agreements (FTAs) such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Vietnam - EU Free Trade Agreement (EVFTA), and the Vietnam - UK Free Trade Agreement (UKVFTA).

In particular, promote negotiations, sign agreements, commitments, and new trade links, focusing on promoting negotiations and signing FTAs ​​with the United Arab Emirates (UAE), Latin America; continue to expand exports to Africa, the Halal market; complete the implementation of the FTA with Israel. Urgently implement solutions to boost exports, especially to large, potential markets, promote the effectiveness of signed trade agreements and treaties; guide and support businesses to quickly meet new standards of export partner countries.

The Minister requested the Trade Promotion Agency, the Department of E-commerce and Digital Economy, and the Domestic Market Department to focus on developing the domestic market; effectively implement trade promotion programs, promote the distribution of goods through digital platforms and e-commerce. Effectively implement domestic consumption stimulus programs, strengthen the implementation of trade promotion activities, and promote products to expand domestic consumption.

In addition, the Department of Planning and Finance urgently allocates 100% of the 2024 state budget investment plan assigned by the Prime Minister, reports the allocation plan, and sends it to the Ministry of Planning and Investment, the Ministry of Finance, and the National Information System on Public Investment as prescribed in May 2024. Review mechanisms, policies, and legal regulations for amendment and supplementation to promote the progress of public investment disbursement.

Failure to report to competent authorities to reduce the medium-term public investment capital plan for the period 2021 - 2025 of central budget capital sources of ministries, central agencies and localities corresponding to the capital not fully disbursed in the 2023 plan, not being allowed to extend the implementation and disbursement time and having the budget canceled according to the provisions of the State Budget Law. Being allowed to rearrange the central budget capital plan for the years 2024 and 2025 corresponding to the capital not fully disbursed in 2023, having the budget canceled for tasks and projects ensuring adequate capital allocation, completion on schedule, and no outstanding debt for basic construction. At the same time, there must be solutions to strictly implement the disbursement of public investment capital, avoiding the situation of having to extend the implementation and disbursement of annual capital plans or cancel the budget.
