On the afternoon of December 23, the Dak Nong Provincial Public Service Inspection Team led by Ms. Ton Thi Ngoc Hanh, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, worked with the Dak Song District People's Committee to approve the draft report on the results of the public service inspection in the area.
From October 2 to 9, 2024, the Provincial Public Service Inspection Team conducted an inspection at the Dak Song District People's Committee. The inspection period was from January 1, 2023 to the time of inspection.
The inspection team inspected the following contents: responsibilities of heads of agencies and units; results of performance of duties and tasks of cadres, civil servants and public employees; results of implementation of the unit's work program and implementation of tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee; results of handling records and administrative procedures.
According to the inspection results, Dak Song District People's Committee has performed the tasks in the District People's Committee's Work Program, the tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee.
The district has basically completed key tasks. In particular, the disbursement of capital for 3 national target programs in the first 9 months of the year was higher than the general target of the whole province.
Dak Song District People's Committee has resolutely applied many forms such as reviewing, criticizing, and disciplining groups and individuals who violate public duties in order to promptly rectify and enhance responsibility in performing assigned tasks.
The reception and settlement of administrative procedures of Dak Song district are basically carried out according to regulations. The working area of the reception and result delivery department at Dak Song district People's Committee is equipped with modern equipment, kiosks for quick information lookup, airy, clean and tidy working space.
However, in addition to the achieved results, Dak Song's District Competitiveness Index (DDCI) in 2023 is not high. The disbursement of the central budget in 2024 still has many problems, reaching a low rate.
The submission of the 2024 land use plan is still slow. There are still violations in the management, protection and use of land resources, the environment and construction order that have not been detected and resolved promptly and thoroughly, leading to complaints from the grassroots.
The key work programs of the District People's Committee and some departments and units have not been developed and implemented in accordance with regulations. The transfer of work positions for cadres, civil servants and public employees under their authority has not been ensured.
Most of the meetings of the District People's Committee members are not shown in the meeting book; there is no book to record the minutes of the weekly meetings of the District People's Committee leaders.
The extended meeting book between the leaders of the District People's Committee and relevant units was recorded sketchily, did not ensure the content, the secretary and chair did not sign to confirm the meeting minutes book.
The guidance and reception of input documents by the one-stop department in handling administrative procedures still has errors that do not ensure the principles of completeness, clarity, accuracy, and one-time. The number of unqualified documents that must be returned to the one-stop department to be returned to the people and organizations is relatively high.
Some units have issued letters of apology to individuals and organizations in handling late administrative procedures under the one-stop and one-stop mechanism, but have not done so correctly, fully and within the prescribed time.
Speaking at the meeting, Chairman of Dak Song District People's Committee Ngo Duc Trong accepted the shortcomings and limitations pointed out by the Inspection Team.
Vice Chairwoman of the Provincial People's Committee, Head of the Inspection Delegation Ton Thi Ngoc Hanh commended the results that Dak Song has achieved in performing public duties.
The district needs to strengthen, be more proactive and responsible in performing assigned duties and tasks; enhance the responsibility of setting an example in the work of the head and the collective leadership of the District People's Committee.
The district is determined and has measures to deal with groups and individuals who violate regulations in performing their duties and those who have been criticized and reminded many times but still do not comply with regulations.
Dak Song researches and implements solutions to continue improving the PAR Index and District Competitiveness Index (DDCI).
The district strictly implements the working regulations of the district People's Committee on meeting regime and recording full meeting minutes of content, meeting proceedings and conclusions of the chair, and fully signs and confirms them as a basis for implementation.
The locality shall develop a plan to overcome shortcomings and limitations within 2 months from the date of issuance of the report, and report to the Inspection Team for monitoring and synthesis.
