Attending the meeting were delegates: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Thai Van Thanh - Member of the Provincial Party Committee, Director of the Department of Education and Training; Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation.

VOTERS PROPOSAL TO UPGRADE INFRASTRUCTURE TO SERVE AGRICULTURAL PRODUCTION
At the conference, voters agreed and highly appreciated the activities of the National Assembly and the responsibilities of National Assembly deputies during the 6th session, as well as meeting voters and responding to voters' opinions.

Presenting recommendations at the conference, Secretary of the Party Committee of Cat Van Commune, Bui Gia Hao, said that due to changes in hydrology and regulation of hydropower plants, the water level in Lam River has dropped very low, many pumping stations cannot operate, leading to a lack of water in many agricultural areas in the area, and the risk of crop failure is inevitable.
Therefore, the Secretary of the Party Committee of Cat Van commune requested the National Assembly Delegation of the province and the Provincial People's Committee to pay attention to allocating funds to build and upgrade pumping stations. On the other hand, he requested the Provincial People's Committee to issue regulations and guidelines for localities to handle the excess land due to people's conversion of gardens and hills.

Sharing the same view, Standing Deputy Secretary of Thanh Chuong District Party Committee Nguyen Van Que also proposed to pay attention to dredging projects on Lam River, Trai River, Giang River, and Gang River in the district to ensure irrigation water for agricultural production.
In addition, the Standing Deputy Secretary of the Thanh Chuong District Party Committee suggested that the province pay attention to promoting the progress of the projects: Cau Cau mixed-use tourism, service and resort area; the project of the Complex of producing essential oils, medicinal herbs, high-tech functional foods and the project of the Urban Area in Thanh Chuong town; and soon invest in the construction of the expressway project connecting Hanoi Capital - Vientiane Capital through Thanh Thuy Border Gate.

Voters in Thanh Chuong district also recommended that competent authorities overcome some shortcomings on National Highway 46; adjust the allowance for the position of Party Secretary and Chairman of the Commune People's Council; and pay attention to allocating public investment capital in the National Target Program on New Rural Construction in the field of education.
Voters also requested the government to allocate funds to upgrade raw material roads in communes on the right bank; survey and invest in the construction of Rang bridge; guide and assist Thanh Chuong district in developing community tourism and agricultural tourism; and overcome the landslide situation at the foot of the Lam dike on the section passing through Dai Dong commune.
PROPOSAL FOR INVESTMENT PROJECT TO UPGRADE AND REPAIR 60 PUMPING STATIONS ALONG LAM RIVER
At the conference, leaders of departments, branches, and the People's Committee of Thanh Chuong district responded to and explained voters' recommendations on matters within their authority.

Deputy Director of the Department of Agriculture and Rural Development Nguyen Hao said that to ensure water sources for pumping stations along the Lam River to operate, the Provincial People's Committee directed the Department to coordinate with departments and districts: Thanh Chuong, Do Luong, Thanh Chuong Irrigation Company Limited to monitor the water situation on the Lam River basin to request Ban Ve Hydropower Company to increase the flow, serving domestic water supply and spring crop production in 2024.
On September 21, 2023, the Provincial People's Committee issued Decision No. 3016/QD-UBND approving the investment policy of the project: renovating, upgrading and replacing machinery and equipment of pumping stations managed by Thanh Chuong Irrigation Company Limited; Requesting Thanh Chuong Irrigation Company Limited to promptly implement the project to proactively supply water for spring crop production in 2024 in Thanh Chuong district.

The Deputy Director of the Department of Agriculture and Rural Development also said that the Provincial People's Committee has assigned the Department to approach and propose a project on water infrastructure adapting to climate change for smallholder farmers in Nghe An, using IFAD loans to invest in upgrading and repairing 60 pumping stations in 6 districts along the Lam River; in which Thanh Chuong district proposed to invest in upgrading and repairing 22 pumping stations, including the headwaters and water supply works after the pumping stations.
Regarding the proposal to install a cabinet to operate 2 pumps at Do Cung pumping station, the Department of Agriculture and Rural Development directly contacted the construction unit, directing the urgent installation of a cabinet to operate 2 pumps at Do Cung pumping station to put the pumping station into operation, providing water in time to serve the 2024 spring crop production.
REQUESTING THE PROVINCIAL PEOPLE'S COMMITTEE TO REPORT AND URGED THE PROGRESS OF PROJECTS
Directly receiving and exchanging voters' recommendations, after providing an overview of the socio-economic situation in 2023 of the whole country and Nghe An province, on behalf of the elected National Assembly deputies in the district, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Thai Thanh Quy respectfully thanked the responsible contributions of the political system, cadres, party members, and voters of Thanh Chuong district for sharing and accompanying the people of the whole province, contributing to the success of the province.

Receiving the voters' recommendations, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation emphasized that the province's resources are limited, so the allocation of capital for investment in construction projects must be focused and key. Therefore, he hoped that voters of Thanh Chuong district would share when it is not possible to invest in many projects at the same time.
Emphasizing that issues related to hydropower, climate change, surface water and flooding are major issues, the Provincial Party Secretary said that in the coming time, the Provincial National Assembly Delegation will pay attention and care to conduct in-depth and comprehensive research to find solutions, because this is not only an issue that Thanh Chuong voters but also voters in Do Luong and Hung Nguyen districts have reflected and recommended.

Regarding the backlog of projects in Thanh Chuong district, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation said that he will request the Provincial People's Committee to report to the Provincial National Assembly Delegation on the progress of the Cau Cau mixed-use tourism, service and resort project.
Regarding the project of the Complex of producing essential oils, medicinal herbs, and high-tech functional foods and the Urban Area project in Thanh Chuong town, the Provincial Party Secretary emphasized that he would request the Provincial People's Committee to pay attention and create favorable conditions to promote the implementation progress.
