Proactively providing irrigation water for spring crop production in 2025

By December 2024, the irrigation system of Hau Loc district will have 568.99 km of canals. Of which, Hau Loc Irrigation Branch manages 106.43 km; commune-owned canals manage 462.56 km, ensuring irrigation and drainage for more than 6,000 hectares of agricultural land in the area.

For the canals managed by Hau Loc Irrigation Branch, only 35.87km of canals have been solidified, the rest are earthen canals; for the intra-field canals managed and exploited by communes and towns, 286.74km of canals have been solidified with concrete and bricks, the rest are earthen canals that have not been solidly built, limiting the ability to bring irrigation water for production.

In order to prepare to provide enough irrigation water for the people in the area to produce nearly 6,000 hectares of spring-summer crops in 2025, the People's Committee of Hau Loc district has focused on directing communes to continue dredging canals, water intakes and water storage canals for pumping stations to operate; manage freshwater sources for economical and effective irrigation; prepare oil pumps to combat local drought; review and convert some coastal crop areas that are often affected by salinity to aquaculture. In the first months of 2024, Hau Loc district launched the first irrigation campaign in communes and towns in 2024. As a result, the whole district has dug and filled inter-commune and intra-field canals with a total volume of 33,680m3 of mud and soil (an increase of 34% compared to the plan assigned by the Provincial People's Committee) and cleared 535,010m2 of duckweed and grass (an increase of 7% compared to the plan assigned by the Provincial People's Committee) to serve the smooth water flow from the project's headquarter to the fields. Communes in the eastern part of the De canal have dug and built internal drainage canals to proactively store fresh water for agricultural production when the pumped water source is affected by saltwater intrusion.

Since the beginning of December 2024, Hau Loc district has mobilized communes, towns and units in the area to simultaneously launch irrigation work in the second phase of 2024. To achieve high efficiency in irrigation work, Hau Loc district has stepped up propaganda, especially on the district and commune loudspeaker system so that all people can respond and participate in the implementation. Localities and units have focused on human resources; mobilized vehicles, machinery and equipment to clear grass, duckweed, water spinach, and waste causing congestion in the irrigation and drainage canal systems. At the same time, trees and waste on the corridor of irrigation works have been cleared, returning open space to the canal bed and corridor of irrigation works, contributing to improving the efficiency of irrigation and drainage, serving agricultural production, and preventing natural disasters.

As a result, by the end of December 2024, the entire Hau Loc district had completed the irrigation plan phase II/2024. Specifically, the district mobilized 16,797 working days to dredge 67.6km of inter-commune canals and 234.75km of intra-field canals with a total excavation volume of 30,392m3 of soil; scooped up 373,881m2 of duckweed; cleared grass, trees, and all kinds of waste...

Hau Loc Irrigation Branch is a contracted unit to provide irrigation and drainage services for people to plant and care for over 4,500 hectares of crops in the 2025 winter-spring crop in Hau Loc district. Currently, the branch has proactively developed and implemented a plan to provide irrigation and drainage services for the 2025 winter-spring crop. The branch has inspected and evaluated the production capacity of 27 pumping stations, proactively repaired damage, prepared necessary materials and equipment, and ensured that 100% of pumping stations operate well when required. Assigned staff and workers to be on duty 24/7 at sluice gates and pumping stations along the Len River to take advantage of water sources to ensure sluice gates are opened and water storage works are operated into the canal system and internal ponds. Regularly inspect the main construction site, main canal system, organize dredging of suction tanks, channels, irrigation canals of pumping stations, irrigation canals of the systems to ensure smooth water flow from the head to the fields. In the first months of the year, the branch launched the first phase of irrigation work in 2024. As a result, the branch dredged canals, suction tanks, and canals of pumping stations with a volume of nearly 10,000m3 of mud and soil; 48,300m2 of grass and duckweed.

In the past few days, Hau Loc Irrigation Branch has mobilized 100% of its staff to carry out the second phase of irrigation in 2024 (from mid-November to the end of December 2024). The entire branch has proactively dredged canals, suction tanks, and channels leading to pumping stations with a volume of 9,000m3 of mud and soil; cleared grass, scooped duckweed, and dredged the entire irrigation and drainage system. To proactively irrigate areas that may be locally short of water, the branch has planned to install oil pumps and field pumps at locations to pump water for irrigation of crops. Take advantage of pumping and storing fresh water early to have enough water for the in-field pumping stations to operate.

With the investment of Bac Song Ma Irrigation Company Limited, in 2024, the system of works under Hau Loc Irrigation Branch has invested in renovation and upgrading. Typically, replacing 3 pumps at 3 pumping stations (Thinh Loc, Hoa Loc 3, Tuy Loc); dredging Tra Giang River; consolidating Loc Dong sluice channel; Dai Loc pumping station main channel,... ensuring the effective promotion of irrigation works serving irrigation and drainage for agricultural production.

In order to create conditions for coastal communes in Hau Loc district to proactively supply fresh water for irrigation, Thanh Hoa province and Hau Loc district have invested in building a number of irrigation works in the area. Hau Loc district People's Committee has been focusing on directing communes to continue dredging canals, water intakes and water storage canals for pumping stations to operate; manage freshwater sources for irrigation economically and effectively; prepare oil pumps to combat local drought; review and convert some coastal crop areas that are often affected by salinity to aquaculture. Communes in the eastern part of De canal have dug and built internal drainage canals to proactively store fresh water for agricultural production when the pumped water source is affected by salinity. Communes and towns have organized to review, compile statistics and make records of violations of encroachment on corridors that need to be cleared; propagate and mobilize organizations and individuals to voluntarily dismantle illegal constructions, and restore the original state of the canal bed and canal corridor. People strictly comply with the State's regulations on exploitation and protection of irrigation works. Collect waste in the corridor of irrigation works, create open space, improve irrigation water supply capacity, create a bright - green - clean - beautiful environmental landscape.
