At the conference to promote investment in semiconductor chips in Da Nang City in 2024, held on the morning of August 30, Chairman of Da Nang People's Committee Le Trung Chinh said that Da Nang identified high technology, including the semiconductor chip industry and artificial intelligence, as one of the breakthrough industries, creating a driving force for rapid and sustainable development for the city.

Since late 2023, the city has approached investors and implemented human resource training. Many leaders of large corporations such as Synopsys, Intel, Qualcomm, Marvell, NVIDIA... have come to survey the investment environment in the city. Partners positively assessed the potential and investment opportunities in the fields of semiconductor design and artificial intelligence.

The United States recognizes the importance of promoting the supply chain and wishes to enhance cooperation in the semiconductor sector in Da Nang.

According to her, the most important thing is that Vietnam needs a world-class workforce. The United States is committed to supporting Vietnam to address the challenges facing the semiconductor industry today and build a sustainable and innovative semiconductor ecosystem.

Mr. Trinh Khac Hue, General Director of Qorvo Vietnam, shared that Da Nang is an ideal place to develop the semiconductor industry. Currently, Qorvo Vietnam is continuing to research and work with the city in developing semiconductors. According to Mr. Hue, the key point for Da Nang to succeed is the need to develop high-quality engineering human resources. Persistent training will help Da Nang become the center of microchip design in Vietnam and further in the world.

Sharing the same view, Mr. Le Quang Dam, General Director of Marvell Vietnam, said that high-quality human resources are the most important factor for developing the semiconductor industry in Vietnam in general and Da Nang in particular.

According to him, there needs to be cooperation between businesses and universities in training human resources and sharing new technology. Only then can we compete with businesses around the world.

In response to the comments from businesses, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, said that Resolution 136 has specific policy mechanisms for the semiconductor and artificial intelligence industries. Da Nang is the first locality to be granted this policy. These include policies on exemption of personal income tax, training costs; policies to attract experts and scientists to work in the city, policies on equipment procurement, etc.

Mr. Nguyen Van Quang hopes that these policies will be the driving force to attract investors to Da Nang. At the same time, he hopes that investors must meet capital requirements, commit to long-term cooperation with the city, train human resources and commit to technology transfer.

Train at least 5,000 semiconductor engineers

Deputy Minister of Information and Communications Bui Hoang Phuong assessed that Da Nang is a dynamic locality, representing the spirit of daring to think, daring to do, and innovation. These are suitable characteristics for developing the semiconductor industry. Da Nang has a favorable investment and business environment, high-quality human resources, developed IT infrastructure, and the attention and determination of the city government, which are important factors ensuring the development of the semiconductor industry.

Along with the above advantages, the National Assembly has passed Resolution 136 on the organization of urban government and piloting special mechanisms and policies for the development of Da Nang City, including outstanding preferential policies for strategic investors and strategic partners in the fields of microchips and artificial intelligence. This is the driving force to attract foreign capital to invest in the locality.

"I believe that Da Nang will have successful and outstanding developments in the semiconductor industry in the coming period," the Deputy Minister emphasized and suggested: Da Nang should proactively develop plans and tasks to contribute to realizing the goals of the Vietnam Semiconductor Industry Development Strategy to 2030, with a vision to 2050 of the country, focusing on attracting strategic investors; supporting start-up businesses. In the immediate period, it is necessary to prioritize research, design, and production of specialized semiconductor products to promote and sustainably develop industries/fields.

In addition, promptly research and develop resolutions regulating policies to support the development of semiconductor microchips and artificial intelligence in the area to concretize the contents of Resolution 136 into practice, promptly promulgate and apply in early 2025.

Deputy Minister Bui Hoang Phuong also said that Da Nang needs to effectively implement the tasks, solutions, and projects stated in the project "Developing semiconductor chips and artificial intelligence in Da Nang City", completing the city's goal of training at least 5,000 engineers in the field of semiconductor chips by 2030, contributing to the implementation of national strategic goals.

The conference included the exchange of a tripartite cooperation agreement and a memorandum of understanding on cooperation in developing the semiconductor microchip sector in Da Nang city.

Specifically, including cooperation between the Department of Information and Communications of Da Nang City, Synopsys International Co., Ltd. and Viettel Military Industry and Telecommunications Group; Department of Information and Communications of Da Nang City, Synopsys International Co., Ltd. and Sovico Group Joint Stock Company; Department of Information and Communications of Da Nang City and Marvell Vietnam Technology Co., Ltd.; Department of Information and Communications of Da Nang City and FPT IS Co., Ltd.; Handing over the Cooperation Agreement between the Department of Science and Technology of Da Nang City and Makara Capital Partners on cooperation and investment support in startups and innovation enterprises of the city.
