Tax refunded 128,488 billion, thoroughly resolved problems in the last month of the year

Speaking at the online conference on implementing value-added tax (VAT) refund management held on December 6, Deputy Director General of the General Department of Taxation (Ministry of Finance) Mai Son stated that 2023 is the year in which the VAT refund management of the Tax sector receives attention and direction from the National Assembly, the Government, the Ministry of Finance, the State Audit; Associations, the business community and news agencies and the press.

According to the Deputy General Director, to speed up the tax refund progress in localities, the General Department of Taxation has issued directive documents and with the efforts of the Tax Departments of provinces and cities in implementation, the implementation results have had many positive changes so far. In the 11 months of 2023, the whole industry has implemented VAT refunds of VND 128,488 billion, equal to 94% of the same period in 2022.

Deputy General Director Mai Son assessed that, in addition to the results achieved in risk management and processing of tax refund dossiers to ensure strict, timely tax refunds in accordance with the provisions of the Tax Administration Law No. 38/2019/QH14, there are still delays in handling VAT refund dossiers, affecting the overall VAT refund results of the whole industry.

“To continue handling VAT refund dossiers in the last month of 2023, it is recommended that the functional units of the General Department continue to closely coordinate with the Tax Departments to thoroughly resolve difficulties in VAT refund management. At the same time, make the most of information technology applications on tax refunds to automatically receive dossiers, create consistency in the selection of taxpayers with signs of risk to classify VAT refund dossiers and develop a plan for post-refund inspection and audit,” Deputy General Director Mai Son directed.

At the conference, leaders of local Tax Departments directly discussed with leaders of units under the General Department. Many opinions said that Business Associations (DN) and SMEs play a very important role in implementing legal policies on VAT refunds, so information and propaganda about policies is extremely necessary, thereby helping to coordinate the implementation of legal regulations on VAT refunds.

Concluding the conference, Deputy Director General of the General Department of Taxation Mai Son highly appreciated the frank opinions of the units attending the conference. Regarding the problems beyond the authority, Deputy Director General Mai Son requested the presiding unit to take note, study solutions to promptly report to the competent authority or issue written instructions in the management of VAT refunds.

Deputy Director General of the General Department of Taxation Mai Son requested the Directors of the Tax Departments of provinces and cities to urgently carry out key tasks, specifically:

Firstly, step up the implementation of the directions to urge VAT refund work of the Minister of Finance and the General Director of the General Department of Taxation in Official Dispatch No. 07/CD-TCT dated August 9, 2023.

Second, promptly report to the General Department of Taxation any pending VAT refund dossiers before December 15, 2023, noting that pre-refund VAT refund dossiers whose processing time has exceeded 40 days from the date of receipt of the taxpayer's tax refund request dossier.

Third, the Tax Departments should increase communication and dissemination to Business Associations and taxpayers about VAT refund policies and laws and electronic invoices to improve taxpayers' compliance in declaring and refunding VAT; coordinate with local press agencies to promptly inform about the results and information on VAT refund results.

“We request that Tax Departments enhance their sense of responsibility, thoroughly handle their work, and have a weekly and daily reporting system according to the General Department's instructions. During the process of handling documents, if any problems arise, they should be reported immediately to the General Department for timely resolution,” Deputy General Director Mai Son emphasized.
