On September 15, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with localities affected by storm No. 3 on solutions to overcome the consequences, support people and businesses to stabilize their lives, and restore production and business, online to 26 provinces and cities.

Pointing out lessons learned, the Prime Minister said that it is necessary to forecast accurately; provide quick and timely information; all levels and sectors need to be proactive and active in "3 before", "4 on-site", taking people as the center and subject, ensuring the safety of people's lives above all; people must participate; mobilize the strength of the entire political system.

Regarding the immediate requirements, the Prime Minister said that it is necessary to ensure that no one is left without food, clothing, hunger, cold, clean water, shelter, or daily necessities. Urgently and effectively overcome the consequences of the super storm; quickly stabilize the situation for the people.

Restore production and business efficiency; control inflation well and strive for annual growth of about 7%.

Accordingly, it is necessary to count and review the damage, and provide priority support to families who lost their homes and those who suffered damage. All families who lost their homes, had their homes swept away, or had their homes buried must have a house with the spirit of "3 hard" (hard foundation, hard walls, hard roof) with better conditions than the old damaged place.

Review statistics of medical education facilities, so that children can go to school this September. Ensure smooth traffic connections; carry out social security work well, research tuition exemptions for students affected by the storm.

Support seeds for agriculture, ensure production

Regarding production and business recovery, the Prime Minister requested to compile statistics on affected establishments to support credit; open policies. Support seedlings to restore agricultural production; restore services; industrial zones must deploy production, not to break the supply chain, and not to delay orders.

Regarding finance, research on exemption, reduction, and postponement of taxes, fees, and charges; promote public investment. Ensure supply of input materials and supplies; have loan plans for households; timely insurance to pay for business losses; fix warehouses to consolidate goods, avoid backlog.
