According to the calculation of the Vietnam Register, the number of vehicles currently due for inspection but not yet inspected is about 800,000 vehicles; the number of vehicles that need to be inspected in the next 6 months is about 1.7 million vehicles. Thus, the total number of vehicles that need to be inspected in the next 6 months is about 2.5 million vehicles.

Meanwhile, the inspection capacity of 241 inspection centers with 384 lines is operating about 550,000 vehicles per month. This also means that, to completely resolve the backlog and congestion, it will take at least 6 months to inspect all the above vehicles (not to mention the cases where vehicles need to be re-inspected). Especially in Hanoi and Ho Chi Minh City, where the density of vehicles is high, it will take longer.

Automatic renewal of vehicle registration and issuance of electronic certificates will help relieve congestion at vehicle registration centers.

Based on the urgent proposals of the associations, the Department of Vehicle Registration is proposing a detailed plan for the Ministry of Transport to submit to the Prime Minister a circular amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT. The most important content is the simplified procedure to extend the inspection cycle for the group of vehicles eligible for the extension of the inspection cycle.

According to the Vietnam Register, vehicle owners will not need to bring their vehicles for re-inspection or complete paperwork at inspection stations, but can receive a certificate of extended inspection period by looking up information on the Vietnam Register's TTDK application or looking up information online on the Vietnam Register's Electronic Information Portal. The current TTDK application, in addition to allowing users to schedule inspections online, choose a suitable time and location, and avoid long queues at inspection stations, will soon launch the "Registration extension" feature for old vehicles that are eligible for extended inspection periods.

"After entering correct and complete information, if the vehicle is accepted to extend the inspection cycle, the app will display a notification about the extension of the vehicle's inspection cycle. A certificate of validity of the certificate and inspection stamp will be issued to the user. This certificate will have a QR-Code, when participating on the road, the traffic police force will scan the information through the code to verify the vehicle information", said a representative of the Department of Registration.

Similar to the above method, people and businesses can also look up online on the Electronic Information Portal of the Vietnam Register to be granted a certificate confirming the validity period of the certificate and an inspection stamp recording the extended time of the vehicle. Vehicle owners can download it to their phones or print it out for use when participating in traffic.

According to the Vietnam Register, if the plan to automatically extend the inspection cycle is approved by the Government, it will help vehicles to automatically extend the cycle without having to re-inspecte, and the current overload situation at the inspection centers will be resolved. The Vietnam Register said that it is expected that this May, the plan to automatically extend the inspection will be approved.

Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, commented: "The situation of congestion and disruption in the inspection process is very serious and urgent. Transport and logistics enterprises are stagnant in production, causing huge waste and damage and a high risk of being fined for not promptly implementing contracts signed with partners. According to calculations, if 3.1 million non-transportation vehicles (vehicles with white license plates) are automatically extended their inspection cycle, the congestion will be resolved quickly, at which time the inspection centers will only focus on inspection for transport enterprises and cooperatives...".

Speaking to Thanh Nien reporter, Mr. Le Trung Tinh, Chairman of the Ho Chi Minh City Interprovincial Passenger and Tourism Automobile Transport Association, also agreed: "The plan to automatically issue vehicle registration through the TTDK application and the website of the Vietnam Register for non-commercial vehicles is something that businesses have often proposed for a long time but has not been recognized. Up to now, the detailed plan has been submitted to the Government for approval, we recommend that the above solutions should be quickly implemented to effectively overcome traffic congestion."

Mr. Nguyen Van Hung, representative of the Binh Duong Province Transport Association, also expressed his excitement: "We have been waiting for this solution for a long time. If there is a detailed plan, it should be implemented immediately because this is the only way to immediately resolve the current congestion of vehicle inspections. I think the solutions proposed by the Department of Vehicle Inspection are effective. In cases that may arise when extending automatic inspections, such as vehicle modification, adding accessories such as lights, horns, exhaust pipes, etc. with standards exceeding the permitted threshold, the traffic police should increase inspections, and when the vehicle inspection is in the next period, it must also be strictly implemented to completely limit it."

Responding to Thanh Nien reporter, Mr. Nguyen Minh Dong, a long-time expert in the field of automobile mechanics, commented: "Automatic renewal and issuance of electronic certificates are extremely necessary in the current period. However, the long-term task is to train a team of inspectors to supplement the shortage. Current regulations for granting inspectors' certificates are too complicated and take too much time, while in reality, inspection work does not require such a long training process, it is even more complicated than training mechanical engineers and machine designers. In my opinion, it is necessary to shorten and streamline the training process and issue certificates to inspectors to overcome the current congestion situation."

Businesses are given priority to register on the TTDK application.

The TTDK application of the Vietnam Register has just updated the business account registration feature to support transportation companies, car rental companies, garages/car salons or businesses with a large number of vehicles to be able to register many vehicles and schedule inspections. Specifically, in the registration section, business customers need to enter the following information correctly and completely, including: Business name, business representative, email, password and must upload a photo of the business license to verify the account.

This feature helps businesses easily register multiple vehicles and schedule their vehicles. At the same time, it helps businesses manage the number of vehicles and the number of inspection appointments. Previously registered personal accounts, in case they want to update their business accounts, can also be supported. In addition, the TTDK app administration team also recommends that business or personal accounts update the correct serial number of the certificate according to the vehicle license plate number so that the system can unify data, optimize inspection scheduling and limit "virtual" and duplicate inspection slots.
