No more congestion on vehicle registration thanks to new regulations

According to the Ministry of Transport, the amendment of two regulations in the Decree on motor vehicle inspection service business has prevented the recurrence of traffic congestion for vehicles coming for inspection.


According to Giao Thong Newspaper's reporter, contrary to the forecast of the Vietnam Register, in late November 2024, at registration centers across the country, the demand for motor vehicle inspection did not increase dramatically.

At the end of November, people's demand for vehicle inspection did not increase suddenly, and there was no congestion or overload.

According to statistics from the 2908D Vehicle Inspection Center (Hanoi), from November 1 to November 21, this unit inspected and issued inspection certificates and inspection stamps for 1,824 vehicles, an average of 90 vehicles per day (only 50% of capacity). Compared to October, the number of vehicles inspected here remained unchanged, even decreasing by a few dozen vehicles.

Similarly, in Hoa Binh, although it is almost the last month of the year, the number of vehicles coming for inspection at Inspection Center 2801S is still quite low, with an average of only 50 - 60 vehicles per day.

Previously, according to statistics, more than 900 inspectors were prosecuted at 112 inspection centers in 42 localities and their inspection certificates will be revoked according to regulations (Decree No. 30/2023/ND-CP).

Of these, 91 inspection centers in 32 localities had 2 or more inspectors prosecuted, leading to these inspection centers having to suspend operations for 3 months.

The shortage of vehicle inspectors has led to a forecast that up to 36 localities nationwide are at risk of traffic congestion for inspection.

Although it was not yet 3:00 p.m., at Inspection Center 2801S (Hoa Binh), the waiting area was deserted of vehicles coming for inspection.

Explaining the difference between reality and forecast, in a document sent to the Ministry of Justice regarding the provision of information to serve the preparation of press releases for documents issued by the Government and the Prime Minister, the Ministry of Transport said that Decree No. 121/2024 (amending and supplementing the provisions of Decree 139/2018 and Decree 30/2023 of the Government on the business of motor vehicle inspection services) effective from October 5, 2024 has two important amendments to help prevent the recurrence of traffic congestion for vehicles coming for inspection.

Two important amendments include: Abolishing the regulation on temporary suspension of the operation of inspection units with 2 or 3 inspectors being punished or 2 inspectors having their inspection certificates revoked.

At the same time, the revocation of vehicle inspection certificates in cases of "being convicted by a legally effective court judgment for violating regulations related to the field of motor vehicle inspection" is suspended until January 1, 2025.

The issuance of the above regulation has promptly prevented the situation where localities no longer have inspection units to serve people and businesses because many inspectors will have their certificates revoked and many inspection units will temporarily stop operating.
