After failing to persuade businesses to hand over land, Vinh Linh district (Quang Tri province) has forcibly reclaimed the last 200m of land on the main route of the Van Ninh - Cam Lo expressway through the area.
On the morning of October 24, the Land Reclamation Enforcement Board of Vinh Linh District (Quang Tri Province) carried out the enforcement of nearly 200m belonging to Quang Tri Forestry Products Joint Stock Company, handing over to the investor and contractor of the North-South Expressway project, Van Ninh - Cam Lo section.
This is the last land acquisition problem on the main route of the Van Ninh - Cam Lo expressway project through Vinh Linh district as well as the section through Quang Tri province.
Vinh Linh district is forcibly reclaiming land to hand over nearly 200m of the last site on the main route of the Van Ninh - Cam Lo expressway.
Previously, Mr. Nguyen Anh Tuan, Vice Chairman of Vinh Linh District People's Committee - concurrently Head of the Land Reclamation Enforcement Board - continued to persuade Mr. Nguyen Minh Thanh, General Director of Quang Tri Forest Products Joint Stock Company to hand over the land, but this enterprise still resolutely refused.
The reason, according to Mr. Thanh, is that Vinh Linh district has not fulfilled its commitment on October 2 (Quang Tri Forest Products Joint Stock Company and Vinh Linh district signed a commitment that the company would relocate its assets and hand over the site, and the district would resolve the company's requests for support). However, up to this point, the company's requests have not been resolved.
Conduct cordoning off of the area within the enforcement scope.
Mr. Nguyen Anh Tuan said: The District Compensation, Support and Resettlement Council has sent notices many times but this company has firmly refused to receive the money because it is still petitioning, not because the Compensation Council has not paid the money.
"Today, through the mobilization work, the enterprise also presented some recommendations. These recommendations are being considered and resolved by the district and the province. At this time of mobilization, the enterprise also did not agree to hand over the land, so measures must be taken to forcibly reclaim the land," said Mr. Tuan.
Many machines and equipment have been brought by the contractor and are ready for construction as soon as the locality hands over the site.
At the scene, the authorities have cordoned off the area of compulsory land acquisition (over 6,000m2). Within this area, machinery, equipment, and factories have been dismantled and temporarily relocated to the side by Quang Tri Forestry Products Joint Stock Company.
According to the representative of the Ho Chi Minh Road Project Management Board and contractor Truong Thinh, the unit mobilized machinery and equipment to conduct weathering and construction of this 200m section immediately after the Land Acquisition Enforcement Board handed over the site.
Weather permitting, it will take the contractor about a month to complete this 200m section.

The North-South Expressway project, Van Ninh - Cam Lo section, has a total route length of more than 65.5km, of which the section through Quang Binh province is more than 33km long, passing through the districts of Quang Ninh and Le Thuy. The section through Quang Tri province is more than 32.5km long, passing through the districts of Vinh Linh, Gio Linh and Cam Lo.
The Van Ninh - Cam Lo expressway project includes 2 construction packages, including package XL1 (Km 675+400 - Km 708+350), located in Quang Binh province, constructed by the joint venture of Truong Thinh Group Joint Stock Company - Truong Son Construction Corporation - Construction Joint Stock Company 368.
Package XL2 (Km 708+350 - Km 740+884), located in Quang Tri province, is constructed by a consortium of Truong Thinh Group Joint Stock Company - Construction and Transport Joint Stock Company No. 1 and Railway Construction Corporation Joint Stock Company.
The project started on January 1, 2023, and the project progress according to the contract will be completed in October 2025, but currently the project implementing units are making efforts to soon bring the project to the finish line on April 30, 2025.
