According to statistics, in the period of 2004-2021, through State funding and other social resources, the entire Quang Tri province has supported the construction of more than 22,000 houses for poor households and policy households.
Next, from resources from national target programs (MTQG) such as: Socio-economic development; Sustainable poverty reduction, New rural areas and funds: Gratitude, mobilizing socio-political organizations to join hands to eliminate temporary and dilapidated houses, the whole province has mobilized over 213.07 billion VND to support the construction and repair of over 6,000 houses. The beneficiaries of support for new construction and repair are poor households, policy households, and ethnic minority households with difficult housing circumstances.
Of which, the resources from Project 1, the Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas (National Target Program 1719) for the period 2021-2025, are allocated nearly 1,479 billion VND. Based on this capital source, the province has allocated over 217 billion VND to implement housing support content in Project 1. Thereby, there will be over 3,000 "3-hard" houses supported for construction to hand over to poor households with difficult housing circumstances in ethnic minority and mountainous areas.
Along with resources from national target programs, socio-political organizations also joined hands to eliminate temporary and dilapidated houses in Quang Tri province. Typically, the Ministry of Public Security and the Provincial Police Department chaired and coordinated with localities to build 200 houses (VND 50 million/house) for the poor in the two mountainous districts of Huong Hoa and Dakrong. With the spirit of "overcoming the sun and overcoming the rain" of the construction unit; and the support of working days from officers, soldiers and young police officers at all levels, 200 houses supported by the Ministry of Public Security were completed and handed over to people in time to welcome the Lunar New Year of At Ty 2025.

Right from the beginning of the 2021-2025 term, Quang Tri has proactively developed the project "Eliminating temporary and dilapidated houses". Accordingly, the Provincial People's Committee and the Fatherland Front Committee of Quang Tri province also issued the Project "Mobilizing resources to support the construction of new houses for poor households in Quang Tri province, period 2022-2026", also known as Project 197 and approved by the Provincial People's Council. After 4 years of implementing the Project, the task of eliminating temporary and dilapidated houses in Quang Tri has achieved certain achievements.
Up to now, the total number of households that have received housing support under Project 197 is 1,860 households with a total support amount of 120 billion VND. In addition, resources from national target programs; other legal socio-political organizations have created great motivation for Quang Tri to gradually complete the goal of eliminating temporary and dilapidated houses before August 30, 2025.
However, according to statistics, up to now, Quang Tri still has 7,167 households in need of new construction and repair of houses, with a total cost of more than 321 billion VND. To complete the goal of eliminating temporary and dilapidated houses before August 30, Quang Tri is implementing with the spirit of "great effort and high determination".
First of all, the resources from Project 197, up to the time the People's Committee of Quang Tri province allocated funds to implement the Project to localities. Specifically, Huong Hoa district was allocated 50.57 billion VND to build new and repair houses for 725 poor households. The remaining amount of over 33 billion VND has also been allocated to localities to implement new construction and repair of houses for beneficiaries of Project 197. Localities in Quang Tri are also determined to hand over houses to poor households and policy households that are beneficiaries of support for new construction and repair of houses under Project 197, before fund II/2025.
Regarding resources from the National Target Program 1719 and Sustainable Poverty Reduction, the People's Committee of Quang Tri province has directed localities to accelerate the implementation of housing support content. At the same time, combining capital sources to create a combined strength towards the goal: Disbursing all funds, increasing the beneficiaries so that all poor households and ethnic minority households with difficult housing circumstances have "3-hard" houses to settle down.
Another good news in the program to eliminate temporary and dilapidated houses in Quang Tri is that, in early 2025, the Ministry of Public Security invested 80 billion VND to build 1,143 houses for poor households in the province. Each house has a total construction cost of 100 million VND, of which the Ministry of Public Security supports 70 million VND; Quang Tri province supports 30 million VND. These houses ensure full "3 hard" standards (hard foundation, hard frame - wall, hard roof) according to approved designs, suitable for local weather conditions and have a lifespan of over 20 years.
The Quang Tri Provincial Fatherland Front Committee also developed a mass mobilization plan, mobilizing all forces in the political system, including the police force, the military force, and civil servants from the province to the locality as assigned. From there, support households, especially policy households with difficulties in human resources, poor households so that the house is completed on time and with the right quality according to the spirit of the Prime Minister, which is "help with whatever you have, help a lot with a lot, help a little with a little"
