The conference was organized by the Ministry of Foreign Affairs in coordination with Cao Bang province, demonstrating the province's determination to cooperate and develop more strongly in implementing the goals set out in the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress. The event was of great significance as it took place on the occasion of the 525th anniversary of the province's founding, attracting nearly 500 delegates representing leaders of central ministries, departments and branches, the Ministry of Foreign Affairs, leaders of Cao Bang province, representatives of departments, departments, branches, districts and cities of Cao Bang province, embassies, international organizations, non-governmental organizations, associations, domestic and foreign enterprises.
"Solid fence" At the conference, Deputy Minister of Foreign Affairs Ha Kim Ngoc said that Cao Bang has an important strategic position, being the "fence" of the northern border of Vietnam. With the advantage of a 333 km long border with the Guangxi Zhuang Autonomous Region (China), the province has a network of important border gates, including two international border gates, two bilateral border gates, two secondary border gates and many openings and trails across the border. In addition, the province also possesses quite rich mineral resources, many mines with large reserves (iron, manganese, lead, zinc, construction materials...) and is famous for its unique agricultural products such as pears, black jelly (Dong Khe), chestnuts, Pi Pat sticky rice (Trung Khanh), Tra Linh tangerines, Gynostemma pentaphyllum tea... With the unique natural conditions of the northern mountainous region, Cao Bang has many ecological sub-regions, many majestic landscapes, not only with biodiversity values, unique geological and geomorphological heritages, but also converging many famous historical and archaeological relics. Deputy Minister Ha Kim Ngoc assessed that the above favorable conditions help the province have many potentials and strengths in implementing breakthroughs. For example: making tourism a spearhead economy; developing smart agriculture, building brands, increasing the competitiveness of agricultural products, aiming for export; developing border gate economy to build Cao Bang into a transit center for goods from Lach Huyen international port (Hai Phong) to Trung Khanh - Urumqi (China) - Khorgos, (Kazakhstan) to European countries and vice versa. Speaking more about the potential of the province, Chairman of the Cao Bang Provincial People's Committee Hoang Xuan Anh informed that, through the process of construction and development with many separations and mergers, Cao Bang has always maintained its role as an administrative unit with an important strategic position and a solid "fence" on the northern border of the Fatherland. Mr. Hoang Xuan Anh shared: “On the glorious historical journey, Cao Bang is honored and proud to represent the people of the whole country to welcome leader Nguyen Ai Quoc back to the country to lead the Vietnamese revolution, after more than 30 years of wandering to find a way to save the country. The land of Cao Bang has been associated with many revolutionary activities of President Ho Chi Minh and the Vietnamese revolution. Therefore, when talking about Cao Bang, we are talking about the 'red addresses' of the country such as: Pac Bo special national relic site; Tran Hung Dao forest special national relic site, 1950 border victory site in Thach An district... ". Regarding investment attraction, Vice Chairman of Cao Bang Provincial People's Committee Trinh Truong Huy said that with the goal of creating an open, transparent, attractive and safe investment and business environment for investors, the province has issued a key program "Building and innovating mechanisms and policies to improve the investment and business environment, attracting strategic investors"; promulgate and implement investment incentive policies such as: specific policies to support enterprises and cooperatives investing in agriculture and rural areas; policies to support agricultural and forestry development; policies to support production development, linkage and product consumption... Regarding current policies of the Central Government, specifically according to the 2020 Investment Law and Decree No. 31/2021/ND-CP dated March 26, 2021 of the Government detailing and guiding the implementation of a number of articles of the Investment Law, the province is located in an area with particularly difficult economic conditions, therefore, investment projects in Cao Bang (except for some types of investment projects: mineral exploitation, production, trading of goods and services subject to special consumption tax according to the provisions of the Law on Special Consumption Tax, except for automobile manufacturing) are enjoying the highest incentives according to the provisions of law.

Turning difficulties into distinct advantages According to the Chairman of the Provincial People's Committee, throughout the long development journey, Cao Bang has always strived to make continuous efforts. In recent years, Cao Bang has joined hands, united, and made efforts to create fundamental and substantial changes in socio-economic development. In the 2020 - 2025 term, Cao Bang province advocates effectively exploiting all potentials and strengths to develop the socio-economy, focusing on developing high-tech agriculture, tourism, and border economy. "The province will provide maximum support to domestic and foreign investors, businesses, and partners to survey and implement investment cooperation activities in the province; focusing on investment in the fields of tourism, border economy, and high-tech agriculture...", Mr. Hoang Xuan Anh emphasized. Deputy Minister Ha Kim Ngoc also said that with the determination to turn difficulties into distinct advantages to break through and rise up, Cao Bang has joined hands, united, and made continuous efforts to create fundamental and substantial changes in economic development. The province is promoting the solution of the problem of shortening geographical distances, further improving trade capacity with administrative and economic centers in the Northern region and across the country to match the province's potential. "I believe that, with abundant development space and the right direction of the provincial leaders, Cao Bang can absolutely become the priority choice of international partners," Deputy Minister Ha Kim Ngoc expressed. On the side of the Ministry of Foreign Affairs, Deputy Minister Ha Kim Ngoc said that economic diplomacy for development is a key and regular task of the Ministry in implementing foreign affairs activities. In the coming time, the Ministry of Foreign Affairs will continue to promote its role as a bridge, creating many forums and spaces for Cao Bang, Vietnamese enterprises and international partners to meet, exchange, connect, and move towards practical and effective cooperation. Deputy Minister Ha Kim Ngoc affirmed: “The Ministry of Foreign Affairs will increase maximum support for representative agencies, international organizations, investors... who have investment needs in Cao Bang; focusing on investing in areas that the province has needs such as: tourism, trade, high-tech agriculture, border gate economy, mining industry, transportation...”
“Cao Bang has a foundation to connect and cooperate with European countries, especially Central and Eastern Europe. The Central and Eastern European Business Association in Vietnam will increase support for effective cooperation between the two sides, focusing on the fields of sustainable agricultural production, tourism, technology transfer, renewable energy, sharing of expert experience, and research to help Cao Bang products penetrate the European market.” Marko Moric, Chairman of the Central and Eastern European Business Association in Vietnam |
