On April 8, Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, received Mr. ITO Naoki - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, his wife and the delegation of the Japanese Embassy.

Also attending were comrades: Be Thanh Tinh, Standing Committee member, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Hoang Van Thach, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; leaders of a number of provincial departments and branches.

At the reception, Secretary of the Provincial Party Committee Quan Minh Cuong thanked Mr. ITO Naoki for his special attention and affection for Cao Bang province; at the same time, he briefly introduced the geographical location, potential, advantages and development orientations of the province in the coming time, focusing on promoting the revolutionary homeland tradition, indigenous and ethnic cultural values, traditional culture associated with sustainable tourism development, protecting the natural environment; developing transport infrastructure, border gate economy , promoting foreign economic relations and international cooperation.

Implementing the high-level common perception of the two countries on the comprehensive strategic partnership between Vietnam and Japan, in recent years, Cao Bang province has organized a number of provincial and sectoral delegations to visit and work in Japan. On the basis of the friendly cooperative relationship between the two sides, Cao Bang province wishes to further expand and develop exchange and cooperation relations with localities and partners of Japan.

In particular, in 2024, Cao Bang was affected by storm No. 3, causing great damage to people and property and public works in the area. Sharing these difficulties, the province has received support and assistance from domestic and foreign organizations, including Japanese organizations that have promptly supported, shared and implemented projects to help Cao Bang people quickly overcome the consequences of natural disasters and rebuild their lives. Through UNICEF, the Government of Japan has approved the project "Supporting Cao Bang province to overcome the consequences of storm No. 3 - Yagi for children and women" with an aid budget of 1,260,400 USD (equivalent to 31 billion VND). The project has effectively contributed to overcoming damage, stabilizing the lives, safety, health and education of children and families in storm and flood areas.

On behalf of the provincial leaders, the Provincial Party Secretary expressed his deep gratitude for the kindness and spirit of "mutual love and affection" of the Japanese people and government, especially the Embassy of Japan and the United Nations Children's Fund (UNICEF) in Vietnam. He hoped that the Ambassador and the staff of the Embassy of Japan would continue to pay attention to and support projects to promote tourism development and support the poor in disadvantaged areas in accessing social services; create favorable conditions for Cao Bang province to access small-scale aid projects, humanitarian emergency aid, prioritizing areas related to basic human needs and areas that ensure people's safety, improve capacity, and train human resources; support the implementation of projects in the fields of health, education, environment, agriculture, infrastructure, disaster prevention, climate change, and waste treatment; Support scholarships for poor students in Cao Bang province to have the opportunity to study in Japan; support projects in the field of commercial activities, creating jobs for people; promote information and images of Cao Bang to Japanese friends.

Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam ITO Naoki thanked the provincial leaders, departments and branches of Cao Bang province for their warm welcome to the delegation; he believed that under the leadership of the Provincial Party Secretary, Cao Bang province would develop further. The Ambassador shared the difficulties and losses of the province due to the impact of storm No. 3. He hoped that the province would continue to coordinate to effectively implement the project. At the same time, he expressed his belief that Japan's support for Vietnam in general and Cao Bang province in particular would contribute to helping people in the disaster-affected areas stabilize their lives.

Provincial Party Secretary Quan Minh Cuong thanked the Japanese Government for its support and pledged to create the most favorable conditions, ready to participate in and implement cooperation programs and projects funded by Japan. Cao Bang province always welcomes all cooperation opportunities for prosperous and sustainable development.
