On April 8, the Provincial Military Party Committee held a conference to issue a resolution on leadership in implementing tasks for the second quarter of 2025. Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Secretary of the Provincial Military Party Committee chaired the meeting. Attending were leaders of the Provincial Party Committee's committees; Party Committee members of the Provincial Military Party Committee.
In the first quarter, the Provincial Military Party Committee advised the Provincial Party Committee and the Provincial People's Committee to issue a directive on local defense work in 2025. Strengthen the Provincial Defense Zone Steering Committee. Develop a plan to foster defense and security knowledge for the subjects. Direct districts and cities to organize military handover ceremonies in accordance with regulations. Strictly maintain combat readiness, especially during holidays and Tet, to ensure safety for the Prime Minister's delegation visiting and working in the province. Mobilize 331 officers and soldiers to participate in forest fire prevention and fighting, and organize a good training launch ceremony in 2025.
Internal political protection and mass mobilization work achieved positive results; continued to implement the program to support the construction of "Comrades' Houses" and "Great Unity Houses". Received and mobilized troops for agencies and units to meet mission requirements; resolved the demobilization of 282 non-commissioned officers and soldiers to return to their localities with strict security. Complying with the law and discipline, units ensured safety.
Concluding the conference, Comrade Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee, Quan Minh Cuong, highly appreciated the results of the implementation of the tasks in the first quarter of the Provincial Military Party Committee, and at the same time requested that in the coming time, the Provincial Military Party Committee advise on building a streamlined grassroots army, organizing the government closely linked with the military after the administrative boundary arrangement. Strictly implement the Party's directives and resolutions, strengthen ideological education, prepare well for logistics, and be ready to ensure strict content when reorganizing units. To ensure safety during exercises, military units need to strengthen their grasp of the political security situation, social order and safety at the commune level, and coordinate with other forces to propagate and educate the people about the law.
Next, the Provincial Military Command (CHQS) organized a handover ceremony of the position of Political Commissar. Attending were Lieutenant General Nguyen Hong Thai, member of the Party Central Committee, Deputy Secretary of the Party Committee, Commander of Military Region 1; and functional agencies of the Military Region.
On the provincial side, there were comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Secretary of the Provincial Military Party Committee; leaders of the Provincial Party Committee's committees; the Military Command commanding the Military Commands of 10 districts, cities and affiliated units.
According to the assignment of the Central Military Commission of the Ministry of National Defense, Colonel Nong Tien Dung, Standing Deputy Secretary of the Party Committee, Political Commissar of the Provincial Military Command was assigned to hold the position of Deputy Chief of Politics of Military Region 1; Colonel Phuong Nam Ky holds the position of Political Commissar of the Provincial Military Command.
At the conference, Colonel Nong Tien Dung handed over the responsibilities and tasks of all aspects of Party work and political work of the provincial armed forces, including: Party organization and building, personnel work, security protection, mass mobilization, policies, mass work, Party work documents, and political work. Colonel Phuong Nam Ky received and assumed the task from April 8, 2025.
Speaking at the conference, Comrade Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee, Quan Minh Cuong, requested the Political Commissar of the Provincial Military Command to immediately get to work, first of all, reviewing the quality of cadres and party members at all levels to prepare for the congress and then rearranging units. Comrade Nong Tien Dung promoted the spirit of the revolutionary homeland to fulfill his duties and responsibilities in his new position, at the same time, continued to care for and help the Cao Bang provincial armed forces to develop widely, helping local Party committees, authorities and people to develop the socio-economy, improving the lives of people in the Military Region.
Speaking at the assignment, Lieutenant General Nguyen Hong Thai emphasized: Comrade Nong Tien Dung, with many years of experience working at the Provincial Military Command, has successfully completed the assigned tasks and responsibilities. He needs to promote his will and determination, immediately adapt to the new job, and fulfill the assigned tasks and responsibilities well.
In the coming time, the Provincial Military Command needs to organize a streamlined and strong military organization and do a good job of policy work, statistics, review and inspection of combat documents, ensuring effective and efficient operations.
