Director of the Aquaculture Research Institute III Vo Van Nha said the institute has reported the incident to the Department of Fisheries, Ministry of Agriculture and Rural Development.
The Ministry invested 3.9 billion VND in research, but did not submit the product on time.
According to the Department of Fisheries, in December 2023, the Department of Fisheries sent a document requesting the Aquaculture Research Institute III to submit the documents and products that the Ministry had assigned "Assessment of environmental carrying capacity of concentrated lobster farming areas and proposed solutions to limit environmental pollution" before January 30, 2024, so that the Department could organize the appraisal and acceptance of the project results in accordance with legal regulations.
The above project was proposed by Associate Professor, Dr. Vo Van Nha (then Deputy Director of the Institute for Aquaculture Research III) and was assigned to be the project leader, leading the research in Xuan Dai Bay (Phu Yen), Van Phong and Cam Ranh - Thuy Trieu water area (Khanh Hoa).
The Ministry of Agriculture and Rural Development has approved (February 2022) an investment of VND 3.9 billion from the state budget for the Aquaculture Research Institute III to be implemented in 2022-2023.
On February 1, 2024, the Department of Fisheries issued another official dispatch, signed by Director Tran Dinh Luan, continuing to request the Aquaculture Research Institute III to "submit the documents and products" of the aforementioned research. Because "up to now, the above deadline has passed but the Department of Fisheries has not yet received the documents from your institute".
The Department also requested the Aquaculture Research Institute III to verify the information and "many unclear issues" that Tuoi Tre Online reported since January 31, 2024 about the above research project, and report the results to the Department to report to the leaders of the Ministry of Agriculture and Rural Development.
Research failed, "serious breach of integrity for plagiarism "
Regarding the research results, after the time limit for carrying out the research task assigned by the Ministry had passed, according to the report of the Aquaculture Research Institute III, on January 25, 2024, the Institute's grassroots acceptance council met to review the results of the project that Associate Professor, Dr. Vo Van Nha chaired the research and reported. The acceptance council "agreed that it could not yet vote for evaluation".
Because according to the review report of the grassroots acceptance council, "the survey and measurement data sources... are not reliable enough".
As for "the environmental carrying capacity section, there are many problems in terms of academics and calculations. In particular, the author copied almost verbatim many paragraphs and images in the overview of the research results" conducted by the Institute of Oceanography, reported 13 years ago.
Therefore, the review report assessed the research results as "unsatisfactory" and "research task not completed".
Specifically, "lack of the most important product, the database; data used is not transparent, lacks reliability; serious violations of integrity due to "plagiarism"; the map set does not comply with regulations and outlines. The calculation results are too different, not ensuring scientific basis".
On the afternoon of March 6, Mr. Nha said that the overdue research project had been approved by the leaders of the Ministry of Agriculture and Rural Development to extend the research for another 9 months (until the end of September 2024).
