Recently, Dan Viet Newspaper received feedback from teachers at Phuc Tho High School, Hanoi, about the school having many shortcomings in revenue and expenditure in 2024 for non-budgetary revenues.
Specifically, a teacher (who asked to remain anonymous) said that in previous years, the school's annual additional income was always among the highest. However, after the principal transferred to another job, Mr. Nguyen Van Gioi, Vice Principal, took charge, so this year the additional income of teachers in the school was "0 VND".

"In the council meeting on January 22, teachers requested to check many unreasonable expenses, specifically the monthly car rental fee of 30 million VND was too high, contacting Hanoi University of Industry cost nearly 100 million VND, the school had just built but repairs cost 100 million VND, the flower fee of 3-5 million VND/bunch was too high. That day, about 20 teachers commented but the accountant replied that he did not have the authority to request and check," the teacher said indignantly.
In particular, according to this teacher, the school collected electricity bills for air conditioning in violation of regulations and after collecting, did not deposit them into the school account. "The air conditioning was purchased by students, but at the council meeting on February 24, it was announced that it was rented!", this person wondered.

Regarding the above incident, some teachers of Phuc Tho High School sent their feedback to the Hanoi Department of Education and Training.
According to a source of Dan Viet reporter , in a meeting with school teachers on February 24, the school representative read the directive document of the Department of Education and Training. Specifically, the document stated that, implementing the direction of the leader of the Hanoi Department of Education and Training, the Department Inspectorate directed the establishment of a team to inspect revenue and expenditure, including the union, team leaders of the following groups: Math, Social, Office, and other members if necessary.
Contents of inspection and implementation of school revenue and expenditure in 2024 for non-budgetary items, specifically: air conditioning (air conditioning rental, air conditioning electricity), clubs (multi-purpose hall, basketball), sports uniforms, overtime payment. Publicize the implementation results, collect and send to the Department of Education and Training before March 10, 2025.
Accordingly, on February 17, Mr. Nguyen Van Gioi, Vice Principal in charge of Phuc Tho High School, signed a decision to establish a team to inspect the school's revenue and expenditure in 2024, consisting of 5 members. The inspection period starts from February 19 until the completion of the task, and the inspection results will be made public at the school's pedagogical council.

Regarding this incident, speaking with Dan Viet reporter , Mr. Nguyen Van Gioi, Vice Principal in charge of Phuc Tho High School, spoke out to refute. Mr. Gioi affirmed that there was no spending of 30 million VND on car rental each month, nor was there any spending of 3-5 million VND/flower basket.
"I affirm that I do not rent a car for 30 million/month. I only rent a car when I go to meetings at the Department of Education and Training, which has a meeting policy and requires an official summons.
Flowers are available for every occasion, but each basket only costs 500,000 VND. The school has a contract program with the School of Mechanical Engineering - Automobile, Hanoi University of Industry to help them with some tarps, but it doesn't cost 100 million VND to stretch the tarps," Mr. Gioi affirmed.
Regarding the issue of collecting air conditioning electricity bills from students, Mr. Gioi said that the Hanoi Department of Education and Training had sent a document requesting the school to clarify this matter. He admitted that such collection was incorrect and against the state's regulations. The school would like to draw lessons from the Department of Education and Training on this matter.
"The air conditioning fee for students was increased, the school mobilized parents to support and collected 50,000 VND/student. After the mobilization, we found that this was not right, so we requested that it be returned to parents and students," Mr. Gioi stated.
