Ho Chi Minh City Customs Department will build a digital customs system by the end of 2024.

At the Dialogue between businesses and the Ho Chi Minh City government on April 25, many businesses complained about difficulties in using the technology platforms of the Ho Chi Minh City Customs Department.

A representative of Thuan Phuong Embroidery Company said that accessing and using the technology platforms of the Ho Chi Minh City Customs Department is still quite difficult. Specifically, the Ho Chi Minh City Tax Department takes the date of revenue recognition as the date of passing through the Customs Department's supervision area, but looking up the date of passing through the customs supervision area is very difficult when having to look up each declaration one by one.

Meanwhile, businesses have many declarations, but accessing the Customs Department's website and getting the declarations is a big problem such as: customs software errors, network congestion, incorrect citizen identification, incorrect tax code... and another problem is that declarations from many previous days still do not have a date to go through the surveillance area.

Sharing about this issue, Mr. Vuong Tuan Nam, Head of Customs Supervision and Management Department, Ho Chi Minh City Customs Department informed that from 2014 to present, implementing the industry's policy, Ho Chi Minh City Customs Department is the pioneer in implementing the VNACCS/VCIS automatic customs clearance system, facilitating trade and import-export activities of the business community.

However, after nearly 10 years of operation, the system has also revealed some limitations. Specifically, this is a "closed" system, unable to integrate with the professional information systems of Vietnam Customs, making the integration, exchange, and processing of information and data between systems increasingly limited.

“The incidents related to system delays in 2023 are signs of an information supply system that is no longer suitable for the development of the times. Faced with this problem, in 2024, the General Department of Customs will have a roadmap to build a backup system to solve difficulties for businesses. Accordingly, this system is targeted to be completed by December 2024,” said Mr. Nam.

In addition, to solve the problem of information technology, the customs sector has conducted research and built a digital customs system according to package No. 1 and this package has been submitted to the Ministry of Finance for approval and implementation. It is expected that by the end of 2024 to early 2025, the customs sector will put it into trial operation for some departments.

According to Mr. Nam, the biggest difficulty at present is the lack of investment resources for building new systems, so all the functions of fixing and ensuring better utilities have not been improved. Therefore, the current solution is that businesses need to coordinate with software companies such as FPT, Thai Son, etc. to have technical solutions to support solving technology-related issues.
