Thang Binh voters highly agree on commune merger plan

The consultation conference was held at 14 village cultural houses with 14,061 voters aged 18 and over from 5,352 households participating. Ly Truong village (Binh Phu commune) had the largest number of voters among the 14 villages of the 4 communes subject to administrative unit merger (ADU) with 1,736 voters (701 households).

Participating in the conference to collect opinions, a resident of Ly Truong village said: “This is the policy of the Party and the State, so we, the voters, strongly agree. I hope that after the merger, the new apparatus will operate effectively and efficiently, proposing many new and more practical directions to develop the face of the countryside and increase people's income.”

Binh Phu commune has a natural area of ​​28.19 km2 (reaching 52.6%), the current population size is 4,644 people (reaching 92.8%). Binh Phu is subject to the administrative unit arrangement in the period of 2025 - 2030, however, it is an adjacent unit with administrative boundary adjustment when implementing the administrative unit arrangement plan, so the arrangement will be implemented in the period of 2023 - 2025.

According to Mr. Tran Thanh Hai - Chairman of Binh Phu Commune People's Committee, basically, Binh Phu commune people attended and gave their opinions fully. Voters exercised their rights and obligations according to Article 13 of Decree No. 54 dated April 16, 2018 of the Government on guidelines for collecting voters' opinions on the establishment, dissolution, merger, division, and adjustment of administrative unit boundaries.

“For those who do not come to the consultation point, the list will be reviewed and compiled, and the task assigned to self-management teams will be sent to each household to collect their opinions. We will prioritize cases of illness and those who cannot travel, then other households,” said Mr. Hai.

In Binh Dinh Nam commune, voter Nguyen Quang Moi (Chau Xuan village) said that the merger should facilitate the settlement of administrative procedures and adjustment of citizens' documents. The arrangement of schools and medical stations should also be appropriate, creating convenience for students and people; the arrangement of redundant staff after the merger, especially non-professional staff, should be calculated reasonably.

For Binh Dinh Bac commune, more than 3,700 voters (1,400 households) participated in the poll. Among them were a number of students and workers working far away. In recent days, the functional agencies and local authorities have stepped up notifications and propaganda to encourage these groups of voters to return to their localities to vote.

Mr. Le Van De - Secretary of the Party Committee of Binh Dinh Bac commune said that along with propaganda and mobilization, the commune has implemented a plan to collect voters' opinions at the cultural houses of 3 villages. According to statistics, the whole commune has about 200 sick, ill, elderly and lonely people... who cannot participate in the centralized voting, the commune has arranged teams to go to their homes to collect opinions.

As of 11:00 a.m. on May 12, voters in four communes had completed their rights and obligations as citizens. According to statistics, a high percentage of voters agreed with the plan to rearrange administrative units, specifically: Binh Phu 99.87%, Binh Chanh 95.2%, Binh Dinh Bac 98.44% and Binh Dinh Nam 96.46%.

According to the project, the entire natural area and population of Binh Chanh commune will be merged into Binh Phu commune, named Binh Phu commune, with the new administrative unit's office located at the People's Committee of Binh Phu commune; the entire natural area and population of Binh Dinh Bac and Binh Dinh Nam communes will be merged into Binh Dinh commune, with the office located at the People's Committee of Binh Dinh Bac commune.
