BHG - On the afternoon of February 28, the Provincial Police Department held a ceremony to announce the decision of the Minister of Public Security on the dissolution of the District Police Department and the decision of the Provincial Police Director on the reorganization of the apparatus. Attending the ceremony were comrades: Hau Minh Loi, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Chung Thi Chien, member of the Provincial Party Committee, Secretary of the Ha Giang City Party Committee; Ha Thi Minh Hanh, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Police Department and a number of departments and branches.

At the ceremony, the leader of the Provincial Police Department's Organization and Personnel Department announced the decision of the Minister of Public Security to promote the rank from Lieutenant Colonel to Colonel for comrade Nguyen Manh Hung, Deputy Director of the Provincial Police Department.

Next, the Minister of Public Security announced the decision to dissolve 11 district and city police stations and their affiliated organizations (except for the Police Station) starting from March 1, 2025. At the same time, the decision of the Provincial Police Director on the reorganization of the Provincial Police Department was announced. Accordingly, 49 leaders, who are district chiefs and deputy chiefs; 80 team leaders and commune police chiefs and equivalent; 154 deputy team leaders and deputy commune police chiefs and 726 police officers and soldiers in the whole province, were transferred and arranged.

After dissolving 11 district-level police stations and organizing the activities of the provincial police into 2 levels (province and commune), the provincial level has 25 department-level units and the commune level has 193 units. For department-level and equivalent leaders, after the arrangement, there are 25 department heads, a reduction of 11 people; 109 deputy department heads, a reduction of 14 people. For commune-level police stations, there have been enough arrangements for 193 chiefs and 252 deputies/193 communes, wards, and towns. During the arrangement, 14 command leaders applied for early retirement and 9 deputy chiefs of district police asked to be appointed as commune-level police chiefs.

Speaking at the ceremony, Vice Chairwoman of the Provincial People's Committee Ha Thi Minh Hanh stated: It is necessary to unify the viewpoint and awareness that the end of the operation of the District Police is not the end of the requirements of the Police work at the district level, but in fact, it is a change in the operating mechanism, reducing the intermediate levels to improve the quality, effectiveness, efficiency and quality of work. The initial reorganization of the Police force will have certain difficulties and problems, both in terms of mechanism, policy and staff organization. In order to avoid interruptions and interruptions in work, affecting the task of ensuring security, order and quality of service to the people, the Police force needs to urgently stabilize the organization after the reorganization, especially the operating mechanism, ensuring specialization, professionalism and comprehensiveness in the province; closely, stay close to the people, stay close to the locality, bring all aspects of work of units, especially at the commune level, soon stabilize and become orderly, contributing to maintaining security and order from the grassroots. In the immediate future, absolutely ensure security and safety for Party Congresses at all levels, term 2025-2030 and important political events, anniversaries of the country and localities in 2025.

Vice Chairwoman of the Provincial People's Committee Ha Thi Minh Hanh requested the Provincial Police to review, study and advise the Provincial Party Committee and the Provincial People's Committee to adjust the leadership and direction mechanism for organizing security and order work as well as the coordination mechanism between the Provincial Police and agencies, units and localities in ensuring security and order and building the Police force in accordance with the new organizational model, especially when the District Police model is not organized. Direct the good implementation of administrative procedures and public services under the responsibility of the Provincial Police, especially the work parts transferred from the provincial departments and branches, without interrupting the work. Widely disseminate information so that agencies, organizations and people know about the new organizational model of the People's Police and facilitate contact for work. Focus on Party building and building the Police force in the spirit of Resolution No. 12 of the Politburo; focus on preparing and organizing Party Congresses at all levels in the Provincial Police force; Do a good job of managing and educating cadres and soldiers; ensure logistics and policies, especially for those who are assigned to take up tasks at the commune level.
