After more than 1 week of implementing Decree 168, the City Police found that the traffic order and safety situation in the area has had many positive changes as people have raised their awareness and sense of responsibility in strictly complying with traffic laws.

During rush hours on major routes in the city, drivers stop and wait for traffic lights in a serious and orderly manner. There are no longer cases of drivers driving on the sidewalk, driving on the wrong side of the road, and driving in the wrong direction has also been limited.

People have had a positive change in awareness, especially the culture of not driving after drinking alcohol has gradually improved. They have become accustomed to using technology vehicles after consuming alcohol.

Mr. Nguyen Thanh Loi, Deputy Head of the City Traffic Safety Committee, also acknowledged that the implementation of Decree 168 has created positive effects right from the first days. Compliance with traffic lights has increased; compliance with lane and speed regulations has clearly changed.

Expressing his opinion on the strict implementation of Decree 168, which has led to traffic congestion and traffic on the road seeming to be more serious, Mr. Loi said that participating in traffic in an orderly manner will ensure the flow of traffic, leading to safer and more civilized traffic participation. If not ensured, it will create traffic jams.

Regarding whether right turns should be allowed on red lights, Mr. Loi said that for a long time, right turns were allowed on red lights at some intersections in the city to avoid traffic jams. Therefore, when Decree 168 is strictly applied, there will be a "slight shock" for traffic participants. However, it is necessary to comply with the regulations correctly and fully, and everyone needs to comply.

Mr. Loi also said that the Ho Chi Minh City Traffic Safety Committee will receive opinions on this issue for research and consultation.

Received 1,880 images reflecting traffic violations

Regarding the movement for the entire population to participate in detecting and providing information and images reflecting traffic safety violations through the ZOA Page of the Traffic Police Department, Lieutenant Colonel Le Van Hai, Head of PC06 Department, said that from the time the City Police launched it in June 2024 until Decree 168 took effect, 1,880 information and images were received.

Transferred 1,041 pieces of information to traffic police units in the City Police to continue verifying vehicle owners/violators and handling them.

The review and verification units sent 654 notices inviting vehicle owners/violators and decided to fine 128 cases with a total amount of nearly 500 million VND, including 61 cases of driver's license revocation.

The level of support for individuals and organizations providing information reflecting administrative violations of traffic order and safety shall not exceed 10% of the administrative violation fine/case, with a maximum of 5 million VND/case. Currently, PC08 Department has not made the payment due to the lack of specific instructions from the Ministry of Public Security.

Mr. Hai said that the Traffic Police Department has not received any information reflecting or denouncing negative incidents such as extortion of violators or being beaten while filming traffic violations.

However, to ensure safety for yourself and the community, Ho Chi Minh City Police recommend that people strictly comply with the Law on Road Traffic Order and Safety; and participate in traffic in a civilized and polite manner.

For citizens providing information reflecting administrative violations of traffic order and safety, it must be ensured that the collection of information does not affect the honor, dignity, and reputation of citizens and respects the personal privacy and freedom of image of citizens in public places.

If the information shows signs of being falsified or distorted, the person providing the information will be handled according to the provisions of law.
