On the afternoon of February 29, at the weekly press conference on the economic and social situation in Ho Chi Minh City, a representative of the Ho Chi Minh City Police provided the latest information on the CCCD card.
Lieutenant Colonel Le Manh Ha - Deputy Chief of Staff, Ho Chi Minh City Police said that the police agency encourages people to add biometric data on DNA, iris and voice to the CCCD card. This brings many benefits such as related to health or being forged, biometric data will help process more accurately and quickly.
Previously, on November 27, 2023, at the 6th Session (15th National Assembly), the National Assembly passed the Law on Identification. Accordingly, the Law consists of 7 Chapters and 46 Articles and will take effect from July 1, 2024.
This is a big step forward in reforming administrative procedures and citizen papers and is meaningful in promoting the value of the National Population Database, the Identity Database, the value and utility of the Identity Card, and electronic Identity in socio-economic development; meeting the requirements and tasks of digital transformation in our country according to the goals of Project 06 of the Government.
The new points of the Identity Law include not only a change in name, the proposed new card model has many differences compared to the citizen identity card. In particular, the "hometown" section is changed to "place of birth registration"; "permanent residence" is changed to "place of residence", and it is also moved to the back of the card instead of the front as it is now.
The signature of the card-issuing agency has been changed from "Director of the Department of Administrative Police for Social Order" to "Ministry of Public Security". Information on personal characteristics and fingerprints of the left and right index fingers will no longer be on the surface of the ID card. It is also proposed that the QR code on the ID card be moved to the back, instead of the front as it is currently.
Citizens under 14 years old are issued ID cards upon request; ID certificates are issued to people of Vietnamese origin whose nationality is not yet determined; When applying for an ID card, the management agency will collect the citizen's iris (mandatory), DNA, and voice (voluntary), in addition to fingerprints.
In addition, according to Clause 1, 3, Article 46 of the Law on Identification, the CCCD card is still valid until the expiration date stated on the card, except for cases where the CCCD card or identity card expires from January 15, 2024 to before June 30, 2024, it will continue to be valid until June 30, 2024. Therefore, people with CCCD cards or identity cards that expire from January 15, 2024 do not need to apply for a new CCCD card and wait to make a new identity card when the Law on Identification comes into effect from July 1, 2024.

Lieutenant Colonel Le Manh Ha said that currently, Ho Chi Minh City Police has directed the Police of units and localities to fully prepare everything necessary from personnel, equipment, citizen screening to the age of ID card issuance (14 years old), citizens to the age of changing CCCD cards due to expiration (25, 40, 60 years old), citizens under 14 years old who need to issue ID cards, ... to ensure the effective implementation of the ID Law in Ho Chi Minh City immediately after specific instructions from the Ministry of Public Security.
In addition, the Ministry of Public Security is urgently preparing technical infrastructure to collect iris data (mandatory collection), DNA, and voice (voluntary by citizens) into the identification database when applying for an identification card according to the provisions of the Identification Law, from July 1, 2024.
“Although it is not mandatory to change the CCCD card to an ID card, the police agency encourages people to supplement biometric data on DNA, iris and voice. This brings many benefits, such as in cases related to health or being forged, biometric data will help process more accurately and quickly,” emphasized Lieutenant Colonel Le Manh Ha.
