On August 29, information from the Ba Ria - Vung Tau Provincial Police said that the Investigation Police Agency of Xuyen Moc District Police is verifying and handling reports of crimes related to the land plot known as the "Ho Tram Riverside" project in Go Cat Hamlet, Phuoc Thuan Commune, Xuyen Moc District.
Accordingly, the Investigation Police Agency of Xuyen Moc District Police announced that anyone who has had activities of buying, selling, trading, investing, contributing capital and being defrauded of assets related to the above virtual project, please come to this unit to report and clarify the case.
When coming to work, you need to bring your identification papers and documents related to buying, selling, trading, investing, contributing capital, etc.
Within 30 days from the date of notification, if no individual comes to work, the Investigation Police Agency will handle the case in accordance with the provisions of law, and will not be responsible for any consequences or damages later.
The gate outside the land is called the “Ho Tram Riverside” project.
Regarding this 60-hectare land, from late 2019 to early 2020, the land was divided into lots and advertised for sale on real estate trading floors' websites and social networks under the project name "Ho Tram Riverside".
According to the advertisement, the "Ho Tram Riverside" project has a total area of about 60 hectares, offering 586 plots of land, in phase 1 100 plots will be sold and priced from only 7 million VND/m2.
There are also many villas, townhouses and modern amenities, the project location is right on Highway 55.
Faced with the above situation, since May 2020, the People's Committee of Xuyen Moc district has issued an urgent directive and conducted an inspection.
According to verification and inspection by the authorities, the above land is owned by Mr. Nguyen Quoc Vinh (born in 1972, residing in Ward 6, District 3, Ho Chi Minh City), using about 53.5 hectares, of which 40.58 hectares of transferred land have been granted a certificate.
Regarding the current status of the land, Mr. Vinh has leveled about 80% of the land area. The filling material is partly taken from the sand source of the Kinh River dredging project and partly from the soil taken from the banks of existing aquaculture ponds.
On the land under Mr. Vinh’s personal name, there is currently a wooden house and a ground-floor house with a total area of 414 square meters. In addition to the completed gate construction, Xuyen Moc district’s inspection showed that he was constructing some drainage items, so the inspection team requested to stop the construction.

On May 20, 2020, the People's Committee of Xuyen Moc district issued a decision to administratively fine Mr. Vinh 40 million VND and requested the restoration of the original state of the land before the violation within 10 days from the date of the decision. If not complied with within the above deadline, it will be enforced according to regulations.
According to the penalty decision, Mr. Vinh's violation was converting land for growing other annual crops, land for growing perennial crops, land for aquaculture, land for salt production, and other agricultural land to non-agricultural land (road land) in rural areas without permission from competent state agencies.
Regarding the information about the above land for sale, the People's Committee of Xuyen Moc district issued a document confirming that there is no "Ho Tram Riverside" project in the district as advertised on the websites.
Afterwards, Xuyen Moc District Police also investigated and issued a notice to find the victim to serve the investigation and handling.
