On November 13, the Ho Chi Minh City People's Procuracy completed the indictment to prosecute defendant Pham Thi Tuyet Nhung (Director of Angel Lina Investment Consulting Joint Stock Company) and 7 accomplices for the crime of Fraudulent appropriation of property.
According to the indictment, with the purpose of appropriating other people's property, Tran Thi My Hien (director of Dat Vang Hoang Gia Company and Hoang Kim Land Company) and Nhung sought to buy large plots of land with different land uses (residential land, land for growing trees, land for growing rice, land for ponds, etc.).

After reaching an agreement, Nhung signed deposit contracts, paid a portion of the money to the landowner as a guarantee, then used many excuses to extend the payment deadline, not completing the transfer and transfer of land use rights.
Then, Hien hired an architect to design the plots of land into an urban land project with a complete 1/500 scale drawing, complete with infrastructure such as electricity, water supply and drainage.
These unreal projects are named after residential areas: Nguyen Thi Tu, Trieu An, Lien khu 5-6, Tay Lan, Bui Thanh Khiet, Hiep Thanh, Xuan Thoi Thuong, University Village (Linh Trung ward), Do Xuan Hop, Huong lo 11, Pham Hung...
To have a legal entity to sign contracts, Nhung and Hien directed their subordinates to establish Angel Lina Company, Royal Golden Land, hire people to advertise projects, to sell land plots under different forms of contracts, such as Deposit Contract, Capital Contribution Contract... to appropriate money.
To create trust and attract investment from customers, they offer policies, promotions, and price reductions for residential land plots (not real) that are cheaper than the market price at the time of transaction, high discounts, and commitments to compensate and refund all investment capital when land is not delivered...
The investigation determined that Hien, Nhung and their accomplices had established 18 fake projects in many districts in Ho Chi Minh City and had agreed to transfer 4 houses. Of these, 3 houses were sold to customers, which were then divided into fake plots of land to sign contracts and illegally transfer land plots with 589 individuals, appropriating more than 828.5 billion VND.
In addition to the 8 defendants prosecuted, defendant Tran Thi My Hien is the organizer, mastermind and direct participant throughout the crime, as well as being involved in the crimes of other defendants.
Although previously diagnosed with depression, Hien often participated in land purchase and sale transactions of great value, with complicated legal origins.
At the same time, when the land delivery agreement was not fulfilled, Hien convinced the customers to continue working with Hien by changing the land plots and legal entities signing the contract, which happened over a long period of time, after which the victims filed a complaint with the police. This behavior has enough elements to constitute the crime of fraud and appropriation of property.
However, three forensic psychiatric assessments of the defendant Hien all concluded that the defendant suffered from mixed schizoaffective disorder. At the time of the assessment, the disease was in the acute stage of loss of cognitive ability and behavioral control.
Therefore, Hien is being subjected to compulsory medical treatment. The investigation agency has decided to temporarily suspend the investigation of the case and temporarily suspend the defendant.
