OCOP program creates momentum to promote rural economic development

(QNO) - This afternoon, December 22, the Department of Agriculture and Rural Development held a conference to evaluate the implementation of the "One Commune One Product" program - OCOP for the period 2018 - 2023.

At the conference, leaders of relevant sectors, local authorities and some entities in the province acknowledged that, despite facing many difficulties, Quang Nam has successfully implemented the OCOP program since 2018. Currently, the province is among the top in implementing the program nationwide and leading the Central Highlands region.

Reality over the past 6 years shows that the OCOP program has created a great driving force in promoting labor restructuring, strongly developing the rural economy, and contributing to sustainable poverty reduction.

Efforts to implement many tasks

Reporting at the conference, a representative of the Department of Agriculture and Rural Development said that in order to effectively implement the OCOP program, over the past 6 years, the provincial agricultural sector has coordinated with units and localities to synchronously deploy many key solutions.

Accordingly, every year, the Department of Agriculture and Rural Development issues and advises the Provincial People's Committee to issue a number of documents directing and guiding the implementation of the program, registering products for classification assessment. Advise on work contents related to OCOP product classification assessment.

Organize an interdisciplinary working group including representatives of the Department of Industry and Trade, Department of Science and Technology, Department of Health, Department of Environmental Protection, Department of Food Safety and Hygiene, Department of Rural Development, Department of Agricultural - Forestry - Fishery Quality Management under the Department of Agriculture and Rural Development to go to the grassroots to support, advise, and guide localities and entities registering products to participate in the program; upgrade, improve products and complete product evaluation and classification records...

In the period of 2018 - 2023, the Department of Agriculture and Rural Development and related units organized dozens of training courses for provincial and district-level OCOP officials and OCOP entities with many important contents. Notably, the implementation of business plans, production - business projects, product development; product evaluation and classification; state regulations on food safety and hygiene; granting certificates of eligibility for production for cosmetics and functional foods.

Besides, registering and building brands; labeling goods; tracing product origins; building basic standards; managing product quality; protecting the environment during the production process...

Great Achievement

Speaking to reporters of Quang Nam Newspaper on the sidelines of the conference, Mr. Tran Van Noa - Head of the Department of Rural Development said that from 2018 to 2023, the provincial budget has spent more than 63.7 billion VND to implement the OCOP program. Most of the above-mentioned funding sources prioritize supporting entities to have conditions to invest in new construction, upgrading, repairing infrastructure and purchasing equipment and machinery for production. In addition, establishing packaging - designs, origin traceability stamps, and product quality inspection.

It is noteworthy that in recent years, all levels and sectors of the province have actively supported entities to promote trade, advertise products, connect partners and expand consumption markets.

Mr. Tran Van Noa added that as of December 22, 2023, the whole province has a total of 395 products recognized as meeting OCOP standards, including 334 3-star products and 61 4-star products.

Among the above OCOP standard products, there are 293 food products, 32 beverage products, 23 medicinal products, 45 handicraft products, 2 community tourism service products and tourist attractions.

“The localities leading in the number of OCOP products recognized as meeting 3-4 star standards after nearly 6 years of implementing the program are Tien Phuoc, Tam Ky, Thang Binh, and Dai Loc,” said Mr. Noa.

According to our research, over the past years, the OCOP program has attracted 314 entities from different economic organizations to participate. Of these, business households have a large number with 157 households (accounting for 50%), 107 cooperatives (accounting for 34.1%), 50 enterprises and cooperative groups (accounting for 15.9%).

At the conference, many opinions said that, over the past 6 years, the OCOP program has created motivation, creativity, and helped producers innovate their thinking in the agricultural and rural sector. Many products have beautiful designs, good quality, and are produced in accordance with state regulations. From there, products participating in this program, when recognized as meeting star standards, are not only consumed locally but also attract consumers nationwide; many products are widely distributed in supermarket chains, clean food stores, etc., helping the rural economy to gradually develop.

According to Mr. Ngo Tan - Deputy Director of the Department of Agriculture and Rural Development, from promoting the implementation of the OCOP program, the typical products of each locality have gradually affirmed their brands, improved their quality and become known to many people, aiming for export.

Mr. Tan said that through participating in the OCOP program, many entities have gradually changed their awareness and paid more attention to improving product quality through investing in purchasing machinery, testing food safety and hygiene indicators, building self-declared records, building quality control plans, applying advanced quality management systems, building electronic stamps to trace product origins... In addition, product packaging has been upgraded and improved in the direction of complying with regulations, becoming more beautiful, meeting consumer requirements.

“It can be said that the OCOP program has helped to increase the value and quality of products, diversify agricultural products and services in rural areas. Notably, it has built and applied advanced quality management systems in production such as VietGap, GlobalGAP, GMP, ISO, HACCP. Developing the OCOP program has contributed to promoting the development of the chain of links in production, processing, and consumption of products, improving the quality of goods, and greatly contributing to the campaign "Vietnamese people prioritize using Vietnamese goods"..." - Mr. Tan acknowledged.
