The “One Commune One Product” (OCOP) program is considered a “new wind” promoting the agricultural sector in Ha Hoa district, which is used to the small-scale, fragmented production mindset, but now has a new look with an expanded scale into concentrated commodity production areas in the direction of value chain linkage. Thereby, creating a new, modern, and more effective direction in the production and trading of traditional products. This is a necessary factor for the development of the rural economy, aiming at sustainable poverty reduction.
OCOP products of Ha Hoa district are rich in variety and design, meeting market demand.
Yen Ky commune is known as a locality with a tradition of growing tea for over 100 years. Previously, people in the commune mainly cultivated tea trees according to old practices, resulting in low productivity and quality. Therefore, this crop variety has never been considered a strength for local economic development.
Since participating in the OCOP Program and being recognized as a 3-star product in 2020, the tea growing profession of members of Yen Ky Tea Production and Processing Agricultural Cooperative has increased the value of its products. The Cooperative has mobilized member households to grow tea according to VietGAP standards, with new tea varieties such as: BH, India, hybrid LDT1, LDT2... for high productivity and quality. In particular, focusing on growing LDT1 tea variety to build OCOP products.
Mr. Nguyen Van Phuc - Director of Yen Ky Tea Production and Processing Agricultural Cooperative said: The cooperative currently has 35 member households participating in growing more than 12 hectares of tea according to VietGAP standards. After being recognized, the selling price of finished tea products has also increased compared to before. Previously, packaged dry tea products without packaging or labels were sold for only 150,000 VND/kg. Now, the cooperative is supported in building a brand, products with eye-catching labels and packaging have contributed to increasing the value with an average selling price of 220,000 VND/kg.
In order to promote localities to join in implementing the "One Commune One Product" Program, in the period of 2021-2023, Ha Hoa district has mobilized more than 10.6 billion VND to support machinery, equipment, labels, packaging, etc. to upgrade, standardize and develop OCOP products. Along with that, the district also strengthens support for trade promotion activities, product introduction and promotion. In addition to the products built according to the plan, the district encourages communes and towns to develop potential, typical, specialty and traditional products; focusing on reviewing, restoring, supporting and developing products associated with local advantages and strengths, prioritizing new product ideas based on the application of science and technology, especially processed products, deep processing, traditional products. Inspection and supervision activities are considered important tasks to improve product quality.
Every year, the District People's Committee establishes a food safety inspection team to inspect and supervise OCOP product production and trading establishments in the area regarding compliance with legal regulations on environmental protection for production activities of entities participating in the OCOP Program. At the same time, closely monitor products granted OCOP stamps and labels..., strictly handle products that violate regulations.
With the motto of not chasing quantity, but paying attention to the quality and reputation of the product, the Evaluation and Classification Council has implemented a transparent and public evaluation process, closely following the criteria and regulations.
Up to now, the whole district has had 18 products meeting provincial OCOP standards, including 4 4-star products and 14 3-star products. The products meet quality and food safety standards and regulations, in accordance with market requirements. The output value of OCOP products has increased steadily over the years, creating more jobs and income for the people.
Thanks to the synchronous implementation of solutions, 65% of the district's OCOP products have been brought into the supermarket system by the entities. In 2023 alone, the output value of goods from OCOP products will reach over 90 billion VND.
Some entities with high revenue growth include: Bien Xanh Trading and Service Company Limited, Doan Ket Bee Cooperative Group in Gia Dien Commune, Thai Duy Phuong orange business household, etc. From there, it contributes to creating on-site jobs for 264 workers with an income of 6-10 million VND/person/month.
Ms. Nguyen Thi Nam - Deputy Head of the District's Department of Agriculture and Rural Development said: In the coming time, the district will focus on developing OCOP products in the direction of concentrated, stable commodity production with a market to improve economic efficiency and income for people; contribute to shifting the economic structure, rural labor structure, preserving and promoting the values of traditional products, protecting the landscape and rural environment associated with the development of cooperatives, occupations, rural craft villages, service tourism and the plan to restructure the agricultural sector; build and develop OCOP products with brands and product labels that are competitive in the market to meet domestic consumption needs and gradually move towards export.
