Applying Resolution 98 to develop science and technology
On the afternoon of July 20, the Party Committee of the Department of Science and Technology of Ho Chi Minh City held a mid-term review conference on the implementation of the Resolution of the 8th Party Congress of the Department, term 2020-2025. Comrade Phan Van Mai, member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Ho Chi Minh City attended.
In his speech, comrade Phan Van Mai requested the Party Committee of the Department of Science and Technology to focus on reviewing the targets and tasks of the year and the term, and propose solutions to bring about the highest and most synchronous efficiency to promote the right position and role of science and technology in the city's development.
Commenting that science and technology play an important role in improving labor productivity in industries and sectors, he requested the Department of Science and Technology to continue researching and proposing related issues, including policies and institutions, infrastructure investment, education, etc. to improve the quality of science and technology application in socio-economic activities and in the public sector of the city.
In particular, it is necessary to pay more attention to establishing research groups with the participation of experts with many practices and experienced managers to give advice to the city. At the same time, it is necessary to conduct in-depth research and make strategic proposals on institutions, infrastructure, and human resources to increase overall development productivity.
Regarding the project to support the development of the innovative startup ecosystem in Ho Chi Minh City in the period of 2021-2025 (Project 672), comrade Phan Van Mai requested that development be associated with specific majors and specific fields. Because Ho Chi Minh City is the center, where resources converge, it must develop more than other localities. Therefore, he requested the Department of Science and Technology to continue researching and proposing mechanisms, policies, investment in infrastructure development and human resource development and soon form the city's advanced technology institute.

With the task of building the Ho Chi Minh City Center for Innovation and Startup, comrade Phan Van Mai set the requirement to build the center into a regional and national center and must be regional and international. However, if approaching current institutions and regulations, this cannot be done, but it is necessary to study new mechanisms, apply Resolution No. 98 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City to build the center as a "Sandbox". Similarly, other centers must also study specific mechanisms. In addition to the "Sandbox" for these centers to operate, there must be connections, models, and networks for development.
Analyzing the factors of science and technology in Ho Chi Minh City, comrade Phan Van Mai noted that in order to build Ho Chi Minh City into a regional and international science and technology center, the city's capacity must first be improved. Including the thinking and planning capacity of leaders and specialized agencies; improving the reception capacity. Regarding institutions, it is necessary to study and propose, especially promoting the mechanisms from Resolution 98, connecting international cooperation to gather resources in Ho Chi Minh City. He affirmed that the science and technology resources are very large in Ho Chi Minh City, the important issue is how to gather all these resources to develop science and technology and develop the city.
Commenting on the Party Committee of the Department of Science and Technology maintaining discipline in the activities of Party committees and Party cells, comrade Phan Van Mai noted that maintaining discipline must go hand in hand with improving quality, associated with key tasks. The content of activities must carry the spirit of science and technology, encourage innovation and creativity and link science and technology with life. At the same time, it is necessary to make cadres, party members and workers aware of the role of science and technology, contributing more to the development of the city.
Promoting the core role of science and technology
During the first half of the term, the Department of Science and Technology has promoted its core role in the city's science and technology activities; closely coordinated with agencies, units, enterprises, institutes and science and technology organizations in the area. At the same time, it has promoted administrative reform, promoted activities to develop science and technology infrastructure such as building investment projects, developing the Institute of Advanced Technology and Innovation, the City's Center for Startups and Innovation, etc.
In the 2021-2023 period, the Department of Science and Technology has advised the Ho Chi Minh City People's Committee to issue many policy mechanisms to support innovative startups, digital transformation, application of science and technology and promote the development of the city's innovation and startup ecosystem.
At the same time, many activities are being implemented to support the city's innovative startup ecosystem such as: supporting innovation capacity improvement; supporting incubation and development of startup projects; supporting innovative startups to access venture capital sources...
Thereby, creating a favorable environment to promote and support the formation and development of types of enterprises with the ability to grow rapidly based on the exploitation of intellectual property, technology, and new business models, contributing to promoting social investment in science and technology activities; the results of completing over 75% of the targets of the Project to support the development of the innovative startup ecosystem in Ho Chi Minh City in the period of 2021-2025 (Project 672).

The Department of Science and Technology assessed that the development of science and technology in recent times in Ho Chi Minh City, despite many solutions, has not kept up with the requirements of socio-economic development and urban management of the city. Social investment in science and technology is still not commensurate, and many sources of capital outside the state budget have not been mobilized to invest in science and technology to develop production of goods and provide services.
In addition, the facilities serving scientific research and innovative start-up activities, especially in the high-tech field, have not met the development needs. The linkage in scientific and technological activities between schools, institutes and enterprises has many positive changes, but is not really tight and sustainable.
In the second half of the term, the Department of Science and Technology aims to increase the contribution of total factor productivity (TFP) to GRDP to over 45%; Social investment in science and technology to 1%/GRDP. The rate of application of results after acceptance of science and technology tasks will reach over 70%; direct application to enterprises will reach 60%. Along with that, the rate of innovative start-up enterprises will reach 50% compared to the whole country.
