TPO - Chairman of Ho Chi Minh City Phan Van Mai requested that in the first week of September, departments, branches and localities must update the disbursement tasks for the last months of this year and January next year, manage each project, each month; assign tasks to each committee, each project team and take responsibility for that.
On the morning of September 4, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai chaired the regular August meeting to assess the socio-economic development situation and results in August and the first 8 months of the year.
Leading the “restricted category”
Chairman of the Ho Chi Minh City People's Committee Phan Van Mai assessed that the results showed that the city's socio-economic situation in August continued to recover. This is a trend for the city to "rely on" and promote in the last months of the year to achieve growth targets as well as major socio-economic targets set.
However, Mr. Mai also acknowledged that there are still many limitations, in which public investment disbursement continues to lead the "limited list" when up to now, only 18.1% of the plan has been disbursed.

Mr. Mai requested the heads of the four project management boards (PMUs), namely the PMU for Transport Works Investment Projects, the PMU for Urban Infrastructure Construction Investment Projects, the PMU for Civil and Industrial Works Construction Investment Projects, and the PMU for Ho Chi Minh City Urban Railways, to pay close attention to their tasks and focus highly.
To achieve the annual disbursement target, the City People's Committee has set out very specific monthly targets. Accordingly, in August, a total of VND16,200 billion must be disbursed (later adjusted to VND15,900 billion, from 20.4% to 20.1%). However, the result at the end of August only reached 18.1%, down 2%.
According to Mr. Mai, the total disbursement from the beginning of the year to date of the 4 major boards has only reached 10.4%, lower than the city's average of 18.1%, although these 4 boards basically manage the capital of the entire city. Meanwhile, the average disbursement rate of districts is 34%, so the districts are "bearing" the disbursement results of the city in the first 8 months of the year.
“These four project management boards, together with Thu Duc City, must carefully review each project, update the plan and keep the commitment every month. By the end of the year, we must ensure that the disbursement rate is around 95%, and any board with difficulties must be over 90%,” Mr. Phan Van Mai directed.

The Chairman of the Ho Chi Minh City People's Committee noted that departments and branches should focus on operating according to the goals and tasks of September, the third quarter, and this year.
Accordingly, each member of the People's Committee, director of departments, chairmen of districts must review what tasks they still owe, what tasks are likely to be difficult to complete in order to focus more; what tasks of their industry or department are hindering or slowing down the common work of the city... to have a direction for review and assignment.
“From now until the end of the year and beyond, I will manage and supervise the work of the vice chairman and director of the department. If there is a delay, the director and heads of the units must take responsibility. I am responsible to the People's Committee, the Standing Committee and the Executive Committee of the Ho Chi Minh City Party Committee, and the Ho Chi Minh City People's Council, but I cannot say that because Vice A and Vice B did not do it, I did not complete it. You also cannot say that to the Ho Chi Minh City People's Committee or to me,” Mr. Mai said and suggested that in assigning tasks, we must also closely monitor and supervise the timeline and quality of the work.
