On December 19, Chairman of Ho Chi Minh City People's Committee Phan Van Mai signed an official dispatch directing to strengthen administrative discipline and promote economic growth, with the target of GRDP growth reaching over 10% in 2025.
To realize this goal, the City People's Committee emphasizes 5 key requirements: clear people, clear work, clear responsibilities, clear progress, and clear efficiency.
The Chairman of the City People's Committee requested leaders of departments, branches, districts, and Thu Duc City to thoroughly grasp the spirit of strong innovation in awareness and action, establish political determination, and enhance the responsibility of cadres, civil servants, and public employees. The work needs to be resolved thoroughly and on schedule, and the situation of intentional delay and shirking of responsibility must be resolutely handled.

The Chairman of Ho Chi Minh City assigned responsibilities to leaders at all levels to carry out 4 requirements: firmly grasp the problem, have a clear opinion, propose specific solutions, ensure clear and effective results; innovate working methods, build a standard public service style, promote coordination mechanisms in the spirit of: "right role, know the lesson"; "top to bottom, unanimous"; "horizontal and vertical, smooth".
Regarding the Department of Home Affairs, Mr. Phan Van Mai requested to preside over the review and revision of the Coordination Regulations between departments, branches, sectors and district-level People's Committees in the direction of clarifying responsibilities, ensuring progress and quality of work; Report to the Chairman of the City People's Committee before December 30.
The Office of the Ho Chi Minh City People's Committee proactively reviews and proposes solutions to improve the information and administrative reporting regime, and strongly reform based on digital platforms; Report and propose adjustments to the Working Regulations of the City People's Committee, if necessary, before December 30.
Previously, at the 20th session of the City People's Council on December 10, the Chairman of the City People's Committee emphasized that the target of GRDP growth of 10% in 2025 is a big challenge, requiring a total social investment of VND500,000 billion. Of which, the city budget contributes about VND100,000 billion, the rest must be mobilized from social resources.
With specific instructions and synchronous coordination from all levels, Ho Chi Minh City expects to achieve outstanding growth targets, creating a foundation for sustainable development in the following years.
