Throughout history and before the August Revolution in 1945, Nghi Xuan commune went through many periods with different names. In the years 1945 - 1946, Nghi Xuan was a part of Nghi Phong commune; in the period 1947 - 1953, it was a part of Ngu Hai commune. By the end of 1953, Nghi Xuan commune was established on the basis of separation from Ngu Hai commune. In the historical flow of the nation, Nghi Xuan is proud to be a land of talented people, a homeland connecting and converging all the traditions and good nature of the people of Nghe An.
Over the ages, this land still retains a rich and diverse system of tangible and intangible cultural heritage and the names and ages of many famous generals, scholars, mandarins and many learned intellectuals who have brought glory to their homeland and country.
Nghi Xuan is also known as the hometown of the indomitable and resilient struggle movement with outstanding and loyal revolutionary soldiers during the 1930-1945 revolutionary period and was the first unit in the district to rise up and seize power.
During the two resistance wars against invaders, Nghi Xuan commune not only contributed human and material resources to the frontline, but also directly participated in combat and combat service, contributing to maintaining the traffic arteries and important economic and defense facilities in the district.
Nghi Xuan Commune was honored to be awarded the title "Hero of the People's Armed Forces" by the Party and State twice; 1 First Class Labor Medal, 4 Third Class Labor Medals, 1 Third Class Feat Medal.
During the renovation period, implementing the National Target Program on New Rural Construction, the cadres and people of Nghi Xuan commune have united, been creative, innovative, overcome difficulties and challenges, focused on exploiting potentials and advantages, and achieved many important achievements in many fields.
Nghi Xuan is honored to be the first commune of Nghi Loc district to achieve new rural standards in 2014. The Party Committee has achieved Strong Cleanliness and Exemplary Strong Cleanliness for many consecutive years.
On the development momentum, in 2023, the commune was recognized as meeting the advanced New Rural standards in a substantial way with the quality of the contents and criteria reaching a high level compared to the requirements; in particular, some contents and criteria exceeded the requirements, creating a premise for building a model new rural commune, contributing to promoting the progress and improving the quality of the advanced new rural construction movement in the district.
The appearance of the new countryside is increasingly spacious, truly bright - green - clean - beautiful. The material and spiritual life of the people is increasingly improved. By the end of 2023, the average income will reach 65 million VND/person/year, the poverty rate will be only 0.79%.
At the ceremony, on behalf of the Party and State leaders, National Assembly Chairman Vuong Dinh Hue awarded the Third Class Labor Medal by the President to the Party Committee, government and people of Nghi Xuan commune; presented flowers and a congratulatory painting to Nghi Xuan commune.
On the eve of the New Year of the Dragon, National Assembly Chairman Vuong Dinh Hue presented 200 gifts worth a total of VND200 million to disadvantaged families in Nghi Loc district.
At the program, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung awarded Certificates of Merit to 2 collectives and 6 individuals who had outstanding achievements in the process of building and developing Nghi Xuan commune, Nghi Loc district in the period of 1953 - 2023, contributing to the socio-economic development of Nghe An province.
Comrade Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee awarded the Certificate of Recognition and 600 million VND in prize money to Nghi Xuan commune for meeting the Advanced New Rural Standards to build welfare works.
On behalf of the provincial leaders, Vice Chairman of Nghe An Provincial People's Committee Nguyen Van De congratulated Nghi Xuan commune on its 70th anniversary (1953 - 2023), received the Third Class Labor Medal and commended its proud achievements and results in building an advanced new rural commune.
Determining that new rural construction is a continuous process with a starting point and no ending point, building new rural areas is increasingly going into depth and sustainability with the motto "ecological agriculture, modern countryside, civilized farmers", striving to build Nghi Xuan into a model new rural commune by 2025, the Vice Chairman of Nghe An Provincial People's Committee requested the Party Committee, government and people of Nghi Loc district and Nghi Xuan commune to continue to perform well a number of key tasks.
First of all, defining new rural construction as organizing the implementation of specific contents of modernizing and industrializing rural agriculture; linking new rural construction with restructuring the agricultural sector and developing the local economy and society with the goal of constantly improving the material and spiritual life of the people.
The Vice Chairman of Nghe An Provincial People's Committee also noted that it is necessary to promote the role of the people as the main subject, propaganda and mobilization work must be put first, making people understand, believe, respond by participating, giving advice, contributing and proactively performing their tasks is the success of the program.
At the same time, there must be unity and regular leadership and direction; the close attention of local authorities and organizations plays an important decisive role.
Comrade Nguyen Van De also emphasized: “There must be appropriate approaches according to local conditions; choosing priority content and tasks, creatively applying mechanisms and policies, and mobilizing appropriate capital”. At the same time, direction must be synchronous, effective, systematic, with a professional and practical support apparatus; this is an important factor for effective direction.
On the other hand, it is necessary to effectively integrate state budget support and diversify resources. People's mobilization must be carried out on a voluntary basis, with democratic discussion and high response.
