National Assembly Chairman speaks at the plenary session of IPTP Conference 11

On the morning of November 24, in Phnom Penh, National Assembly Chairman Tran Thanh Man attended and delivered an important speech at the opening session of the 11th Plenary Session of the International Parliament for Tolerance and Peace (IPTP 11) with the theme “In search of peace, reconciliation and tolerance”. The National Assembly Chairman affirmed that Vietnam supports initiatives that contribute to peace and stability in the region and the world, in compliance with international law and the United Nations Charter.

Attending IPTP 11 were: President of the Cambodian Senate Samdech Hun Sen; President of the Cambodian National Assembly, Chairman of IPTP 11 Samdech Khuon Sudary; Prime Minister of the Royal Government of Cambodia Samdech Hun Manet; Chairman of the Global Council for Tolerance and Peace (GCTP) Ahmed Bin Mohamed Aljarwan; Chairman of IPTP Sous Yara and nearly 200 delegates who are leaders of parliaments, parliamentarians of countries and regional and international parliamentary organizations from 58 member parliaments and guest and partner parliaments, including 11 National Assembly Chairmen, Vice Chairmen of the National Assembly and IPU Secretary General, ASEAN Secretary General, AIPA Secretary General...

Taking place from November 23 to 26, the 11th Plenary Session of the IPTP was divided into two thematic discussion sessions: Promoting peace architecture, peacebuilding, reconciliation and tolerance: the combined strength of Government, Parliament and society; Strengthening multilateralism, cooperation and partnership for inclusive coexistence and connectivity.

At the opening session of IPTP 11, King Norodom Sihamoni sent a message of welcome to the delegates attending the session; emphasizing that Cambodia's hosting of IPTP 11 together with the parliaments of other countries demonstrated the importance of building a common community based on peace, prosperity, people-to-people connection and people-to-people exchange.

King Norodom Sihamoni believes that the Session will be successful; with the support, companionship and cooperation of all subjects, countries and international organizations, we can achieve the goal of building peace, harmony and common prosperity for all mankind.

According to the King of Cambodia, peace in any sense can only be achieved if we have sincere dialogue, mutual respect, common values, not forgetting the inclusiveness of multilateralism and the basic principles in international relations, justice and common prosperity.

In his opening speech at IPTP 11, IPTP Chairman Sous Yara said that with the theme “In search of peace, reconciliation and tolerance”, this IPTP Session is an opportunity for the Cambodian National Assembly and IPTP member parliaments to exchange, discuss and propose solutions to prevent conflicts through peaceful measures, dialogue and enhanced international cooperation to achieve the goals of peace, reconciliation and peaceful coexistence.

Speaking at the opening session, Cambodian Prime Minister Samdech Hun Manet said that Cambodia has achieved many achievements in socio-economic development, with economic growth estimated at nearly 7% in 2024, people's lives have changed a lot and it is expected that Cambodia will no longer be an underdeveloped country by 2029.

The Prime Minister stated that the process that Cambodia pursues requires support and cooperation from all parties, ensuring the overcoming of difficulties and challenges such as energy security, cooperation in issues such as information technology and innovation; hoping that the Peace Charter will be a driving force for parliaments and international organizations to achieve their vision and goals of peace.

Speaking at the Session as a guest of the host country's National Assembly, Cambodia, National Assembly Chairman Tran Thanh Man emphasized that, as its name suggests, IPTP has an extremely important mission.

As humanity enters the third decade of the 21st century, we face a paradox: while civilization, science and technology and human progress are developing at an unprecedented rate, the world we live in is simultaneously facing many local conflicts and complex crises not seen since the Cold War.

In that context, the National Assembly Chairman highly appreciated the efforts of Samdech Hun Sen, President of the Cambodian People's Party, President of the Senate of the Kingdom of Cambodia and the National Assembly of Cambodia in organizing this important Conference.

“Cambodia’s success story in consolidating peace, reconciliation, and national development is a testament to the noble goal of building a peaceful, better, more civilized world where people live tolerantly with each other,” National Assembly Chairman Tran Thanh Man emphasized.

Sharing with parliamentary leaders and parliamentarians of countries attending IPTP 11, the National Assembly Chairman pointed out that peace is not only the absence of war, but also respect, love and sharing among peoples and nations.

“Peace is when we understand and empathize with each person, regardless of skin color, religion or ethnic origin. Peace is to ensure that each person deserves to live a prosperous and happy life in a safe environment, free from discrimination.”

National Assembly Chairman Tran Thanh Man stated that Vietnam is a peace-loving nation with a tradition of tolerance, humanity and peace. Having gone through many wars for national independence and reunification, Vietnam especially values ​​the value of peace, stability and friendship so that every citizen can enjoy independence, freedom, prosperity and happiness.

“We are also well aware that Vietnam’s peace and development are linked to the region and the world. Accordingly, Vietnam supports initiatives that contribute to regional and global peace and stability, and supports the promotion of resolving international conflicts and disputes by peaceful means, without the threat or use of force, and in compliance with international law and the United Nations Charter,” the National Assembly Chairman affirmed.

To build peace, National Assembly Chairman Tran Thanh Man said that first of all, it is necessary to promote mutual understanding and narrow differences between countries and ethnic groups.

Second, working together to promote sustainable, inclusive development that addresses the root causes of poverty and inequality is also a way to create a sustainable foundation for a peaceful, tolerant world.

Third, respecting international law and promoting multilateralism, especially the central role of the United Nations, is the most civilized way to prevent war and conflict.

In that spirit, National Assembly Chairman Tran Thanh Man believes that “parliament and parliamentarians will play an active role and have an important voice in promoting the rule of law, building trust and mutual respect, and finding sustainable peaceful solutions to regional disputes as well as urgent global challenges today.”

In his speech, National Assembly Chairman Tran Thanh Man affirmed that Vietnam highly appreciates and fully supports Cambodia's efforts to promote dialogue, reconciliation and cooperation.

As a neighbor of Cambodia, Vietnam believes that Cambodia's successful experiences in national development and building friendly and cooperative relations with neighboring and regional countries will contribute to promoting peace and cooperation in the region as well as in the world.

At IPTP 11, President of the Cambodian Senate, Samdech Hun Sen, spoke and shared stories about the process of building and developing the country, the process of reconciliation, overcoming division to build peace and unify his country.

During that process, Samdech Hun Sen highly appreciated and expressed deep gratitude for the Vietnamese army's assistance in liberating and unifying the country, escaping the Polpot genocide; Vietnam respects Cambodia's independence, autonomy and decisions.

Samdech Hun Sen also shared about Cambodia's achievements in recent years, efforts to integrate into the international community, participate as a responsible member of the international community, and efforts to address current global challenges; emphasized the win-win approach; emphasized the need for dialogue and cooperation between parties to build peace.

At the Session, delegates focused on discussing measures to promote peace, reconciliation and tolerance by investing in a unified structure of peace-building and development cooperation by peace-loving countries and stakeholders; emphasizing the important role of parliamentary and state diplomacy in promoting peace, development, compliance with international law, justice and trade.

IPTP is a mechanism under the Global Council for Tolerance and Peace (GCTP) – an international organization established in 2017 by the United Arab Emirates (UAE) diplomat and current GCTP Chairman Ahmed Bin Mohamed Aljarwan with the aim of promoting a culture of peace, combating discrimination and violent extremism. Cambodia currently holds the IPTP Chair for the 2023-2024 term and is the headquarters of the GCTP Asia-Pacific region. IPTP has signed Cooperation Agreements with about 40 national and regional parliaments, with observer status of the Inter-Parliamentary Union.

The Vietnamese National Assembly is not yet a member of the International Parliament for Tolerance and Peace, and has not previously sent a National Assembly delegation to attend IPTP Sessions. Therefore, this is the first time the Vietnamese National Assembly has attended an IPTP Session.
