Allow Binh Duong to build Ring Road 4 as per Provincial People's Council resolution

Binh Duong province will implement the Ring Road 4 project according to the resolution approved by the Provincial People's Council on investment policy. At the same time, this province will participate in the common mechanism and policies of Ring Road 4.


On November 11, Deputy Minister of Transport Le Anh Tuan and Chairman of Ho Chi Minh City People's Committee Phan Van Mai chaired a meeting between the Ministry of Transport and localities (Ho Chi Minh City, Binh Duong, Long An, Dong Nai, Ba Ria - Vung Tau) on coordination and implementation of the Ho Chi Minh City Ring Road 4 project.

At the meeting, the localities agreed to balance their own capital sources to implement the project. Long An province alone proposed that the Central Government support 33,000 billion VND, because the section of Ring Road 4 passing through the province is more than 78km long. Long An pledged to balance about 10,000 billion VND.

Regarding the Ring Road 4 project through Binh Duong (the investment policy of which has been approved by the Provincial People's Council), the People's Committee of Binh Duong province proposed to implement it according to the approved policy, and at the same time, proposed to enjoy the common mechanisms and policies for the Ring Road 4 project.

Binh Duong and Dong Nai provinces also agreed to assign the task of implementing Thu Bien bridge (connecting the two provinces) to Dong Nai province.

Thu Bien Bridge is the connecting point between Binh Duong province and Dong Nai province.

The Beltway 4 project through Binh Duong will build about 31km of a new route, following the expressway standards of Beltway 4, with phase 1 having 4 lanes. However, the last 12km of the route (bordering Ho Chi Minh City) is an existing 4-lane urban road, with 5 level crossings.

Thus, Ho Chi Minh City's Ring Road 4 will have a section through Binh Duong province that will not be synchronized with the expressway standards of Ring Road 4 like the remaining localities.

After listening to reports from localities, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested the People's Committees of the provinces to urgently complete the Pre-Feasibility Study Report of the component projects and send a document to the Ho Chi Minh City People's Committee before November 13.

On that basis, the Ho Chi Minh City People's Committee will synthesize and complete the Pre-Feasibility Study Report of the overall project of Ho Chi Minh City Ring Road 4, including specific policy mechanisms to submit to the Ministry of Transport , the Ministry of Planning and Investment; and report to the Prime Minister on November 15.

At the same time, Chairman of Ho Chi Minh City People's Committee Phan Van Mai agreed that Binh Duong province will implement the Ring Road 4 project in the area according to the Resolution approved by the Provincial People's Council on investment policy. He agreed that Binh Duong province will participate in the common mechanism and policy of Ring Road 4.

Chairman of Ho Chi Minh City People's Committee Phan Van Mai requested Binh Duong Provincial People's Committee to send a document to Dong Nai Provincial People's Committee to agree to include Thu Bien Bridge project in the component project in Dong Nai province.

Regarding the progress of Thu Bien Bridge construction, Chairman Phan Van Mai requested Dong Nai to synchronously deploy the entire route. If Dong Nai province cannot ensure funding, Ho Chi Minh City , Binh Duong, and Dong Nai will balance the budget for this package so that the implementation of the Ring Road 4 project can be carried out synchronously.

To speed up the progress of the Ring Road 4 project, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai suggested that localities, based on their local realities, propose specific policy mechanisms and send documents for Ho Chi Minh City and the consulting unit to review based on the policy mechanisms being updated at this National Assembly session.

Director of the Ho Chi Minh City Department of Transport Tran Quang Lam informed that the Ho Chi Minh City Ring Road 4 project is nearly 207km long, passing through 5 localities including Ho Chi Minh City, Binh Duong, Long An, Dong Nai, and Ba Ria Vung Tau.

The Prime Minister assigned Ho Chi Minh City as the competent authority to organize the completion of the project's Pre-Feasibility Study Report based on the synthesis of the Pre-Feasibility Study Reports of the component projects that have been prepared by localities.

In phase 1, the project will invest in building a road with 4 lanes, emergency lanes and a median strip between the two directions.

The project has a total estimated investment of over VND128,000 billion. Of which, the Ho Chi Minh City section is 17.3 km long (VND14,089 billion); the section through Ba Ria - Vung Tau is 18 km long (VND7,972 billion); the section through Dong Nai is 45.6 km long (VND19,151 billion); the section through Binh Duong province is 47.5 km long (VND19,827 billion); the section through Long An province is over 78 km long (VND67,024 billion).

The highest common goal of the project is to quickly start construction and complete the project in 2027 to connect with Ring Road 3 and Ring Road 2, complete the Ho Chi Minh City ring road network, and fundamentally innovate the traffic infrastructure.
